Attending were the National Assembly (NA) deputies; Standing Committee of Provincial People's Council; leaders of the provincial Vietnam Fatherland Front Committee; departments, branches and localities; Business Federation; representatives of 15 trade associations; enterprises operating in the province.
Overview of the conference
The conference aims to promptly record difficulties, shortcomings and problems of localities and enterprises in the process of organizing and implementing the provisions of the law for the provincial NA deputies to consider, recommendations and solutions sent to the 5th Meeting of the 15th NA and Binh Duong province's functional branches in order to remove shortcomings, limitations, and create a favorable business environment for the enterprise community, contributing to the province's socio-economic development.

The conference received 27 comments submitted by deputies to the NA and the Provincial People's Committee (PPC). The comments and recommendations revolve around current difficult and inadequate issues such as: Law on Fire Prevention and Fighting (FPF); registry; tax; Social insurance; access to loan capital; planning inland wharf to develop tourism industry; the lack of synchronization of the enterprise's wastewater connection infrastructure after treatment to the environment has affected the bidding documents of enterprises, etc.

Although recently, the Ministry of Public Security has issued guidelines to remove obstacles in ensuring FPF safety for enterprises and has partly removed the obstacles. However, these are only temporary guidelines. The enterprises proposed to remove the current difficulties for the projects that have completed the instructions so that they can be tested and put into operation by suitable, low-cost plans for enterprises to implement, regardless of large, small, foreign or domestic projects; need to guide investors to complete the application for approval to shorten the waiting time; should be accepted for enterprises that have completed according to the previous approval standards; should have more specific regulations for combustible and non-combustible materials. The Ministry of Construction needs to consider and have an appendix on regulations on FPF safety distance for projects in residential areas to avoid wasting land fund, etc.

With the economic development momentum of Binh Duong, to serve the Logictis industry, the number of vehicles participating in traffic is very large. However, the current difficulties in registration have greatly hindered transport enterprises, reducing the economic development momentum of the province. Therefore, voters suggested that the Ministry of Public Security and the Ministry of Transport should have an alternative route and have a backup plan to avoid bottlenecks in enterprise activities; should have decentralization of authority to the locality; and stipulate the list to be registered and publicly announced so that enterprises can prepare carefully, limit errors, and reduce travel time.

Regarding the regulations on relocation of enterprises outside the industrial park, most of the enterprises comply with the policy of the PPC. However, in a difficult time like the present, after 3 years of difficulties due to the Covid-19 pandemic, inflation, it is proposed to extend the relocation time for enterprises to 2030 so that enterprises can recover. In addition, the renewal procedure should be simple and quick.

At the meeting, the comments and recommendations of voters, associations and enterprises were received and answered specifically by representatives of relevant functional agencies for the contents within their competence. The remaining comments and recommendations were recorded, absorbed and considered by Binh Duong provincial Delegation of NA deputies with the NA and the Government at the 5th Meeting, the 15th NA which is expected to take place in the upcoming May.
