Overview of the meeting
At the meeting, Mr. Tran Duy Dong - Deputy Minister of Planning and Investment said that, through the review, currently, localities have 04 common problems in implementing foreign direct investment (FDI) projects including: Project implementation procedures; the process of implementing investment procedures; electricity, energy and infrastructure issues; fire prevention and fighting safety assessment, etc.

For ODA projects, there are two key issues, namely: Medium-term public investment capital plan for the 2021 - 2025 period and 2023; some problems in ODA projects in the region, such as Bien Hoa city drainage and wastewater treatment system project - phase 1 (Dong Nai); Water Environment Improvement Project in Binh Duong, with World Bank (WB) loan; Project against flooding, enhancing climate change adaptation in the Saigon riverside area of Binh Duong province, with WB loan; wastewater collection and treatment project in Long Son - Go Gang area, Ba Ria - Vung Tau province, with Belgium loan; a number of ODA projects in the region newly approved by the Prime Minister with investment policies are being summarized by the Ministry of Planning and Investment and reported to the competent authorities to be added to the medium-term foreign-invested public investment plan in the 2021 - 2023 period at the request of the PPC such as: Irrigation modernization project to adapt to climate change in Binh Phuoc province, with ADB loan.

At the meeting, localities presented more practical difficulties and problems they were facing and asked for direction from the Deputy Prime Minister. The difficulties focus on issues such as: Land Law; investment capital; Housing project; project transfer; land allocation for sea encroachment projects; land price appraisal; the mechanism for calculating the added value of land prices; policy to expand industrial parks and clusters; quotas for industrial land allocation; bidding mechanism for projects; transition mechanism of wind and solar power projects; electricity trading mechanism; import tax on products for production; the relocation of the power grid in the implementation of public investment works; land occupied area of solar power; policies for outward investment activities; debt rescheduling policy for enterprises, supporting workers after the Covid-19 pandemic; fire prevention and fighting certificates; conversion of forest land use purposes; the order and procedures for approving the procurement estimate before approving the contractor selection plan for bidding packages for the purchase of drugs and medical supplies, etc.
The recommendations of the localities were answered by representatives of ministries and branches at the meeting.

For Binh Duong, the Water Environment Improvement Project in Binh Duong, with World Bank loan, the Ministry of Planning and Investment agreed with the proposal of the province and requested the Ministry of Finance to urgently complete the procedures with Binh Duong PPC and negotiate a loan agreement with the WB.

After listening to 48 recommendations and proposals of localities, Deputy Prime Minister Tran Luu Quang asked localities to summarize recommendations in a concise, detailed and specific way in writing for the Working Group to summarize and report to the Prime Minister. For recommendations that are not within the responsibility scope of the Working Group, the Government Office will classify and send them to the relevant authorities for consideration and settlement. Paying special attention to issues related to amendments to the Land Law. This is a great opportunity to remove difficulties and problems related to land because the National Assembly is collecting opinions on amendments to this Law. For the proposed list, the Government Office studies the urgency and proposes to the Prime Minister in order of priority to soon issue guidelines for the locality.
