Opening the conference, Minister - Chairman of the Government Office Tran Van Son announced the decision to establish the Coordinating Council for the Southeast region signed by Prime Minister Pham Minh Chinh on July 11, 2023.
According to this Decision, the Prime Minister is the Chairman of the Coordinating Council for the Southeast region. This Council aims to renew the regional coordinating mechanisms, promote the region's socio-economic development to develop rapidly and sustainably, protect the environment, and ensure national security and defense.
The Regional coordinating council is an interdisciplinary coordination organization that performs the function of assisting the Prime Minister in researching, directing, coordinating, and solving important and interdisciplinary tasks on regional linkage and sustainable development in the Southeast region.

In addition to the Prime Minister as the Chairman, the Minister of Planning and Investment serves as the Permanent Vice Chairman of the Regional Coordinating Council. The Ministers of Transport, Science and Technology, Construction, Natural Resources and Environment serve as Vice-Chairmen.
In addition, Deputy Ministers of Planning and Investment, Industry and Trade, Information and Communication, Education and Training, Finance, Agriculture and Rural Development, Health, Labor - War Invalids and Social Affairs, Culture - Sports and Tourism, Government Office, and Chairmen of People's Committees of Ho Chi Minh City, Dong Nai, Binh Duong, Binh Phuoc, Tay Ninh, Ba Ria - Vung Tau as Council members.
In terms of duties and powers, this Council has 10 main tasks, in addition, there will be other tasks assigned by the Prime Minister.
In particular, it has the task of proposing to the Prime Minister on directions, solutions, mechanisms, and policies to implement the objectives in Resolution 24 of the Politburo on the development of the Southeast region.
Assisting the Prime Minister in directing, regulating, coordinating, urging, and guiding the implementation of objectives, tasks, programs, projects, and regional linkage activities to ensure synchronous, consistent, and effective implementation, in accordance with the provisions of law and the planning approved by competent authorities.
Launching the Coordinating Council for the Southeast region
Coordinating activities of formulating, adjusting, and organizing the implementation of the National Planning, Southeast region planning for the 2021-2030 period, with a vision to 2050; planning of provinces and cities in the Southeast region in the 2021-2030 period, with a vision to 2050.
Researching and proposing institutions, mechanisms, and policies for the development of the Southeast region, promoting regional and sub-regional linkages.
Organizing investment promotion activities, mobilizing resources, attracting investment; coordinating the use of public investment capital to direct and lead foreign investment resources (FDI, corporate capital, private capital), promoting public-private partnership (PPP) investment, especially in the development of strategic and important infrastructure of the Region.
