Announcement of the National Master Plan for the period of 2021-2030, with a vision to 2050

​PORTAL - On the morning of April 20, in Hanoi, Prime Minister Pham Minh Chinh chaired a conference on announcement and implementation of the National Master Plan (NMP) for the 2021-2030 period, with a vision to 2050 with the theme "New Mindset - New Vision - New Opportunities - New Values" and National conference on speeding up and improving the planning quality in the period of 2021-2030.

​Attending were Deputy Prime Minister Tran Hong Ha, Deputy Prime Minister Tran Luu Quang; leaders of ministries, Central department and agencies, and 63 provinces and cities.

At Binh Duong bridge point, there were Mr. Nguyen Van Loi - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial Delegation of the National Assembly Deputies; Mr. Vo Van Minh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee (PPC) and leaders of departments, committees and branches.

At the conference, Minister of Planning and Investment Nguyen Chi Dung announced Resolution No. 81/2023/QH15 dated January 09, 2023 of the National Assembly on the NMP for the period of 2021-2030, with a vision to 2050.

The master plan defines general goals: By 2030, Vietnam will be a developing country with modern industry, high middle income, and economic growth based on science, technology, innovation and digital transformation; effective, unified and sustainable spatial organization model for national development; forming dynamic zones, economic corridors, growth poles, with a synchronous and modern basic infrastructure network; ensuring great balances, improving the resilience of the economy; ecological environment is protected; the material and spiritual life of the people is enhanced; national defense and security are guaranteed. The average GDP growth rate of the whole country will reach about 7.0%/year in the period of 2021 - 2030. By 2030, GDP per capita at current prices will be about 7,500 USD.

With a vision to 2050, Vietnam is a developed, high-income country with a fair, democratic and civilized society. The system of infrastructure is synchronous and modern. The urban system is smart, modern, rich in identity, and green. Regions develop harmoniously and sustainably. The nation's fine cultural values and identities are preserved and promoted. The environment quality is good, society is harmonious with nature, effectively developing towards low carbon; striving to achieve the national target of reducing net emissions to "zero" as quickly as possible by 2050. The average growth rate in the period of 2031 - 2050 will reach about 6.5-7.5%/year.

In terms of space, developing 06 socio-economic regions. The Northern Midlands and Mountains region: developing towards green, sustainable and comprehensive. Focusing on protecting and restoring forests; developing processing, manufacturing and energy industries; developing high-tech, organic and specialty agriculture. Building the Bac Giang - Thai Nguyen - Phu Tho industrial belt to become the driving force to promote the growth of the whole region.

The Red River Delta region: Focusing on developing modern industrial production and service industries. Building innovation centers, taking the lead in science and technology development. Continuing to build Hai Phong - Quang Ninh area to become a modern, international and leading marine economic center in Southeast Asia.

The North Central Region and Central Coast: Strongly developing the marine economy in combination with ensuring national defense and security. Improving the efficiency of the seaport system, coastal economic zones and industrial parks. Developing sea and island tourism, eco-tourism and cultural-historical tourism. Building the Thanh Hoa - Nghe An - Ha Tinh coastal area into an industrial development center of the region and the whole country.

The Central Highlands: Protecting forests is associated with ensuring water security. Improving the efficiency of industrial plant development. Stepping up the development of agro-forestry product processing industry and renewable energy; sustainable development of bauxite mining, alumina processing, and aluminum production. Developing tourism in association with preserving and promoting the values and cultural identities of the Central Highlands ethnic groups.

The Southeast region: Becoming a dynamic development region, with high economic growth rate, the largest growth engine in the country; being the center of science, technology and innovation, high-tech industry, logistics and international financial center with high competitiveness in the region.

The Mekong Delta region: Developing the region into a sustainable, dynamic and highly efficient agricultural economic center of the whole country, the region and the world. Developing green industry, renewable energy. Actively adapting to climate change and sea level rise.

Speaking at the conference, Prime Minister Pham Minh Chinh stated: The NMP, which was first built in our country, is a master plan which is both comprehensive and strategic, covering all socio-economic fields and is made for 10 years (previously there was only the socio-economic development strategy of the whole country). This is the legal basis, an important tool to help the State plan, create development momentum and space, and ensure the synchronous connection between national, regional and provincial planning, in order to fully exploit the country's potentials and advantages for fast, inclusive and sustainable socio-economic development.

On behalf of the Government, the Prime Minister requested all levels and branches to focus on directing, reviewing, updating and concretizing the contents of the NMP into national, regional and provincial planning that have been approved or are being appraised, are being formulated, and ensure the synchronization and consistency of planning levels. Prioritizing allocating resources for the effective implementation of the NMP, especially concentrating capital for the implementation of important national programs and projects. Continuing to promote administrative reform, improve and enhance the quality of the investment and business environment, creating favorable conditions for all economic sectors, ensuring fair, equal, transparent and effective competition. Developing human resources sustainably, ensuring overall balance and harmonizing with population distribution orientation.

Along with that, perfecting the legal basis, policies and solutions to ensure social security in association with social progress and justice in the context of developing a socialist-oriented market economy. Accelerating economic restructuring in association with innovating the growth model on the basis of productivity improvement, application of scientific and technological advances and innovation. Ensuring national defense and security; taking the initiative in formulating combat plans and options; raising the level and combat readiness to firmly protect independence, sovereignty, unity and territorial integrity and maintain political stability, national security, social order and safety.

At the Conference on speeding up and improving the planning quality in the period of 2021-2030, leaders of the Government, ministries, branches and agencies listened to localities present difficulties and problems, propose solutions to overcome, especially in terms of institutions and commitments on the progress of formulation, appraisal and approval of master plans for the period of 2021-2030, with a vision to 2050. Thereby speeding up the planning progress and improving the planning quality, striving for completion in 2023.
