Accordingly, Binh Duong has set a goal in 2023 to continue to improve the housing quality, to meet the housing needs for all population groups, especially beneficiaries under preferential treatment policy; develop housing in the direction of green and modern buildings, protecting the environment, contributing to promoting the province's socio-economic development, towards smart urban development, etc.
Currently, the trend of apartment housing development in the Southern urban areas will be the mainstream, so the proportion of apartment houses under the project will continue to increase (over 30%).
The floor area of social housing for rent in 2023 strives to reach about 160,000 m2, meeting 40% of the floor area of social housing for rent in the 2021-2025 period is 400,000 m2 of floor.
The average residential area in the whole province is about 31m2 of floor/person, and is 25.6 m2 of floor/person in rural areas.
According to the target of the Binh Duong province's Housing Development Plan for the 2021-2025 period, by 2025, the target of minimum housing area is 10 m2 of floor/person; raising the percentage of permanent houses in the province to 65.0%, reducing the rate of unstable houses to 0.5%. Thereby, striving in 2023 to reach 9.2 m2 of floor/person; permanent houses and semi-permanent houses reach 99.3%, reducing the rate of unstable houses and simple houses to 0.7%.
Commercial houses develop by 1.75 million m2 of floor, equivalent to 17,500 units, of which, in 2023, it is expected that the floor area of commercial houses will be completed 1,239,646 m2 of residential floors from projects under construction, equivalent to about 13,537 units.
Social housing will be developed by 600,000 m2 of floor, equivalent to 18,000 units, in which enterprises and investors are encouraged to invest in housing for workers and employees in industrial parks and clusters in the province in association with the development of the ongoing trade union institution, ensuring technical and social infrastructure conditions through preferential policies on land, planning, tax, finance - credit.
At the same time, reviewing the land fund for social housing in 33 commercial housing projects of about 100 hectares to urge investors to implement.
Resettlement housing increases by 140,854 m2, equivalent to 1,000 units, to serve the site clearance of key traffic projects that the province is implementing: Ring Road No. 3, Ring Road No. 4, Ho Chi Minh City - Thu Dau Mot - Chon Thanh Expressway, etc., with the investment method to build resettlement areas with synchronous technical and social infrastructure to arrange residential land for people to build themselves.
For separate houses built by the people themselves, households and individuals self-invest in the construction to ensure the correct use purposes on legally used residential land; strengthening inspection and construction management to avoid unauthorized and illegal construction, increase 2,081,257 m2 of floor.
Based on the investment unit cost of housing construction according to Decision No. 610/QD-BXD dated July 13, 2022 of the Ministry of Construction and the additional area of housing types in 2023, the Binh Duong province's forecast demand for housing investment capital in 2023 is about 23,490.47 billions VND. It is expected that the residential land area will increase by 289.11 hectares, of which the construction of commercial housing projects is about 110.77 hectares; construction of self-built houses is 131.55 ha; the development of resettlement housing projects and social housing is about 46.82 ha.
