At the meeting, the PPC issued a document directing all levels and branches of the locality to implement Official Telegram No. 280/CD-TTg dated April 19, 2023 of the the Prime Minister on rectification and strengthening of responsibility in handling work. Thereby in order to correct the shortcomings, limitations, increase responsibility, promote the spirit of dare to speak, to think, to do at agencies, units, localities and of officials, civil servants and public employees; overcome the situation of extrusion, avoid responsibility in solving work; ensure administrative discipline and rules and improve the effectiveness and efficiency of direction and administration.

At the meeting, a number of important contents are approved: Project on development of social housing and worker housing for the 2021-2025 period; orientation towards 2030; Proposal and draft resolution on the list of public non-business services funded by the state budget in construction in Binh Duong province; Master plan for implementation of the Ho Chi Minh City's Ring Road No. 4 construction investment project; draft Action Plan on green growth in the province; procedures for extending the lease period of factories for projects outside industrial parks and clusters in the Southern region; Proposal and draft Resolution amending and supplementing a number of articles of Resolution No. 49/NQ-HDND dated December 12, 2019 of the Provincial People's Council on the policy of promulgating the Project "Supporting small and medium-sized enterprises with innovative start-ups in Binh Duong province until 2025"; Report on the Master Plan of General Adjustment of Thuan An City to 2040; Report on regional planning project of Dau Tieng district.

According to the project on development of social housing, housing for workers, in the 2021-2030 period, Binh Duong province has been assigned a target of developing 86,877 social housing units by the Government, compared with the forecast demand for 115,836 units. In which, in the 2021-2025 period, 46,377 units/61,836 units will be developed according to the forecast; in the 2026-2030 period, 40,500 units/54,000 units will be developed according to the forecast. The Project objective is to ensure the implementation of the targets assigned by the Prime Minister, and at the same time develop social housing to attract labor resources in the province, solving social housing policies must ensure fairness and suitability to the paying ability of workers, employees, low-income people and people in difficult circumstances. There are open mechanisms and policies to create favorable conditions for those with difficulties in accessing loans and housing supply. The development of social housing and accommodation for workers must be uniformly in terms of technical infrastructure - social infrastructure to ensure that people fully enjoy the facilities of the housing area according to regulations, etc.

Concluding the meeting, Mr. Vo Van Minh gave specific comments on each content. Accordingly, the PPC Chairman requested the heads of departments, commitees, branches, agencies, and the Chairman of the People's Committees of districts, towns and cities to proactively, actively and drastically handle issues within the assigned functions, tasks and powers; not push responsibilities, not wait for a written assignment of the PPC leaders; not send written requests for opinions of the PPC, the PPC Chairman on matters falling within the functions and competence of agencies, units and localities. Taking personal, direct and comprehensive responsibility before the PPC, the PPC Chairman and before the law for issues within their competence, as assigned, authorized and tasked.
For the Project on development of social housing and worker housing in the 2021-2025 period, he asked the Department of Construction to review the public land, study the arrangement of land fund for social housing in commercial housing projects in a flexible, feasible, efficient, suitable way to the situation, creating favorable conditions for enterprises to develop social housing. Guiding investors to carry out administrative procedures related to social housing development, openly and transparently creating the most favorable conditions to attract enterprises to participate in social housing development.
