Drastically speeding up the construction schedule of key traffic works in the province

​PORTAL - That is the direction of Secretary of the Provincial Party Committee Nguyen Van Loi at the survey and meeting with departments, branches and localities on the implementation schedule of key traffic works in the province on August 01.

​Accompanied by Vice Chairman of the Provincial People's Committee (PPC) Nguyen Van Danh; leader representatives of provincial departments, committees and branches.

Implementation schedule is slower than planned

As reported by the Department of Transport, the National Highway 13 upgrade and expansion project, section from Tu Do intersection to Le Hong Phong crossroads (4.9 kilometers long), up to now, the section through Thuan An city has handed over about 76% of the total area, the section through Thu Dau Mot city has handed over 96% of the total area. The total spent amount of 730.3 billion VND/total approved amount of 826.19 billion VND (about 88%).

The section from Ong Bo bridge to Huu Nghi intersection (2.9 kilometers long), has paid 453.41 billion VND/total 613.33 billion VND (reaching 74%). Up to now, the handover of the site has reached 17.8%.

The section from Vinh Phu welcome gate to Ong Bo bridge (4.9 kilometers long), has paid 641.08 billion VND/total 1,301.25 billion VND (reaching 49.27%). Up to now, the handover of the site has reached 1.6%.

Currently, the People's Committee of Thuan An city is completing the procedures to apply for the adjustment of the feasibility study report of the compensation project to implement the compensation project for the relocation of the power grid, about 95 billion VND.

For the Ho Chi Minh City's Ring Road No.3 project (phase 1), the bidding was completed, the groundbreaking ceremony for the Binh Chuan intersection package was organized, and the Binh Send bridge package is expected to break ground in August 2023. For the remaining 02 packages (Tan Van intersection, construction of the section from Binh Chuan to Saigon River) is being urgently carried out surveying, designing and submitting to the Ministry of Transport for appraisal according to regulations, expected to break ground in September - October 2023. The site clearance payment has been made with a total amount of 1,865,582 billion VND /total 2,548,258 billion VND, reaching 73%. People's Committees of cities: Thu Dau Mot, Di An, Thuan An are urgently shortening the time to complete the procedures for compensation payment and coordinating with relevant units to hand over the site to execute the project as planned.

The Ho Chi Minh City's Ring Road No.4 (phase 1), is expected to conduct site clearance at the end of the fourth quarter of 2023, and the project will commence in early 2024.

For the Ho Chi Minh City - Chon Thanh expressway, the PPC has issued Official Dispatch No. 3775/UBND-KT dated July 27, 2023 to the Ministry of Planning and Investment for a report proposing the construction investment project of the Ho Chi Minh City - Chon Thanh Expressway to apply mechanisms and policies to remove problems specified in a number of relevant laws. According to Resolution No. 08/NQ-HDND dated May 19, 2023 of the Provincial People's Council, the project completion time is expected to be before 2030. Striving to implement the project from 2023 - 2027, put into operation by the end of 2027.

The road construction project from Tan Thanh to Tam Lap bridge of the Bac Tan Uyen - Phu Giao - Bau Bang road invested by the People's Committee of Bac Tan Uyen district (about 9.32km in length) has basically been completed. The investor is implementing the procedures to carry out the acceptance test and put the project into use.

The road construction project from Tam Lap bridge to Dong Phu invested by the People's Committee of Phu Giao district (about 12.15 kilometers in length) was started in December 2021 (the schedule has reached about 43%). The project is currently behind schedule for disbursement; has handed over the site about 96.5% of the whole project (the site eligible for construction is about 92.3% because the sections of the medium and low voltage power system and clean water supply system have not been relocated). According to the contract, it is expected to be completed in April 2024; strive to complete by the end of 2023.

The road construction project from Tam Lap junction to Bau Bang invested by the People's Committee of Phu Giao district (about 17.79 kilometers in length) was started in October 2021 (the schedule so far is about 76.5%, reaching the set schedule). Up to now, about 92% of the whole project has been handed over (approximately 90% of the site is eligible for construction because the sections are entangled with the medium and low voltage power system, and the clean water supply system has not been relocated). According to the contract, it is expected to be completed in October 2024; strive to complete by the end of 2023.

Road Construction Project from Tan Long - Lai Uyen invested by People's Committee of Bau Bang district (about 8.65 kilometers in length) was started in October 2021 (the schedule has reached about 90% so far) under the contract, and is expected to be completed by November 2023.

Problems due to site clearance, power grid

Through the reports of the units and the actual inspection, Secretary of the Provincial Party Committee Nguyen Van Loi assessed that the above projects were implemented behind schedule compared to the plan.

