​PORTAL - On the morning of July 21, Mr. Vo Van Minh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee (PPC) explained at the 11th Session - The 10th Provincial People's Council on a number of contents proposed by voters and deputies of the Provincial People's Council related to the operation of the PPC.

​Efforts for key projects

Following the direction of the Provincial Standing Party Committee on the capital allocation plan in 2023 and the medium-term public investment capital plan for the 2021-2025 period, the PPC Chairman Vo Van Minh said, the province is focusing capital on key projects such as the National Highway 13, Ring Road No. 3, Ring Road No. 4, Ho Chi Minh City - Chon Thanh Expressway, Saigon riverside road, DT746 road, 1,500-bed General Hospital, Provincial School of Politics, group of projects serving Project 06, administrative reform, smart city, digital transformation, security, and traffic surveillance cameras, etc., so the investment in upgrading and expanding a number of roads (including DT.742, DT.747a, etc.) will continue to be interested by the province, studying and arranging funding sources to deploy the upgrade and expansion in the appropriate period.

Particularly, the DT.747a road, which is invested in the form of BOT, has been collecting tolls for more than 20 years. The PPC has directed departments and branches to study relevant regulations to advise the PPC on a plan to stop toll collection and develop a plan to upgrade and expand this road.

Attracting, training, fostering and developing human resources for health and education

Informing the meeting, Mr. Vo Van Minh said that, during the past time, the province has always paid attention to well performing the taking care of people's health and developing the cause of education; focused on allocating capital for investment in equipment, building new hospitals and schools, implementing policies to attract, train and foster human resources, especially the Health and Education branch to meet the needs of the people in the area.

It can be seen that the quality of education has been increasingly improved (the province's average score in the high school graduation exam for many years has been in the TOP 3 in the country, in particular, in 2023, it ranked 2nd in the country); a number of health indicators have been improved, and the quality of medical services has been improved. However, human resources in these two fields have not met the actual needs of the locality, the main reason is that the mechanical population has grown too fast for a long time. Up to now, the number of doctors per ten thousand people has only reached 7.5 doctors (the national average is 11.5 doctors per ten thousand people), it is expected that in the school year 2023-2024, the province is short of 3,241 teachers according to the norm and 544 other officials.

Binh Duong is increasingly attracting, training, fostering and developing educational human resources

In order to solve the shortage of human resources for the Health and Education branch, the province will direct relevant departments and branches to review, amend and supplement a number of articles of the Regulations on policies to attract and support training and fostering to improve the quality of human resources according to Resolution No. 05/2019/NQ-HDND dated July 31, 2019, in line with the actual situation. Focusing on synchronously implementing solutions and closely combining the recruitment and training of human resources in the Health branch; developing policies to increase income for public health; policies on specific training and fostering for Health workers.

Continuing to review the payroll, organizing and arranging the contingent of civil servants and public employees, minimizing the situation of excess and shortage of local teachers in the localities. In the immediate future, the Department of Education and Training, People's Committees of districts, towns and cities have organized recruitment to serve the opening of the new school year 2023-2024. In the long term, the province will implement radical solutions, focusing on completing projects for the Health branch by 2030, with a vision to 2050; Education and Training for the 2021-2025 period, and orientation to 2023.

Overcoming the shortage of drugs and medical supplies

The PPC Chairman Vo Van Minh frankly pointed out that the shortage of medical supplies and equipment is a real problem happening in the province. The main reason is due to problems in bidding procedures, many bidding packages have reached the bid opening stage but no enterprises participate in bidding; some drugs won the bid, but the contractor is carrying out import procedures, so it has not been provided in a timely manner.

Currently, medical facilities still have drugs of the same type to promptly replace them to serve the treatment process of patients. For generic drugs, which have been tendered since April 2022, there is currently no shortage; finished products of traditional medicine are being considered for bids, and the results will be available in 1-2 months; Particularly for traditional medicine drugs, which are rarely used, there are no contractors to participate in the bidding despite being extended many times.

Regarding the solution to overcome this situation, serving the medical examination and treatment for the subjects registered for Health Insurance at public health facilities, he said that the PPC is directing the Health branch to focus and drastically advise on the procurement of drugs and medical equipment to promptly meet the medical examination and treatment needs of the people in the province.

Making the best efforts to complete the goals and tasks in 2023

In the first 6 months of 2023, due to the negative impact of the world economic and political situation, some socio-economic indicators have not yet met the target or are still low compared to the annual plan. According to the assessment of the PPC Chairman Vo Van Minh, in the context of many difficulties and challenges common to the world and the whole country, the socio-economic results of the province in the first 6 months of 2023 are of great significance, serving as a basis and conditions for the successful implementation of the goals and tasks of 2023.

The PPC Chairman affirmed that the province will be determined, highly concentrated, direct and administer the implementation of specific solutions to strive to achieve the highest socio-economic targets in 2023 that the Provincial Party Committee, Provincial People's Council proposed.

Specifically, promptly reviewing and removing barriers and obstacles in the fields of land, construction, investment, and procedures that hinder production and business activities, improving the business investment environment, clearing bottlenecks, supporting enterprises to restore production and business, seeking export markets, promoting the domestic market to consume products. Accelerating policy formulation and establishment of industrial clusters to move Southern enterprises to Northern localities.

The PPC synchronously implements solutions to complete the goals and tasks in 2023

Coordinating with localities to implement the tasks of the Coordinating Council for the Southeast region (first meeting on July 18, 2023); which focuses on (urban, regional) railway transport routes, expressway, planning of riverside urban areas, forming a regional transport development fund, and regional development contents in terms of OCOP, human resources, and health.

Continuing to elaborate and approve the adjustment of the general planning of districts, towns, and cities in accordance with the development orientation of the province.

Focusing on definitively solving the backlogs and problems in implementing the procedures for granting land use right certificates according to regulations for eligible resettlement projects, residential areas and urban areas in the locality, not allowing complaints and lawsuits to happen in large numbers as in the past time.

Strengthening the state management of budget revenue and expenditure. Focusing on solving difficulties and obstacles, determining to operate, organizing the successful implementation of the public investment plan in 2023, solving bottlenecks in compensation and clearance, and creating an emulation movement on compensation and clearance. Urgently announcing the public investment capital plan in 2024 for investors to soon have investment preparation plans.

Continuing to pay attention to better implementation of social security policies, focusing on taking care of poor, near-poor, disadvantaged households and workers who face difficulties due to lack or loss of jobs. Proactively grasping the situation from the grassroots in the condition that many enterprises face difficulties, they have to reduce production scale, cut working hours, and lay off workers in order to have appropriate solutions to ensure the stability of security, order, worker security and urban security.

Promoting the operational efficiency of the Steering Committee for Administrative Reform, Digital Transformation, and implementation of the Project on developing the application of population data, identification and electronic authentication. Focusing on implementing with focus and key points the works and projects of the Project to build a Smart city and innovation region. Improving the quality of activities of the Community Digital Technology Group to propagate, guide and raise people's awareness of using online public services. Completing data analysis on the Intelligent Operation Center (IOC) to serve the province's executive direction.

Focusing on important projects of the Health, Education and Training branches, urgently putting into operation the 1,500-bed General Hospital in November 2023; well preparing conditions for the opening of the new school year 2023-2024, ensuring that 100% of children of school age can go to school. Ensuring national defense and security, absolutely not to be passive or surprised in any situation, especially worker security, economic security, rural security. Ensuring traffic order and safety, solving congestion and reducing traffic accidents; continuing to implement Project 06 of the Government and Project on security and traffic surveillance cameras.
