Attending were leaders of scientists, lecturers of the Academy of Politics Region II, leaders of departments, committees, branches, mass organizations of the province, districts, towns and cities.
In the introductory speech, Mr. Nguyen Hoang Thao emphasized, the seminar aimed to further concretize the views of the 11th Provincial Party Congress on the development of party members; and provide scientific arguments, practical basis for the direct leadership role of Party committees at all levels, the participation of the Fatherland Front, socio-political organizations in creating resources and admitting Party members in private enterprises and foreign-invested enterprises of the Provincial Party Committee. Comprehensively evaluating the current situation of Party member development in this region, its advantages, limitations, causes and lessons learned, as well as proposing solutions and recommendations to improve the efficiency of Party member development in non-state enterprises in the coming time.
The seminar is also a forum for scientists to share experiences on developing Party members in non-state enterprises in other localities, thereby comparing and making lessons for Binh Duong province.

He hoped that through the Seminar, it would contribute to a change in the awareness of Party committees and organizations of the importance and need to strengthen Party development in non-state enterprises; continue to make efforts, overcome difficulties, focus more on the development of the Party in this area, contributing to the successful implementation of the Resolution of the 11th Binh Duong Provincial Party Congress and the Resolution of the 13th National Party Congress.
Overview of the Seminar
"Developing Party members among workers" is one of four breakthrough programs identified by Binh Duong at the 11th Provincial Party Congress, 2020-2025 tenure. The provincial Party Committee has given key instructions on this work such as actively creating sources and admitting new party members, especially in localities, units and establishments with few or no party members, etc.; paying attention to build Party organizations, developing Party members in private enterprises and foreign-invested enterprises. Binh Duong Provincial Party Committee issued Program No. 25-CTr/TU, dated July 07, 2021 on "Party development among workers in the 2021-2025 period"; the Provincial Standing Party Committee issued Plan No. 18-KH/TU, dated April 22, 2021 on implementing the party member development for the 2020-2025 tenure and Project No. 03-DA/TU on supporting resources for the construction and development of Party organizations and socio-political organizations in non-state enterprises in Binh Duong province, 2022 – 2025 period. Up to now, the whole province has established Party organizations in 75 non-state enterprises with 3,800 party members.
However, the work of Party organization building and Party member development in non-state enterprises has not yet met the set expectations and requirements.

At the seminar, the delegates exchanged and proposed solutions to improve the efficiency of Party member development in non-state enterprises in the coming time. Accordingly, it is necessary to promote propaganda to help enterprise owners, managers, and employees clearly realize that the Party organization plays an important role in propagating and disseminating to stakeholders about the lines and guidelines of the Party, policies and laws of the State, the province and regulations of enterprises, a bridge to harmonize the interests of enterprises - the State - employees in the spirit of "sharing joys and sorrows", "harmonious benefits, shared risks".
Party committees at all levels develop specific plans and solutions suitable to the local situation, heads of Party committees and People's Committees periodically directly contact, meet and have dialogue with enterprise owners, party members, trade union members and youth in non-state enterprises to listen to their thoughts and aspirations, receive and answer legitimate suggestions and proposals, and form information exchange channel.
Assigning and arranging capable and reputable party members to monitor, mobilize, help and introduce non-state enterprise owners who meet the conditions and criteria for admission to the Party to motivate employees to strive for the Party.