Explaining to the Secretary of the Provincial Party Committee about difficulties and obstacles in the project implementation, Mr. Nguyen Anh Minh - Director of the Department of Transport said that National Highway 13 upgrade and expansion project is behind schedule due to problems and difficulties in site clearance and relocation of power grid technical infrastructure within the scope of road traffic infrastructure protection. Thuan An City People's Committee is urgently implementing the PPC's direction on using the project's costs to relocate the power grid; expeditiously complete the remaining site clearance compensation for the section from Tu Do intersection to Le Hong Phong section to hand over the construction site, determined to complete the site clearance in August 2023. The People's Committee of Thuan An City is also urgently completing the procedures for adjusting the feasibility study report of the compensation project to supplement the costs of carrying out the relocation of the power grid.

For difficulties and obstacles in site clearance on the Ho Chi Minh City's Ring Road No.3, the section through Binh Duong province, Mr. Tran Hung Viet - Director of the Provincial Traffic Works Construction Investment Project Management Board said that the Board continues to monitor and urge the schedule of compensation payments for the remaining affected cases. At the same time, coordinating with Land Fund Development Centers and localities to solve problems and arising related to compensation. Mr. Tran Hung Viet proposed the People's Committees of the cities: Thu Dau Mot, Di An, Thuan An to urgently complete the compensation payment procedures to ensure the early handover of the site to the construction unit for implementation.

Explaining to the Secretary of the Provincial Party Committee about difficulties and obstacles in the construction of the section from Tam Lap bridge to Dong Phu of the Bac Tan Uyen - Phu Giao - Bau Bang road project, Mr. Doan Van Dong - Chairman of Phu Giao District People's Committee said that during the implementation process, some common difficulties are related to site clearance, relocation of technical infrastructure (electricity, water supply, drainage) and procedures for land handover of the Southeast Forestry Experimental Research Center.  The Department of Agriculture and Rural Development has coordinated with other departments and branches to advise on completing the procedures for land handover under the Southeast Forestry Experimental Research Center. The Provincial Traffic Works Construction Investment Project Management Board is also urgently completing the application for relocation of the 110kV transmission line to submit to the Department of Industry and Trade for appraisal and as a basis for relocation, handing over the construction site according to regulations. It is expected that in the fourth quarter of 2023, the power relocation will be completed.

For the DT.746 road upgrade and expansion project, the section from Tan Thanh junction to Hoi Nghia junction, as reported by Bac Tan Uyen District People's Committee, the Land Fund Development Center has completed the measurement, is carrying out the inventory, has paid 405.2 billion VND/326 households, received the handover of about 30,675 m2. Through the implementation process, the estimation of compensation and support costs made the site clearance cost increase quite significantly compared to the approved project, which exceeded the total investment. The total adjusted investment is expected to be 3,099 billion VND. The increase in site clearance costs increases the total investment. The project group must be adjusted from group B to group A. The Provincial People's Council has decided to adjust the investment policy. Site clearance and relocation of technical infrastructure (electricity grid system, clean water drainage pipes, optical cables, etc.) are still slow affecting the construction schedule; Most of the received site is not seamless, the length of the sections is short (in the direction of the road center), most of them are <30 meters, so it is difficult to organize the construction.

Remove difficulties and obstacles to speed up the construction schedule      

At the meeting with departments, branches and localities, Vice Chairman of the PPC Nguyen Van Danh said that the PPC regularly organizes delegations to inspect the construction status of the above works. During the working process, the PPC reminded the investor and the construction unit to quickly have solutions to remove difficulties and obstacles to speed up the project schedule.

Concluding the meeting, Secretary of the Provincial Party Committee Nguyen Van Loi emphasized the importance of key transport projects for the development of the province and the whole Southeast region, therefore, the Secretary requested the localities and construction units to quickly deploy solutions to speed up the site clearance to hand over to the construction unit. Localities focus on leading, directing, regularly visiting the site to grasp the construction situation, promptly encourage construction units to try and focus efforts to speed up the schedule. Regarding the relocation of the power grid, the Provincial Party Committee Secretary requested departments and branches to coordinate with localities to speed up the bidding to relocate the power grid. The Department of Planning and Investment advises on allocating adequate capital for key projects to serve the locality's sustainable development. Making timely disbursement of capital to investors when eligible.

The Secretary requested the Provincial Party Committee Office and the PPC to organize regular delegations to inspect the works to promptly remove difficulties and problems. The Secretary suggested that, in September 2023, all bidding packages of the Ho Chi Minh City's Ring Road No.3 project must be started, section through Binh Duong province; striving to complete this road in October 2025 to celebrate the 12th Provincial Party Congress. By September 30, 2023, the entire site for the National Highway 13 upgrade and expansion project must be handed over, and at the same time, by the end of 2023, the entire power grid must be relocated on this upgraded and expanded section of road. For the DT.746 road upgrade and expansion project, the section from Tan Thanh junction to Hoi Nghia junction, the site clearance must be completed, by the end of 2023, the entire power grid of the project must be relocated. For the Bac Tan Uyen - Phu Giao - Bau Bang road project, the Secretary of the Provincial Party Committee requested the construction unit to complete it by the end of 2023 as directed by the Standing Committee of Provincial Party Committee.
