Speaking at the opening of the conference, Prime Minister Pham Minh Chinh stated that in 2022, the world situation changed rapidly, was complicated, unpredictable, many problems were unprecedented, more difficult than forecast. It can be said that in 2022 the economy was suffered double negative impacts from both outside and inside at the same time. In that context, we have been united, agreed and transparent, with great determination, great efforts, drastic action, overcoming difficulties and challenges, completing the tasks assigned by the Party, State and people.

Thanks to the drastic action of the whole political system from the Central to the local; the support and active participation of the people, the enterprise community and the attention and help of international friends, the country's socio-economic situation has recovered positively and achieved important and quite comprehensive results in many fields; achieved the overall goal; achieved and exceeded 13 targets, approximately achieved 1 target and not yet achieved one of the 15 major planned targets assigned by the Central Government and the National Assembly; has many encouraging highlights in terms of GDP, per capita income, export and import turnover; export of agricultural products; state budget revenue; realized FDI capital, number of newly established enterprises. The macro-economy was basically stable, inflation was controlled, growth recovered quickly, major balances of the economy were ensured. The consumer price index increased by 3.15%. GDP increased by 8.02%, bringing the size of the economy to 409 billion USD, per capita reaching 4,110 USD. State budget revenue exceeded 27.8% of the estimate (up 392 trillion VND). Total import and export turnover reached 732.5 billion USD; trade surplus was 11.2 billion USD. Energy and food security were guaranteed. Total social investment increased by 11.2%; realized FDI capital reached 22.4 billion USD, up 13.5%. Over 208 thousand enterprises were newly established and re-operated, up 30.3% and 1.45 times higher than the number of enterprises withdrawing from the market. Many prestigious international organizations maintained and upgraded credit ratings, highly appreciated the results and prospects of the Vietnamese economy, etc.
The Prime Minister emphasized that 2023 is of special significance, being the pivotal year for the implementation of the five-year socio-economic development plan for 2021-2025. Implementing the Conclusions of the Central Committee, the Politburo and the Resolution of the National Assembly, the Government focuses on directing Ministries, branches and localities to make the best efforts and determination to implement the Socio-Economic Development Plan in 2023 with the motto: "Solidarity and discipline; bravery and flexibility; initiative and creativity; timeliness and efficiency". The spirit of doing once said; must perform once committed; must be effective once performed, quantified products are specific, clear, weighted, measurable, and countable. Taking advantage of opportunities and chances, "turning risk into opportunities", while focusing on effectively handling more and more frequent and demanding tasks; solving the difficult problems, inadequacies, long backlogs; promptly responding to newly arising problems, and at the same time creating a fundamental and long-term foundation for sustainable development.

Speaking to direct the conference, General Secretary Nguyen Phu Trong requested that in 2023, all levels and branches, closely follow the Resolution of the 13th Party Congress, the 5-year plan, the 10-year strategy, the Conclusions and Resolutions of the Central Committee, the National Assembly, the Government, and the local Party Congresses; concretize into programs, tasks, solutions and policies. Promoting the strength of the great national unity, the spirit of self-reliance and self-improvement, taking difficulties and challenges as the motivation to rise. Closely monitoring and firmly grasping the situation, improving analysis and forecast capacity, proactively responding to arising situations, reacting and making timely and effective policies for socio-economic development.
Mobilizing and effectively using all resources, promoting rapid recovery and sustainable socio-economic development. Improving the efficiency of coordination and linkage within and between Ministries, branches, localities and regions; maximizing potentials and strengths of each locality, industry and region, and at the same time effectively mobilizing the synergy of each region and the whole country, etc. to strive to successfully complete the set tasks.
