Caused by the heavy influence of the long-lasting negative effects of the Covid-19 pandemic; besides, with the characteristic of being a locality with industry as the foundation of the economy, once the complicated developments of the world economy and politics continue as in the past 2 years, the enterprise community is the first to be affected, impacting on all aspects of enterprise production and business.

However, according to VCCI's report, Binh Duong still has bright spots as infrastructure continues to be the strength of the province, ranking 3rd in the country after Quang Ninh province and Ho Chi Minh City. Besides, Binh Duong is also in the group of provinces and cities with the highest percentage of enterprises with foreign direct investment (FDI) having production and business expansion projects and ranked 20th in the whole country.

With the goal of overcoming the shortcomings, maintaining and promoting the inherent strengths in the province to improve the PCI, the PPC required branches and levels to focus on implementing a number of key tasks in 2023. Specifically, focusing on investing in synchronous infrastructure, in addition to allocating capital for urgent traffic works, especially infrastructure of industrial zones/clusters; electrical power; telecommunications; etc. in the province. Actively reviewing and synthesizing the outstanding difficulties and problems of enterprises to solve according to their competence. Strengthening security and order review in areas where many enterprises are concentrated in the province.

Regarding the PAR Index, Binh Duong achieved 84.78/100 points, ranking 35/63 provinces and cities in the country (down 22 places compared to 2021). According to the assessment of the Appraisal Council, the reason is that the rate of online application and online payment is still low; publicizing administrative procedures as well as the progress of settlement results on the information system is sometimes not timely; the effectiveness of implementing the autonomy mechanism in public non-business units is not high. The disbursement level of the state budget investment plan in the year of the province is still slow, etc.

Concluding the meeting, Mr. Vo Van Minh emphasized the need to try to bring the PCI back to the TOP 10 in the country. Assigning the Department of Planning and Investment based on the direction of the PPC and the comments of the Department of Industry to advise and propose specific solutions to improve the PCI. Relevant departments, branches and localities to simplify administrative procedures, shorten the time to issue business registration licenses for enterprises; establishing an Enterprise Guidance Team at the One-Stop-Shop section. Making statistics on business registration procedures bounce back, proactively contacting enterprises to guide; strengthening dialogue with enterprises and trade associations; focusing on solving problems for enterprises. Implementing transparency in bidding and strengthen anti-corruption; supporting to provide clear instructions for enterprises; well performing vocational training, job introduction, support enterprises in training to improve skills for workers, etc.
For the PAR Index, he asked departments, branches and localities to overcome limitations to increase the component indexes, striving to be in the TOP 10 nationwide. In which, the focus is on 4 sub-indices of decreasing points: administrative procedure reform; public finance reform; building and developing e-government and digital government; organizational reform.
