According to Mr. Nguyen Vinh Toan - Director of the Provincial Construction Investment Project Management Board, said that the 1,500-bed hospital project implemented 02 bidding packages. Package 01 – Construction, supply and installation of technical systems and package 02 – Construction and installation of medical gas system and patient sample transportation equipment. Up to now, package 01 has achieved 92.1% and package 02 has achieved 89%. As for the basic construction, it has been completed and will be completed in the third quarter of 2023; the complete installation of the systems, the completion of the overall cleaning of the work will be done in the fourth quarter of 2023. Particularly, the arising volume of group 5 (construction of 20 operating rooms, connecting external infrastructure, etc.) belongs to package 01 because it is waiting for the completion of the policy approval procedure and takes a long time to import equipment. It is expected to be completed by the end of 2023.

Because the equipment lists of the old project are no longer suitable for purposes and efficiency, the provincial Department of Health and the leaders of the 1,500-bed General Hospital are reviewing and re-listing, explaining the reasons for the adjustment to apply for an investment adjustment policy. After that, a feasibility study report will be prepared, a contractor selection plan will be made and contractor selection will be implemented. Regarding the plan to relocate the Medical Cluster on Yersin street to build Nguyen Sinh Sac Park, Mr. Nguyen Hong Chuong - Director of the Department of Health said that currently, the Department of Health has developed two plans for relocation. Each plan has its own advantages and disadvantages, will be submitted to the provincial leaders for opinions. With the demand for specialized obstetric and pediatric services for public hospitals in the province, the Department of Health requested approval of the policy of using the facility of the Provincial General Hospital to develop and establish a specialized Obstetric and Pediatric Hospital with a minimum size of 500 beds. This will be the basis for the Department of Health to develop a plan to operate the 1,500-bed Provincial General Hospital.

Prof. Dr. Nguyen Lan Hieu - Director of the Provincial General Hospital said that the operation of the 1,500-bed General Hospital involves many different stages and expertise, which medical personnel cannot meet. In order to facilitate the relocation of equipment from the old hospital and operate the new hospital in the future, the province is proposed to approve the policy of leasing a hospital operating unit and the relocation is done step by step, by ward and by department.

Concluding the survey, Secretary of the Provincial Party Committee Nguyen Van Loi asked relevant units to strive to put the 1,500-bed General Hospital into operation by November 2023. The method of relocating equipment from the Provincial General Hospital must ensure the rationality, economy, efficiency and safety. The Secretary emphasized that it absolutely must not let corruption and negativity occur in the bidding; strengthen inspection and urge the implementation. It is necessary to immediately establish a Steering Group to supervise the implementation of the 1,500-bed General Hospital into operation. The steering group together with the Project Management Board, the Department of Health and the Hospital should quickly set up a Scientific Council to develop a new project for equipment package. He requested that the equipment package be separated into small packages for ease of implementation. The Health branch needs to boldly socialize in the deployment of departments and wards in accordance with the provisions of law. Regarding problems in fire prevention and fighting, the Secretary asked the leaders of the Provincial Police to pay attention to the approval of the project, to flexibly apply the law in accordance with reality. Policy-related agencies must actively advise and give recommendations and suggestions. He agreed with the policy of leasing an operating unit to carry out the relocation, reception and operation when the hospital comes into operation. As for the plan to relocate the cluster of medical facilities on Yersin Street to build Nguyen Sinh Sac Memorial Site, in order to synchronize with the general planning policy of the province, save land fund, he proposed the Department of Construction to chair, in collaboration with the Department of Health, Natural Resources and Environment, and the Provincial General Hospital to survey, allocate and effectively use existing facilities (Provincial General Hospital and Phu Chanh Hospital) to arrange these medical facilities.
