Necessary to have special regulations on FPF
Implementing Resolution 99, the Provincial Party Committee, the Provincial People's Council and the PPC of Binh Duong have issued many documents specifying the tasks to focus on leading and effectively directing the FPF and rescue in the area; paid attention to directing solutions to prevent and stop big fires for key grassroots and areas and invested hundreds of billions of Viet Nam dong to serve FPF and rescue activities. Thereby, it has actively contributed to improving the effectiveness of implementing policies and laws on FPF and rescue in the province during the past time. The propaganda and dissemination of knowledge and legal education on FPF are focused; the contents, forms, measures and methods of propaganda are diversified and innovated.
Overview of the meeting
Up to now, the province has established and consolidated 587 Civil Defense Teams with more than 6,000 members; there are 31 specialized FPF teams with 752 members and guiding the construction of 6,805 grassroots FPF teams.
The province has built effective FPF models such as building 85/121 "Public fire fighting points" (reaching 70.2%) and 73/117 "FPF safety joint teams" (reaching 62.4%), over 66% of households received training on FPF and rescue safety skills. Propagating and mobilizing 62,235/346,771 households to equip themselves with fire extinguishers. Building and approving 100% of fire fighting and rescue plans for industrial parks in the province, building 113/284 fire fighting plans for residential areas (reaching 39.78%), organizing practice of 48 plans for residential areas at risk of fire and explosion (reaching 42.47%).
The functional branch conducted FPF safety inspection 45,063 times of establishments. Through the inspection, they promptly discovered and decided to temporarily suspend and suspend operations in more than 1,000 cases where establishments failed to ensure FPF safety conditions; decided to handle administrative violations in 6,159 cases. At the same time, instructing 597 establishments to appraise and approve designs and take over for FPF safety according to regulations (reaching 54.36% of the total number of violating establishments in the province, establishments that have not yet been approved and accepted on FPF safety safety).

Speaking at the meeting, Mr. Nguyen Van Danh said that during the past time, the PPC has directed the FPF and Rescue Police force of Provincial Police Department to resolutely strictly implement the handling of administrative violations on FPF and Rescue safety for cases of violations in the locality. The data report showed that Binh Duong is one of the leading localities in the country in handling violations of FPF safety. However, through practical research, the current provisions of the law on FPF are still scattered, not synchronized, many legal documents are issued and revised regularly (without stability), etc. leading to many difficulties in the implementation of organizations, individuals and enterprises, typically, some regulations on inspection and certification of FPF equipment are one of the legal procedures implemented that cause many difficulties for enterprises today.
According to the province's orientation from now to 2030, the province will focus on implementing policies to build a smart city; at the same time, continue to promote infrastructure development, attract domestic and foreign investors; and focus on planning for strong socio-economic development. Therefore, the task of ensuring the FPF and Rescue safety in the area is one of the particularly important and regular tasks. Therefore, the province proposed the Supervisory Delegation to suggest that the Central Government should have specific guidelines and regulations for the Southeast provinces or for the locality in flexibly applying the provisions of the law on FPF and Rescue to encourage and create favorable conditions for organizations and individuals to invest, do business in the locality; both ensuring compliance with the provisions of the law, and flexibly removing difficulties and obstacles for enterprises. Accordingly, there should be more specific regulations through the implementation of the Prime Minister's Official Dispatch No. 220/CD-TTg dated April 05, 2023 on removing difficulties and obstacles in FPF and Rescue for enterprises so that the locality has a legal basis to create more favorable conditions for implementation. In addition, paying attention to strengthening forces and means for the FPF and Rescue police force of Provincial Police Department to soon consolidate and stabilize the organization and apparatus to meet the requirements and tasks of socio-economic development in the locality.
Fixing fires related to electrical problems
As evaluated by members of the Supervisory Delegation, Binh Duong has effectively implemented Resolution No. 99 with many outstanding results. In which, the province has diversified and innovated in propaganda; paid attention to the development of planning on FPF; invested huge funds for the FPF task; strengthened the FPF force, both professional and non-professional in residential areas and industrial parks; with a large number of enterprises, but the province has organized a review of FPF conditions for all business establishments.

The Supervisory Delegation also pointed out the limitations that need to be overcome in the future. According to Mr. Nguyen Hai Dung - Member of the National Assembly's Committee for National Defense and Security, member of the Supervisory Delegation; Binh Duong has many effective models for localities to learn, such as applying information technology in FPF propaganda activities in industrial parks; the "FPF Safety Joint Group" model - this is a very good model, operating effectively in the conditions of small and narrow alleys; the inspection, check and handling of violating establishments are strictly implemented; the rate of enterprises participating in fire and explosion insurance is high (70%). However, through cause analysis, up to 60% of fires in Binh Duong and other provinces in the country originate from electrical problems. According to Mr. Dung, if electrical safety is well implemented, fires can be reduced by up to 60%.
Informing the Supervisory Delegation about the inter-branch coordination in FPF related to electrical incidents, Senior Lieutenant Colonel Nguyen Anh Tuan - Head of the FPF and Rescue Division - the Provincial Police Department said that over the past time, the police force has coordinated with the Electricity and related branches to strengthen propaganda, inspection and check of electrical safety, coordinate with Binh Duong Power Company to propagate directly to households about FPF and electrical safety. However, in FPF, prevention is still the main factor, depending a lot on the consciousness of people and enterprises. In addition to the inspection and check of the competent authorities, the investor must actively conduct periodic inspection and supervision by themselves. In the coming time, the Provincial Police will continue to coordinate propaganda to improve the responsibility of the investor in coordinating with the consulting unit to design the power source in accordance with the regulations.
In addition, the Supervisory delegation requested departments and branches to clarify many contents on the appraisal and approval of FPF designs, conversion of housing functions in combination with business, and FPF in households. The Supervisory delegation also paid attention to regulations and standards related to FPF; Fire and explosion insurance; publicized establishments violating FPF regulations; socialized and encouraged people to participate in FPF, etc.

Concluding the meeting, Lieutenant General Do Quang Thanh - Deputy Chairman of the National Assembly's Committee for National Defense and Security highly appreciated the Binh Duong's implementation results of Resolution 99. He emphasized that the mission of the Delegation is to re-supervise the implementation of the National Assembly's Resolution in order to continue to point out difficulties, obstacles and inadequacies in the implementation organization and propose solutions and recommendations in the coming time.
He requested the PPC to continue to implement Resolution 99 more effectively; review and direct to overcome the shortcomings and limitations pointed out by the Supervisory delegation, especially those related to electrical incidents in FPF; related to production and business; strengthen propaganda, raise warnings; promote the application of science and technology in FPF; provincial planning needs to supplement the FPF infrastructure system, etc.
