The meeting approved 02 Proposals and draft Resolution; 06 Decisions: Assigning Binh Duong PPC to be the competent State agency to deploy the Ho Chi Minh City - Thu Dau Mot - Chon Thanh expressway construction project, section passing through Binh Duong province; extending the time for implementation and disbursement of the local budget equity investment plan from 2022 to 2023; assigning appraisal agencies and management agencies of agricultural, forestry and fishery production and business establishments that are not subject to the issuance of certificates of qualified establishments for food safety in the province; approving the investment policy of An Tay River Port project and project performance time; conditions for separation of land plots, conditions for consolidation of land plots and minimum area for plot separation for each type of land in the province; extending the schedule of putting the land into use of An Ty Co., Ltd. in Hieu Liem commune, Bac Tan Uyen district; assigning appraisal agencies and management agencies of agro-forestry-fishery production and trading establishments that are not subject to the issuance of Certificates of qualified establishments for food safety in the province; reorganizing the Arts and Culture Center into a Culture Center under the Department of Culture, Sports and Tourism; reorganizing the Sports Training and Competition Center into a Sports Training and Competition Center under the Department of Culture, Sports and Tourism.
Overview of the meeting
According to the Proposal for approval of investment policy of An Tay River Port project and project performance time, An Tay river port has the function of serving freight activities, forming a logistics service chain with a multi-modal transport model.
The estimated land use area is 100 ha (in which the water surface area in front of the wharf for ship anchoring is expected to be 3.54 ha).
The planned capacity is expected to reach 7 million tons/year by 2030. The fleet is capable of receiving watercraft up to 3,000 tons.
The project has been implemented in 2 phases. Phase 1 from 2022-2023 conducts investment and construction of phase 1, including traffic works, architectural works, procurement and installation of equipment to ensure that the conditions for acceptance are met to put phase 1 of the project into operation with 02 wharfs from 2023. Phase 2 from 2023-2025, continuing to invest in the construction of the remaining works, procuring and installing equipment to ensure completion of the acceptance and putting the project into operation from 2025 with a capacity of 100%.
Project performance time is 50 years. The total investment capital of the proposed project is over 2,279 billion VND.
For the Proposal to assign Binh Duong PPC to be the competent State agency to deploy the Ho Chi Minh City - Thu Dau Mot - Chon Thanh expressway construction project, section passing through Binh Duong province; scale of investment in the expressway project section from Khanh Van Bridge to Binh Phuoc province border (about 45.6km through Binh Duong province); site clearance ensures complete scale with a road width of 60m and investment in 4 full expressway lanes (with stops, emergency stop lanes throughout the road) according to the PPP investment plan, with a total investment of about 17,499 billion VND.

Concluding the meeting, the PPC Chairman Vo Van Minh highly appreciated and basically agreed on the contents of the reports, draft proposals and decisions prepared by the departments and branches.
