According to the Resolution on agreeing to propose the implementation of the Ho Chi Minh City - Chon Thanh Expressway Project, the project will invest in the section from Ring Road No. 3 to Binh Phuoc province with a length of about 60.4km; in which the section from Ring Road No. 3 to Binh Duong - Binh Phuoc province border is about 53.3km long, the section through Binh Phuoc province is 7.1km long. Site clearance is according to the planning scale (60m wide) and investing in completed expressway with scale of 06 express lanes, 02 emergency stopping lanes, including intersections.
The Ho Chi Minh City - Chon Thanh Expressway, the section through Binh Duong province, is invested in two phases. Phase 1 will invest in the section from Khanh Van Bridge to Binh Duong - Binh Phuoc province border (about 45.6km through Binh Duong province): Site clearance according to planning scale (60m wide) and investment in 04 full expressway lanes (with emergency stop lanes throughout the route). Section from Ring Road No. 3 to Khanh Van Bridge: Maintaining the status quo invested in DT.743 and DT.747B projects, the total width of the foundation is from 36m - 38m (keeping the planning with the road width of 60m).

Phase 2 will invest in a completed expressway with a scale of 06 expressway lanes (section from Ring Road No. 3 to Binh Duong - Binh Phuoc province border).
Investment location in the section through Binh Duong province (phase 1): Tan Uyen city, Bac Tan Uyen district, Phu Giao district, Bau Bang district, Binh Duong province.
The method of implementing the section through Binh Duong province (phase 1) is expected to follow the method of public-private partnership (PPP), preliminary total investment is estimated at 16,196 billion VND; in which, site clearance is 7,388 billion VND; construction and installation is 8,808 billion VND.
According to the Resolution on construction investment policy of the Ho Chi Minh City's Ring Road No. 4 project, the section from Thu Bien bridge - Saigon river (phase 1), the Ring Road No. 4 project has its starting point at the position where the Ho Chi Minh City's Ring Road No. 4 connects with the current Thu Bien bridgehead of Binh Duong province in Thuong Tan commune, Bac Tan Uyen district, Binh Duong province. The ending point of the road is in the area in front of the abutment of Phu Thuan Bridge in An Tay commune, Ben Cat town, Binh Duong province. Total length is about 47.85 km. Scale of expressway, design speed: 100 km/h; grade I traffic works.
Deputies vote to approve the Resolution on construction investment policy of the Ho Chi Minh City's Ring Road No. 4 project
The road crosses the administrative boundaries of Tan Uyen city, Ben Cat town, Bac Tan Uyen district in Binh Duong province. The project implementation period is expected to be from 2023 to 2026. The demand for land use is about 419.6 ha, of which the main road is 413.4 ha and the connecting road is 6.2 ha.
Expected type of PPP project contract: Build - Operate - Transfer (BOT). Preliminary total project investment is about 18,247.9 billion VND.
Speaking at the meeting, Secretary of the Provincial Party Committee Nguyen Van Loi asked the PPC, departments, branches, districts, towns and cities to focus on speeding up the progress of key transport projects in the province. Striving to complete the upgrading and expansion of National Highway 13 by the end of 2023; start construction of Ring Road No. 3 in June 2023; commence the Ring Road No. 4 by the end of 2023 and start construction of the Ho Chi Minh City - Chon Thanh expressway in early 2024, etc.
