Speaking at the opening of the conference, Deputy Minister of Public Security Le Quoc Hung emphasized that, in the context of the complicated world situation that affects the production and business of enterprises and the daily life of workers, the security situation among workers also poses many problems that need to be resolved, such as Black credit; drug trafficking and use and other social evils. The self-governing shock models on security and order during the past time have brought about positive effects, including the model of the self-managed shock workers team on security and order in enterprises of Binh Duong province (referred to as Model) is evaluated very effectively. The conference is an opportunity for the provincial police to learn from the good experiences of Binh Duong, thereby replicating the model nationwide. The effective implementation of the Model is a premise for building a trade union and a party organization among workers.

The Deputy Minister noted that Binh Duong is a locality with a large number of workers, ensuring worker security is very important. The model must promote the role of workers. Workers are the subject of leading, implementing the Model and benefiting from the Model.

He suggested that the delegates must analyze the difficulties, causes, limitations, positive aspects, effectiveness of the Model and solutions for the Model to continue to work effectively in the near future in the spirit of telling frankly and telling the truth. After the conference, the Ministry of Public Security will summarize and gather documents to spread throughout the country and replicate the model.

Speaking at the conference, Mr. Nguyen Hoang Thao outlined the process of establishing the Model. Accordingly, in order to mobilize the people's synergy in the "All people protect national security" movement, on March 07, 2018, Binh Duong PPC issued Decision No. 562/QD-UBND on the project of establishing a self-managed shock workers team on security and order at enterprises in the 2018-2022 period. This is a voluntary organization of workers, is a shock force in protecting security and order at enterprises, and is guided by the police force on law and profession. According to statistics, up to now, the whole province has established 1,021 shock workers teams with 19,390 members, not only contributing to building a stable working environment in the enterprise but also becoming the "extended arm" of the police force in grasping the situation of worker security and security and order in industrial parks and clusters. From that, building the people's security posture among workers, contributing to the province's socio-economic development, national defense and security.

According to the report, in the past 5 years, the shock workers teams in the province have patrolled, guarded and handled 9,662 cases at enterprises. Timely providing and reporting to the Police force 3,239 relevant information on security and order to handle, receive and settle more than 1,182 cases, cooperate in fighting 57 small fires; implementing preventive measures to prevent strikes at 210 enterprises; coordinating with enterprise owners and police forces to stabilize the situation of 29 strikes, etc.
At the conference, representatives of Binh Duong Provincial Police and units in the province shared experiences in building and replicating the Model. At the same time, Police of provinces and cities across the country exchanged information, situation and experience in professional activities.
