PORTAL - On the morning of January 30 (Lunar January 09), Mr. Nguyen Van Loi - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial Delegation of National Assembly Deputies led the Delegation to inspect the progress of the Ho Chi Minh City's Ring Road No.3 construction investment project in Thuan An city.

​Accompanying him were Mr. Nguyen Van Loc - Member of Provincial Standing Party Committee, Head of Commission for Mass Mobilization of Provincial Party Committee, Chairman of the Provincial Committee of the Vietnam Fatherland Front; Mr. Mai Hung Dung - Member of Provincial Standing Party Committee, Permanent Vice Chairman of Provincial People's Committee (PPC); Mr. Nguyen Van Danh - Vice Chairman of the PPC, together with leaders of departments, committees, branches and Thuan An city.

According to the report, in Thuan An city, there are 758 cases of impact on site clearance of Ring Road No.3 project, of which it is estimated that about 206 cases are cleared and are eligible for resettlement policy.

Up to now, the People's Committees of communes and wards have handed over the notice of land acquisition - phase 1 for 430 cases, expected to complete the notice of land acquisition for the remaining cases by the end of February 2023.

The inventory of affected assets has been focused on implementation; so far 708 out of 758 cases affected by project site clearance have been counted. However, the inventory currently has problems in terms of legal status, origin and time of asset formation. Particularly, Binh Chuan section has many assets of enterprises such as self-propelled bridge, petroleum station, 3-phase power transformer station, solar power system, elevator, weighing station, etc. These are specialized devices that need to hire a consulting unit to appraise their own unit price as a basis for applying compensation or relocation assistance.

The Compensation council held many meetings to review and comment to ensure the legality and price of land compensation suitable for each area, location and land type; strive to complete the certificate of land valuation and compensation by the beginning of February, 2023, and submit it to appraisal and approval.

The resettlement for completely-cleared households is particularly focused. Thuan An city has arranged resettlement areas: An Thanh (An Thanh ward), Binh Duc (Lai Thieu ward) to support resettlement when land is recovered to help people stabilize their lives.

Provincial leaders inspected and surveyed the reality of resettlement support for people in Binh Duc Resettlement Area (Lai Thieu ward). The resettlement area has a total area of about 1.2 hectares with 85 resettlement sites, each from 61-95m2. Currently, Thuan An City People's Committee is preparing procedures to submit the land price certificate for land allocation to resettled households.

Through the survey, the Secretary of the Provincial Party Committee acknowledged the efforts of Thuan An City in arranging resettlement areas to serve the site clearance of the Ring Road No.3 Project. The Secretary emphasized, it is necessary to ensure that people whose land is recovered have a place of residence to live, income and living conditions equal to or better than the old place of residence. Resettlement areas need to be invested with complete transport infrastructure, connecting schools, hospitals, markets, etc. to ensure the people's livelihood and life. The Secretary requested the Commission for Mass Mobilization and the Fatherland Front to set up groups to record people's feedback to promptly remove; organize for people to visit the new place of residence, set up advocacy groups to create consensus so that people can feel secure to settle down in the new place of residence. The PPC directed to speed up the appraisal and approval of compensation and resettlement land prices to quickly complete the site clearance and start the Project on April 30, 2023.

Next, provincial leaders visited and encouraged households that were completely cleared to serve the Ring Road No.3 project, including Mr. Do Thanh Luong and Mr. Nguyen Van Thuy (Thanh Loi quarter, An Thanh ward, Thuan An City). People expressed their high consensus with the policy of building Ring Road No.3 and wished that the compensation price for people whose land has been acquired to be commensurate with the market price, as well as to be arranged a resettlement place to soon stabilize their lives.

Secretary of the Provincial Party Committee Nguyen Van Loi shared with the thoughts and aspirations of the households, and affirmed that the provincial leaders always respect the legitimate interests of the people and will make every effort to ensure that the resettlement places have equal or better living conditions than the old places of residence.
