Overview of the supervision meeting
At the supervision meeting, leaders of districts, towns and cities reported the results, difficulties and problems as well as proposed solutions in implementing policies to attract training, fostering and developing human resources. Most of the localities have proposed to increase the staffing for grassroots; necessary to have policies on preferential attraction for human resources in health and education; proposed job positions for information officers; support mechanism for the one-stop-shop section volunteer force. Delegates also said that the remuneration and human resource attraction regimes between the public and private environments are too disparate; there are many bottlenecks in terms of mechanisms for the socialization of health care and education. The localities proposed to soon adjust Resolution No. 05/NQ-HDND on the policy of training and fostering human resources in the province to solve difficulties and attract human resources for the localities; research and calculate mannings suitable to the specific roles and locations of the locality; staffing allocation should not be leveled, etc.

Giving information at the supervision meeting, the supervisory delegation said that many policies on provincial human resources are being revised and supplemented; when the Resolution is issued, it will solve many problems that are difficult for localities in the province. Regarding the Resolution No. 05 on the policy on training and fostering human resources in the province, up to now, there are many regulations that are no longer appropriate; the supervisory delegation requested localities to review, propose and make specific recommendations to serve as a basis for the Delegation to report to develop a new Resolution that is suitable and practical.

Concluding the supervision meeting, Ms. Nguyen Truong Nhat Phuong highly appreciated the attracting human resources of localities, contributing to the overall results of the province, this is a great effort. However, besides that, there are still limitations and difficulties. The supervisory delegation recognized the opinions and recommendations of the localities and will have a specific meeting with each unit. For the recommendations under the authority of the departments and branches, in the near future the supervisory delegation will have a meeting with the PPC and other departments and branches to get specific answers.
