06/20 targets reach over 50% and exceed the year plan
In the context that the situation in the first 6 months of the year still has many difficulties and impacts, the entire political system, enterprise community and people of all walks of life in the province have made great efforts, focusing on drastically and synchronously implementing solutions for socio-economic development, ensuring national defense and security, building the Party, and building an increasingly strong political system.
Up to now, of the 20 key socio-economic and Party development targets, 06/20 targets have achieved over 50% and exceeded the annual plan; 01/20 targets have decreased sharply over the same period (the growth rate of export turnover), 05/20 targets have achieved less than 50%; the remaining 09/20 targets will be evaluated at the end of the year.
Economic growth rate increased by 3.76%. The index of industrial production was estimated to increase by 2.65% (increased by 8.35% over the same period). Export turnover was estimated at 15 billion USD, down 17.4%.
Total budget revenue was estimated at 31,550 billion VND (reaching 42% of the plan, equaling 91% over the same period), of which domestic revenue was 23,850 billion VND and import and export tax revenue was 7,700 billion VND. Total budget expenditure was estimated at 7,330 billion VND, of which public investment disbursement was 4,699 billion VND, reaching 21.5% of the plan assigned by the Provincial People's Council (reaching 25% over the same period, but the absolute value only reached 1,800 billion VND) and 31.5% of the plan assigned by the Prime Minister.
The province attracted 41,617 billion VND in domestic business registration capital (down 1.8% over the same period) and 967 million USD in foreign investment capital (equivalent to 38% over the same period, reaching 53.7% of the year plan). Accumulated to date, the province has 62,603 domestic enterprises with a total registered capital of 672,000 billion VND and 4,121 foreign-invested projects with a total registered capital of 40 billion USD.
Total investment capital for development of the whole society is estimated at 69,864 billion VND, up 10.3% over the same period.
Culture - society, education, health care and social security have been carried out quite synchronously and achieved many positive results; have organized a variety of practical activities to take care of the material and spiritual life of workers, laborers, people in difficult circumstances and the poor.
The administrative procedure reform, digital transformation, implementation of Project 06, and construction of a smart city have been drastically performed; defense and security were maintained. The work of building the Party and the political system was focused and directed, achieving quite good results.

The PPC Chairman Vo Van Minh said that in the difficult context, the province's economic growth rate in the first 6 months of the year achieved relative results, increasing by 3.76% (the national average increased by 3.72%; Ho Chi Minh City increased by 3.55%; Ba Ria - Vung Tau increased by 3.47%, Dong Nai increased by 4%). Although the import-export sector decreased deeply, thanks to the efforts and proactive implementation of effective solutions, domestic revenue was quite good, bringing the total budget revenue to 31,550 billion VND. Total investment capital for the development of the whole society increased by 10.3% over the same period. These are the "bright spots" that motivate the PPC to continue directing and administering, taking appropriate solutions to strongly promote economic growth, and striving to best fulfill the proposed tasks and plans.

Speaking at the conference, Secretary of the Provincial Party Committee Nguyen Van Loi emphasized a number of key tasks to focus on from now until the end of 2023. Regarding economic development, the Secretary asked to continue to pay attention to accompany, support, and remove difficulties for enterprises with each specific job, especially removing bottlenecks and knots in administrative procedures, land, credit, etc. to help investors feel secure and make efforts to overcome the current difficult period.
In the face of a sharp decline in export and import and many difficulties in production and business, the Government continues to implement many tax exemption, relaxation, and reduction policies, especially from July 01, 2023, an additional 2% reduction of value added tax (from 10% to 8%), etc., requiring the management of revenue and expenditure to be really flexible and effective, deploying many synchronous solutions to exceed the annual estimate.
In public investment, focusing on synchronous management of solutions, determined to disburse capital to reach over 95%. Striving to the end of 2023, completing the upgrading and expansion of the National Highway 13 project, completing the Bac Tan Uyen - Phu Giao - Bau Bang road. Starting the construction of Ring Road No. 4 and An Tay port project in early January 2024, this is a special pair of works to celebrate the 27th anniversary of the province's re-establishment. Completing legal procedures for investment in Ho Chi Minh City - Chon Thanh expressway to start construction in the first quarter of 2024. Preparing to start construction of the road along the Saigon River from Thu Dau Mot to Thuan An; speeding up the construction of the Provincial School of Politics that meets the standards, etc.
Focusing on completing the preparation of the Provincial Planning for the 2021-2030 period, with a vision to 2050 to ensure quality, and submit it to the Prime Minister in December 2023.
Accelerating policy formulation and establishment of industrial clusters to relocate enterprises from the South to the Northern localities by the end of 2023 to relocate a number of enterprises that are ready and have high consensus.
Reviewing and selecting from 70 to 100 small and medium-sized enterprises that are eligible and ready for digital transformation, technical and technological improvements to support the transformation, from which the experience will be drawn and replicated to other enterprises in the coming time.

Continuing to maintain the security and order situation, especially worker security, economic security, urban security and fire and explosion prevention and control; strengthening the suppression of all kinds of crimes, especially high-tech crimes, cyber-fraud crimes, preventing passive and unexpected situations, and creating a favorable environment for socio-economic recovery and development.
Effectively implementing the work of building the Party and the political system; well preparing the contents to organize the Mid-term preliminary meeting of the Provincial Party Congress's Resolution.
