​PORTAL - On the morning of March 28, at the Provincial Exhibition and Convention Center, Binh Duong Provincial Party Committee held the 22nd Conference of the 11th Provincial Party Committee's Executive Committee (expanded). Mr. Nguyen Van Loi - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial Delegation of National Assembly Deputies chaired the conference.

Attending were Mr. Nguyen Hoang Thao - Permanent Deputy Secretary of the Provincial Party Committee; Mr. Vo Van Minh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee (PPC); comrades in the Standing Committee, the Executive Committee of the Provincial Party Committee; leaders of departments, committees and branches of provinces, districts, towns and cities.


Overview of the conference

Focus on implementing key transport projects

Reporting on the implementation of key transport projects in the province, Mr. Nguyen Anh Minh - Director of the Department of Transport said that the project of Ho Chi Minh City's Ring Road No. 3, the section through Binh Duong province has a length of 26.06km, in which, the section coinciding with My Phuoc - Tan Van road is 15.3km long (built with a scale of 6 lanes), the uninvested section is 10.76km long. The section through Binh Duong province is divided by the Government into 2 component projects: Component 5 project (construction) has a construction length of 11.43km (Tan Van intersection is 2.53km long, Binh Chuan - Saigon river section including Binh Goi bridge is 8.9km long);Component 6 project (site clearance) has a compensation length of 10.76km2.

Component 5 project has approved the feasibility study report, 11 contractors have been selected to make the technical design - cost estimate. Currently carrying out survey, programming, appraisal and approval of technical design - cost estimate. The component 6 project has basically completed the tasks compared to the plan and the milestones meet the requirements, specifically, has completed and handed over the site clearance milestones in the field, and is taking inventory and measuring in the field. Up to now, 99% of land acquisition notices have been issued. Currently, the People's Committees of Thu Dau Mot, Thuan An, and Di An cities have been submitting for appraisal of land unit prices according to regulations. It is expected that on June 15, 2023, the project will start, the construction will be basically completed, the expressway main line will be opened in 2025 and the whole project will be completed in 2026.

The construction project of Ho Chi Minh City's Ring Road No. 4, the section through Binh Duong province, has the starting point of the road being Thu Bien Bridge, the ending point of the road being the Saigon River. The total length of the road is about 48.3km. The invested road sections have a length of 22.64km, including 04 sections: the section from Thu Bien to Dat Cuoc bridge is 12.96km long; the section through Vietnam to Singapore Industrial Park (VSIP) IIA is 1.36km long, the section from My Phuoc 3 Industrial Park to Thoi An Bridge is 6.76km long; The section from Thoi An Bridge to DT748 road is 1.56km long. The uninvested sections have a length of 25.66km, including 03 sections: the section from Dat Cuoc to DT742 road is 14.53km long; the section from VSIP IIA to My Phuoc 3 Industrial Park is 4.07km long; the section from DT748 road to Saigon River is 7.06km long. Up to now, Binh Duong PPC has approved the proposal to prepare a pretofeasibility study report for the investment project to build the Ring Road No. 4, section from Thu Bien Bridge to Saigon River in the form of PPP. Specifically, phase 1: the section from Thu Bien to Dat Cuoc bridge (about 12.96km long) to invest in 04 full expressway lanes and parallel roads on both sides (existing); the section from Dat Cuoc to DT742 road (about 14.53km long) to carry out ground clearance of 74.5m, invest in 04 expressways and parallel roads on both sides in residential areas; the section from DT742 to Thoi An bridge (about 12.2km long) to maintains the status quo of the invested sections (62m wide, 10 lanes); the section from VSIP IIA to My Phuoc 3 Industrial Park about 4.07km long, site clearance to be carried out with a scale of 62m, synchronous investment according to previously invested sections (10 lanes); the section from Thoi An Bridge to Saigon River (about 8.62km long) to carry out site clearance with a scale of 74.5m, invest in 04 expressway lanes and parallel roads in residential areas. Total project investment is about 20,331 billion VND (of which site clearance costs are about 8,667 billion VND, construction costs and other costs are 11,664 billion VND); the implementation period is from 2023 to 2026. Phase 2, investing in completing 08 complete expressway lanes as planned (especially the section from DT742 to Thoi An bridge is 12.2km long) investing 04 - 06 full expressway lanes on the high ground according to the size of the current site.


The Ho Chi Minh City - Thu Dau Mot - Chon Thanh Expressway Project includes: The expressway connecting section is about 8.8km long from Go Dua bridge to Ring Road No. 3 and the expressway is about 60.4km long. The project was assigned by the Prime Minister to Binh Duong PPC as the competent agency to implement the project. Binh Duong PPC has approved the proposal to prepare a pre-feasibility study report for the Ho Chi Minh City - Thu Dau Mot - Chon Thanh Expressway Construction Investment Project in accordance with the PPP Law. Currently, Becamex IDC Corp is urgently completing the pre-feasibility study report to take the next steps in accordance with regulations. Binh Duong PPC has actively reported to the Ministry of Planning and Investment on the consideration of allocating central budget capital for the Ho Chi Minh City - Thu Dau Mot - Chon Thanh Expressway Project (about 6,160 billion VND) from the central capital, the investment plan in the form of PPP.

Phase 1, the section in Binh Duong province with a length of 0.35km is implemented by Binh Duong province with the budget capital of Binh Duong province with the scale of investment in urban roads, 8 lanes. The expressway section from Khanh Van bridge to Binh Phuoc province border (about 45.6km long) is cleared of land with a width of 60m; invested with 04 full expressway lanes and parallel roads through residential areas; the investment cost is about 16,196 billion VND (of which site clearance is about 7,388 billion VND, construction cost and other costs are about 8,808 billion VND).

