Over the past time, the direction and management of digital transformation activities, building e-Government towards Digital Government as well as completing the legal framework have been focused by Binh Duong. The electronic one-stop-shop information system and the Binh Duong Provincial Public Service Portal have been merged with the following utilities: Household registration lookup through population database, digitization, virtual assistant, digital signature on Eform, digital signature on PDF file, payment on the National public service platform, payment of land tax obligations, online payment to district and commune levels, review and standardization of procedures and reporting system.
Overview of the conference
The province's Intelligent Operation Center (IOC) collects, connects data and integrates into the system more than 1,000 indicators in 27 socio-economic fields. Building and implementing the socio-economic supervision and administration systems at all levels, including the direction and administration system of the provincial leaders; specialized supervision and administration system in 13/19 departments, committees and branches; 9/9 supervision and administration systems at district level.
The province has 43,117 enterprises in operation. Including 8,705 digital technology enterprises; 41,162 small and medium enterprises participating in digital transformation are using digital platforms for their operations. According to statistics, 82% of people aged 15 and over have transaction accounts at banks or other legal financial institutions; 89% of people know skills in information and communication technology. The province has established 586 Community digital technology groups to support people in digital transformation.

For Project 06, the whole province has deployed 23/25 services. 100% of online public services at levels 3 and 4 are deployed on the Provincial Public Service Portal (1,290/1,290 services). As of March 01, 2023, 139,525 accounts have been created on National Public Service Portal and Provincial Public Service Portal. Having received 607,725/1,005,735 level 2 electronic identification (eID) documents, reaching 60.43%. According to the statistics of Department C06, Ministry of Public Security, as of March 16, 2023, the total number of approved eID documents is 556,290 documents; total activated accounts is 172,986/1,005,735, reaching 17.2% (ranked 3rd nationwide in terms of number of successfully activated accounts).
The whole province has issued 1,919,976/1,972,053 Citizen Identity Cards (ID cards), reaching 97.36%. Performing medical examination and treatment by chip-based Citizen ID cards with integrated Health Insurance (HI), as of March 27, 2023, there are 1,680,901 HI cards that have been integrated/authenticated by the SI agency with the Citizen ID card number; 177/177 HI healthcare facilities have looked up HI card information by chip-based Citizen ID cards with 726,878/879,666 successful searches.

In 2022, the province's PAPI Index ranked 2nd in the country, the SIPAS Index ranked 4th; PAR index ranked 35th among provinces and cities. In the first quarter of 2023, 310,786 administrative procedure documents (online: 159,463; in person and by postal service: 151,323). In which, the documents were processed on time and before the deadline reached 96.09%.
At the meeting, representatives of departments and branches presented a number of difficulties and obstacles in the process of implementing PAR, digital transformation, Project 06 and proposed some solutions such as: Equipping facilities to serve the implementation of Project 06 and PAR; soon completing the support mechanism for the community digital technology group; increasing the support level for commune-level one-stop-shop forces; the construction situation of IOCs at localities; the preparation for the roadmap to receive and handle administrative procedures in the electronic environment; progress of implementing the project of surveillance camera system to serve traffic, security and order management and handle administrative violations in Binh Duong province, etc.

Concluding the conference, Mr. Vo Van Minh asked departments, branches and localities to pay attention to solving shortcomings and limitations in PAR; overcome the component indexes to improve the PAR Index. Continuing to prioritize resources for Project 06; well preparing for the pilot implementation of the models that Binh Duong has been selected by the Central Government as a point. The digital transformation in 2023 with many heavy tasks, the PPC requested to focus on strengthening the community digital technology groups; urgently implement the project of surveillance camera system to serve traffic, security and order management and handle administrative violations in the province. Departments try to quickly digitize administrative procedures, especially the Natural Resources and Environment, and Construction branches to basically meet the roadmap for handling paperless documents. Before June 30, 2023, departments, branches and units must complete the digital data set.
