According to the report, in the first quarter of 2023, the PPC directed departments, branches and localities to implement the socio-economic development plan in 2023, removing difficulties and obstacles related to land, real estate market, investment and business procedures, administrative reform. At the same time, coordinating with localities in the Southern Key Economic Region to research and implement transport projects connecting and linking the region, speeding up the implementation progress and disbursing public investment capital.
Besides, the global economic situation was still unstable due to prolonged geopolitical conflicts, inflation in economies, interest rates were still high while consumer demand, purchasing power was still weak, continuing to affect most industries and fields of the province.
Overview of the meeting
Industrial production faced many difficulties, although enterprises have actively changed their approach, introduced products, and searched for new customers, the number of orders and order size decreased sharply. The index of industrial production was estimated to increase by 0.15% over the same period in 2022 (in the first quarter of 2022, up by 7.2%).
Total retail sales of goods and services was estimated at 72,514 billion VND, up 13.2% over the same period (in the first quarter of 2022, up 9.6%). Export turnover was estimated at 7 billion 285 million USD, down 18.7% (in the first quarter of 2022, up 9.8%). Import turnover was estimated at 5 billion 111 million USD, down 14% (in the first quarter of 2022, up 0.2%).
Total social development investment was estimated at 31,174 billion VND, up 9.6% over the same period (in the first quarter of 2022, up 8.1%). Budget revenue was estimated at 17,300 billion VND, reaching 23% of the provincial People's Council's estimate (the same period reached 28% of the estimate), equaling 97% over the same period.
As of March 15, 2023, domestic investment attracted 10,782 billion VND of registered business capital (down 31.8% over the same period). Accumulated up to now, the province has 60,748 domestic enterprises with a total registered capital of 641,000 billion VND.
Foreign investment attracted 437 million USD (down 74% over the same period). Accumulated up to now, the province has 4,097 foreign-invested projects with a total registered capital of 39.7 billion USD.
The province has created additional jobs for more than 11,200 people. However, there are also more than 36,300 workers who have suspended their labor contracts or taken unpaid leave. It is forecasted that recruitment demand in the second quarter of 2023 only needs about 8,000 to 10,000 workers. The functional branch closely monitors the labor market situation to promptly meet the labor demand for production and business activities of enterprises as well as the job search needs of workers.
The PPC sets out key tasks in the second quarter of 2023 with greater efforts and determination in directing, operating, supporting production and business, taking advantage of time to accelerate the process of socio-economic recovery and development. Actively reviewing, removing or proposing competent authorities to remove problems related to land, construction, investment procedures, hindering production and business activities, etc.
At the meeting, the delegates focused on discussing the labor recruitment situation; supporting enterprises to access loans; budget revenue; attracting investment, etc.

Concluding the meeting, Mr. Vo Van Minh requested departments, branches and localities to complete regulations on policies, order and procedures for compensation, support and resettlement when the State recovers land; construction unit price, adjustment of land price list; issue specific land valuation unit prices; complete land data, and organize the issuance of land use right certificates for projects.
The PPC Chairman noted that it is necessary to develop solutions to overcome limitations and difficulties and accelerate the disbursement of public investment capital in 2023. Preparing to announce and put into use a number of key transport infrastructures; kicking off and starting construction of a number of important projects (Ring Road No. 3, Ring Road No. 4, Provincial School of Politics). At the same time, well implementing social security policies; connecting and supporting enterprises to recruit workers. Strengthening administrative discipline, coordination, raising the spirit and responsibility of the units in performing the assigned functions and tasks; stepping up administrative procedure reform, building e-government, striving to not deal with paper documents by June 2023. Continuing to review and handle backlogs in urban areas and residential areas that cause frustration among people. Actively attacking and suppressing crimes and social evils, stabilizing political security, social order and safety; strengthening propaganda and inspection of fire prevention and fighting, rescue and ensuring traffic order and safety; continuing to implement Project 06 of the Government and Project on surveillance cameras for traffic, security and order, etc.
