According to the report of the Department of Planning and Investment, by January 31, 2023, the disbursement rate of public investment capital in 2022 of the province reached 74.4%. In which, the long-term 2021 plan reached 50.3%, the 2022 plan reached 84%, an increase of more than 20% compared to November 30, 2022. For disbursement of key projects, the rate was 66.3% (failing to meet the set plan of 95%).
The low disbursement rate focuses on key projects such as: Equipment for 1,500-bed General Hospital; building a bridge over Dong Nai river (Bach Dang Bridge 2); the central technical block and the funeral home in the detailed planning area at 1/500 scale of the 1500-bed General Hospital and the provincial staff's health care protection board; upgrading and expanding DT746 road (section from Tan Thanh junction to Hoi Nghia junction).
In general, the cause of the problems is related to the provisions of the law on public investment and construction, the issuance of land price plans, coordination in the relocation of technical infrastructure works; the survey, project design is not good; the assessment and management of risks during project implementation have not been paid due attention by investors; complex nature of a number of bidding packages for procurement of specialized equipment; etc.
At the meeting, Mr. Nguyen Van Danh - Vice Chairman of the PPC requested that the units need to review the results of their units, from which to draw experience and develop specific programs and plans for effective public investment; well prepare for compensation and resettlement. For units and investors, there should be more active coordination and support in implementing the plan and removing difficulties and obstacles. In addition, he suggested that the Provincial People's Council should have a plan to supervise public investment.

Speaking at the meeting, Mr. Vo Van Minh - Deputy Secretary of the Provincial Party Committee, Chairman of the PPC said that, after the meeting, the PPC will issue a Directive related to public investment based on the assessment of public investment disbursement results in 2022. The Chairman of the PPC requested the leaders of the units to urge and strengthen the direction of compensation and clearance; focus on key projects such as Ring Road No.3, Ring No.4, Thu Bien - Dat Cuoc road. He suggested that the Land Price Appraisal Council soon complete the land price appraisal to remove difficulties in the land price bracket. Localities need to establish working groups so that projects can be implemented on schedule.

Regarding the direction and tasks in 2023, the Chairman of the PPC suggested that the units focus on achieving the goal of disbursing 25% for each quarter. After the PPC issues the Directive, the Project Management Units and localities must develop a plan to direct the implementation of public investment. For key projects, it is necessary to set up steering groups so that the works are implemented on schedule. He also proposed the Provincial People's Council to support the PPC in supervising key projects. For national target projects, it is necessary to urgently implement and complete well. Soon implementing the allocation of capital, in which priority is given to allocating capital for resettlement. For projects that are expected to start new construction in 2023, agencies and investor units are requested to urgently complete necessary procedures for early implementation, not to focus on the end of the year; limit the risks that lead to not disbursing capital as planned.
