In the 2016-2021 period, the implementation of policies and laws on energy development in the province mainly complied with documents issued by the Central Government. In addition, the PPC has issued decisions, plans and documents to concretize policies and laws on energy development. The Provincial Delegation of National Assembly Deputies found that the promulgated documents closely followed the guidelines and lines of the Party, policies and laws of the State, ensuring the legality, synchronization, consistency, completeness, timeliness and high feasibility, in which the energy planning, annual and periodical energy development plans are always consistent with the specific characteristics of local industrial development, in line with socio-economic development goals and strategies of the province.

However, a number of legal documents are not very stable, have to be amended and supplemented many times (Regulations on the order and procedures for granting, amending and supplementing License for electricity activities in the 2015 – 2020 period), overlap and are inconsistent, such as: Regulations on voltage levels in the power system between Decree 14/2021/ND-CP and Circular No. 39/2015/TT-BCT. Accordingly, Circular 39 stipulates: "High voltage is a nominal voltage of over 35kV to 220kV", while Decree 14 stipulates "High voltage grid is a power grid with a nominal voltage of 1,000V or more". At the same time, the approval of the national electricity development plan for the 2021-2030 period, with a vision to 2050 is still slow.

Through the monitoring results, the Provincial Delegation of National Assembly Deputies proposed to the National Assembly Standing Committee to draw conclusions for the Government to soon study and develop a new project of the Law on Renewable Energy in order to institutionalize the Party's views, create a legal corridor to attract resources for the future development of renewable energy, and reduce dependence on traditional energy sources.

Proposing to amend and supplement the Law on Economical and Efficient Use of Energy to suit the current legal system and the actual situation when implementing energy-saving programs and projects.
At the same time, proposing that the Government soon approve and promulgate the National Energy Development Plan, including the electricity development plan of Binh Duong province in the 2016-2025 period, with a vision to 2035. In order to achieve the goal of bringing solar power into the national electricity line to serve the whole society in terms of energy, the Government needs to direct the issuance of specific documents exclusively applied to solar energy to solve the current difficulties in solar power development.
For the PPC, soon completing the master plan for socio-economic development of Binh Duong province for the 2016-2025 period, with a vision to 2035, which integrates the provincial energy development plan, submits it to the competent authority for approval, as a basis for the implementation process. Having a long-term and regular training and retraining plan for the contingent of civil servants in charge of state management of energy in the area, etc.
Speaking at the conference, Vice Chairman of the PPC Nguyen Van Danh said that the laws and policies on energy in the past time have been effective, but new policies are needed to match the orientation of clean energy development. The Vice Chairman of the PPC basically agreed with the draft contents. He said that the monitoring team has comprehensively assessed the implementation of policies and laws on energy development in the province. As for the problems in the coming time, the province will direct the branches to review and coordinate to solve them.
