Binh Duong: Strengthening digital transformation to better serve people and enterprises

​PORTAL - On the morning of July 11, at the Administration Center of Binh Duong province, Secretary of the Provincial Party Committee Nguyen Van Loi chaired the meeting to listen to reports on administrative procedure reform, digital transformation, and Project 06.

​Attending were Mr. Vo Van Minh - Chairman of the Provincial People's Committee (PPC); Mr. Nguyen Loc Ha - Vice Chairman of the PPC and leaders of departments and branches.

Reporting at the meeting, Mr. Nguyen Van Minh - Director of the Department of Home Affairs said that in the first 6 months of 2023, the whole province received 708,634 dossiers; the rate of dossiers resolved before and on time accounted for 96%; dossiers resolved within the deadline accounted for 3.97%; records resolved overdue accounted for 0.03%.

The PPC has approved the list of administrative procedures (APs) under the handling competence of departments, committees, branches, district-level People's Committees, and commune-level People's Committees to perform online public services and online information provision services. Specifically, 697/1,893 APs performed the entire online public services (36.82%); 692/1,893 APs performed partially online public services (36,555%); 504/1,893 APs performed online information services (26.625%).

At the same time, approving the list of 731/1,950 online public services eligible not to receive paper dossiers in Binh Duong province, phase 1 (from June 01, 2023, to September 30, 2023), accounting for 37%.

In terms of digital transformation, up to now, the Provincial Intelligent Operation Center (IOC) has collected, connected data and integrated into the system more than 1,039 indicators in 27 socio-economic fields. Deploying shared data connection from the Centre for Information and Directions from the Government, the Prime Minister - Government Office. Districts, towns and cities are also implementing the construction and establishment of district-level intelligent operation centers.

The security operations center (SOC) monitors the connection of the entire provincial information system (01 at the province and 09 at the district level) and 2,000 workstation computers, synchronizing data with the National security operations center. Up to now, there are 8,705/62,000 digital technology enterprises. In the whole province, 82% of people aged 15 and over have transaction accounts at banks or other legal financial institutions; 89% of people know skills in information and communication technology; 586 community digital technology groups have been established to support people in digital transformation.

For Project 06, the Provincial Police chairs for implementing 11 essential public services; Up to now, 100% of police units and localities have implemented the tasks according to the set schedule. In which, online permanent residence registration reached 37.83%; temporary residence registration reached 66.43%; stay registration reached 100%. Business investment registration with security and order conditions and seals reached 100%; ordinary passport issuance reached 83.6%.

For the group of 14 public services belonging to departments, committees and branches, 12/14 services have been deployed, and 02 services are currently connected and ready to be implemented, namely "Inter-connected death registration - removal of permanent residence registration - funeral allowance, and inter-connected birth registration - permanent residence registration - issuance of Health Insurance cards for children under 6 years old", in which, 02 public services chaired by Social Security Office and Department of Education and Training have received 100% online registration dossiers.

At public and private medical examination and treatment facilities, 186 chip-mounted citizen ID card readers have been purchased to serve medical examination and treatment with chip-mounted citizen ID cards to replace Health Insurance (HI) cards; 17/25 medical facilities are eligible for inter-connected medical examination to issue driving licenses; 14/17 medical facilities are eligible to examine and provide electronic driving health certificates to the HI Portal; 100% of medical facilities are eligible for medical examination of drivers who have digital certificates and are ready to perform digital signatures; 100% of educational institutions implement cashless payment of tuition and fees.

Maintaining and ensuring that the population data source is always "correct, sufficient, clean, alive", the number of people who have been granted citizen ID cards in the province is 1,995,169/1,997,945 (reaching 99.86%). By May 22, 2023, Binh Duong had basically completed the grant of citizen ID cards to 100% of eligible people, being one of the first 19 localities nationwide to complete the task of granting citizen ID cards.

Medical Centers, Health Stations: verify, clean 1,120,802 people with incorrect information, clean and synchronize 1,933,076/2,049,380 data of citizen ID cards, personal ID numbers with HI cards (reaching 95%), etc.

At the meeting, departments and branches presented difficulties and problems and proposed solutions to promote AP reform, digital transformation, and Project 06.

Speaking at the meeting, Secretary of the Provincial Party Committee Nguyen Van Loi suggested that branches and levels continue to thoroughly raise awareness for both the political system and the people about the importance of Project 06; uphold the spirit of leaders in digital transformation and administrative reform. Completing facilities and digital transformation infrastructure; building and renovating the government apparatus in the direction of modernity and efficient operation to serve people and enterprises. Continuing to activate the level 2 e-ID account until August; trying to complete the pilot model integrating driver's license on e-ID account via "VNeID" app in 2023; well implementing the models signed with the Ministry of Public Security. At the same time, urgently implementing the project of surveillance cameras for traffic management, security, and order and handling administrative violations in the province; In the immediate future, pilot will be carried out on National Highway 13; My Phuoc - Tan Van Road. Paying attention to supporting people and enterprises to implement online APs; digital signatures; cashless payment, etc.