Phase 2, the expressway section from Doc Lap Road - Ring Road No. 3 implements a number of technical solutions on the route such as constructing overpasses - underpasses on crossroads, branch roads, limiting intersections to increase the operating speed of this section to 80km/h. The expressway section from Ring Road No. 3 to Binh Phuoc province is invested in a completed expressway with a scale of 06 expressway lanes, 02 emergency stopping lanes, including intersections.

According to Mr. Nguyen Anh Minh, although enough capital has been allocated to implement the projects, however, the progress of the project implementation is facing difficulties in determining the land price for compensation and site clearance; and building resettlement areas in Thuan An and Di An areas.

Continue to pay attention to and care for workers

According to the report of the Provincial Labor Confederation, the impact of the world economic and political situation has greatly affected the production and business activities of many enterprises, especially the garment, leather and footwear, and wood processing industries, which affects the income and life of many workers, due to reduction of working hours, contract suspension or termination of labor contracts. According to statistics from Trade unions at all levels, up to now, the number of workers returning to work in the province has reached 93%, especially in industrial parks, the rate of workers returning to work has reached 98%. In addition, there are more than 180,000 workers whose working hours have been reduced, more than 29,000 workers whose contracts have been suspended, and about 22,000 workers whose labor contracts have been terminated. In particular, the leather, footwear, textile and wood industries continue to be greatly affected. Forecasting recruitment demand in the second quarter of 2023 in the province is about 8,000 to 10,000 workers.

According to Ms. Nguyen Kim Loan - Chairman of the Provincial Labor Confederation, in the face of the above situation, right from the beginning of the year, the Trade unions of Binh Duong province at all levels have clearly defined their duties in taking care of, representing and protecting the legitimate rights and interests of trade union members and workers; joined hands with workers and enterprises, making a positive contribution to stabilizing labor, employment and income. In addition, implementing Decision No. 6696/QD-TLD, dated January 16, 2023 of the Vietnam General Confederation of Labor on the implementation of policies to support trade union members, employees whose working hours are reduced, labor contracts are terminated due to the enterprises being cut, reduced orders, the Provincial Confederation of Labor and Trade Unions at all levels have been actively implementing instructions, receiving documents, ensuring correct, winning targets and making timely disbursement decision. Up to now, there have been 4,177 dossiers submitted to the Provincial Labor Confederation. Currently, specialized departments and assisting groups are urgently conducting appraisal.

In the coming time, the Provincial Confederation of Labor will continue to study and make suggestions and recommendations to the Vietnam General Confederation of Labor to have better policies in taking care and supporting workers such as policies to support buying or renting social housing, policies on salary, bonuses when workers have initiatives and make positive contributions to the enterprises, etc.

Decisively remove difficulties and obstacles

Informing more about the socio-economic situation in the first quarter of 2023, the PPC Chairman Vo Van Minh said that in the first quarter of 2023, the situation of industrial production faced many difficulties, although the enterprises actively changed their approach, introduced products, and searched for new customers, the number of orders and the size of orders decreased sharply. The index of industrial production was estimated to increase by 0.15% over the same period in 2022 (in the first quarter of 2022, up by 7.2%). The import and export situation faced many difficulties; the key export products, and main export markets continued to reduce demand due to the influence of inflation, economic recession, and low consumer demand. Export turnover decreased by 18.7% (in the first quarter of 2022, up 9.8%); the export of some key products of the province decreased such as wood products (down 41.5%), machinery and equipment (down 7.4%), textiles (down 17.4%), and leather footwear (down 12.5%). Import turnover decreased by 14% (in the first quarter of 2022, up 0.2%).

At the conference, the delegates focused on analyzing the achieved results as well as difficulties and obstacles in the province's socio-economic development; proposed solutions to increase the number of civil servants and public employees in different sectors; speed up the disbursement of public investment capital; and support enterprises to restore production, etc.​

Concluding the conference, Secretary of the Provincial Party Committee Nguyen Van Loi emphasized that the province's socio-economic situation in the first quarter of 2023 had some positive changes, but there were still many difficulties that need to be overcome in the coming time. Therefore, it is required that branches and levels must uphold the spirit and responsibility, first of all, focusing on solving difficulties for enterprises with specific solutions; finishing each job to encourage enterprises to continue accompanying the province to overcome difficulties. Completing policies to support enterprises located outside industrial zones and clusters in the South to relocate to enterprise zones and clusters in the North of the province; removing difficulties in determining land prices to speed up site clearance for key projects in the province, especially the Ring Roads No. 3, No. 4, Ho Chi Minh City - Thu Dau Mot - Chon Thanh Expressway; well implementing the policy of resettlement, compensation and clearance. By June 2023, it is required to approve the urban embellishment plan in the province, especially in the cities. Reviewing and speeding up the process of granting land use right certificates for resettlement projects in the province; definitively settling projects with many long-standing complaints; striving to start construction of Ho Chi Minh City's Ring Road No. 3 in June 2023, at the end of 2023 to start construction of Ring Road No. 4, in early 2024 to start construction of Ho Chi Minh City - Thu Dau Mot - Chon Thanh expressway; speeding up to put into the operation of the 1,500-bed hospital.

Focusing on investing in cultural institutions to serve the entertainment and recreation needs of workers; building social housing, housing for workers and low-income people. Promoting administrative reform and digital transformation in the province; striving to no longer accept paper documents in June 2023.
