Deputy Huynh Tran Phi Long (Deputy group of Di An City) questioned: "In the current economic conditions, the Department of Planning and Investment has advised and proposed how policies and programs to support interest rates or preferential capital sources for difficult subjects, including small and medium-sized enterprises and individual business households?".
Answering questions from the deputy, Mr. Pham Trong Nhan - Director of the Department of Planning and Investment said that, as a standing body of the Steering Committee to solve difficulties and problems for enterprises, the Department of Planning and Investment has advised the PPC to direct the State Bank of Viet Nam, Binh Duong Branch to implement Circular No. 03/2022/TT-NHNN and Decree No. 31/2022/ND-CP, accordingly, credit institutions are requested to implement solutions to support and remove difficulties for enterprises such as Debt restructuring, debt rescheduling, debt freezing, new lending, creating favorable conditions for enterprises and people to access credit capital; continuing to reduce operating costs and reduce lending interest rates; concentrating credit capital on production and business fields; at the same time enhancing the effectiveness of administrative procedure reform; studying to offer credit products more suitable to the needs of people and enterprises.

Last time, the province also directed the Viet Nam Bank for Social Policies, Binh Duong branch to promote the implementation of preferential loan programs for priority subjects in the Economic Recovery Program; speeding up the disbursement of the rental support package for workers.
Up to now, according to data from the State Bank of Viet Nam, Binh Duong branch, the total outstanding balance as of June 30, 2023, is estimated at 295,953 billion VND, up 3.63% compared to the beginning of the year; focusing on outstanding loans in VND (accounting for 88.16%) and short-term loans (accounting for 54.93%), loans focused on borrowing needs for production and business, thereby contributing to driving force for local economic growth.
With the spirit of market demand and determination to improve the business investment environment, the Department of Planning and Investment wished to receive many comments and feedback on difficulties and problems of people and enterprises in the province to promptly record, settle or propose settlement according to their competence. "We are always ready to receive comments and feedback via Hotline 1022, email, Zalo, and even mobile numbers of the Board of Directors, etc., any issues that deputies have expressed concern without waiting for the meeting to question" - Mr. Pham Trong Nhan said.

Explaining solutions to solve market difficulties for enterprises, Mr. Nguyen Thanh Toan - Director of the Department of Industry and Trade said that in recent times, the traditional markets of enterprises in the province such as the USA and Europe reducing demand leads to many enterprises having difficulty in ordering. To support enterprises, the Industry and Trade branch has implemented trade promotion activities and market expansion (South America, India, the Middle East, etc.). Along with the international market, the province determines the domestic market is also very important. Therefore, focusing on promoting and introducing the province's products on e-commerce platforms, especially rural industrial products, etc.
Troubleshooting regulations on fire prevention and fighting, work permits for foreigners
Regarding supporting enterprises, the deputies also raised questions about solutions to solve problems in regulations on fire prevention and fighting (FPF), and work permits for foreigners. Deputy Tran Thanh Trong (Deputy Group of Thuan An City) questioned the number of projects, enterprises, and business establishments that were suspended from deploying and operating because they did not meet the requirements of FPF and specific solutions of the Provincial Police to remove difficulties for enterprises.

Colonel Ta Van Dep - Director of Provincial Police Department said that in the process of implementing regulations in QCVN06:2022/BXD of the Ministry of Construction (effective from January 16, 2023), there are many construction projects in the province that do not meet the FPF conditions according to this regulation. Provincial police have implemented many measures such as organizing implementation conferences, guiding, discussing, and setting up consulting groups directly at the construction site, up to now, 24/43 projects with problems in the appraisal and approval process have been removed (reaching 56%).
Through inspection and review, in the province, there are 1,065 establishments temporarily suspended or suspended due to failure to meet FPF requirements. By the end of June 2023, the Provincial Police have coordinated to guide and remove obstacles for 461 establishments. The remaining establishments have not yet been appraised, approved, and accepted for FPF due to particularly serious violations in FPF activities mentioned at Point C, Clause 1, Article 17 of Decree No. 136/2020/ND-CP.
Colonel Ta Van Dep said that in the coming time, the Provincial Police will continue to coordinate with the organization of conferences to exchange and remove instructions for agencies, organizations, and enterprises. Appointing working groups to directly guide the owners of production and business establishments to guide the remedial plans and solutions in accordance with regulations. At the same time, continue to review and summarize difficulties and problems related to the provisions of law, technical regulations and standards, and propose competent ministries and branches to amend and supplement accordingly.
Regarding the question of Deputy Nguyen Thi Tuyet Nhung (Deputy Group of Tan Uyen City) about the delay in granting work permits to foreigners, Mr. Trinh Duc Tai - Director of the Department of Labor, War Invalids and Social Affairs (DOLISA) said that there are currently two agencies that grant work permits for foreigners, in which, the DOLISA issues permits to enterprises outside the industrial zones, and the Industrial Zones Authority grants permits in industrial zones. Mr. Trinh Duc Tai said that in the first 6 months of 2023, the DOLISA issued 1,585 work permits to foreigners, considering approving the need to employ foreign workers for 2,074 enterprises with 3,156 positions using foreign workers. The number of late dossiers under the authority of DOLISA has gradually decreased and is now very rare.

According to Mr. Trinh Duc Tai, the objective reason for the delay in issuing permits to foreign workers is due to the Government's Decree No. 152/2020/ND-CP dated December 30, 2020, containing many new contents, replacing Decree No. 11/2016/ND-CP. In which the regulations on confirming work experience, time, application forms, etc. are still inadequate. Verifying and confirming whether enterprises in the area are correct according to the records or not takes a lot of time, must be done carefully, and learn from previous mistakes.
Regarding subjective reasons, the specialized division advising on the grant of work permits was assigned to reduce the payroll from 17 people to 12 people but had to perform many other tasks (labour, employment, social insurance, labor conciliation) leading to work overload. While to perform this task requires solid expertise, in-depth research, and a firm grasp of the law to properly comply with regulations.
To remove difficulties, the head of the DOLISA said that the Department has advised the PPC to propose the Ministry and the Government to adjust and supplement Decree No. 152/2020/ND-CP.
The Department has advised the PPC to issue a decision authorizing the Department to be responsible for receiving reports explaining the need to employ workers in order to shorten the time for receiving and processing work permits. Organizing and arranging a team to perform more and more professional tasks, applying information technology, and upgrading software to make the process of granting work permits to foreigners more scientific. At the same time, continuing to propagate and guide enterprises wishing to employ foreign workers to fully and strictly comply with the provisions of Decree No. 152/2020/ND-CP of the Government.
The DOLISA will continue to listen to enterprises' opinions and best support difficult enterprises in the coming time, especially when the Government's Decree No. 152/2020/ND-CP is adjusted and supplemented to create more favorable conditions for enterprises.

With a high sense of responsibility, the PPC, departments, branches always
accompany and support enterprises in production and business activities, "considering
the difficulties of enterprises as difficulties of the provincial government,
the success of enterprises as the success of the province”.
In addition to the timely and full implementation of the Central government's
policies to support enterprises, the Steering Committee for solving enterprises’
difficulties and problems and the Group for solving difficulties and problems
of real estate projects regularly listen to many directions, proactively remove
difficulties under their authority. Branches and levels proactively review and
classify the operation situation of each enterprise group and each enterprise
in order to have active support solutions with the sharing and
progressive spirit. Limiting the inspection and check of production
facilities and enterprises which is not really necessary.
