Speaking at the opening of the Meeting, Ms. Nguyen Truong Nhat Phuong - Vice Chairman of the Provincial People's Council emphasized that the 8th Meeting - the Provincial People's Council has many important contents closely related to socio-economic development and people's lives in the province.
The meeting will evaluate and discuss the situation and implementation results of socio-economic development, defense and security targets in the province in 2022, and set out directions and tasks for 2023. In which, focus is on discussing and proposing solutions to restore socio-economic development, solve jobs well, take care of and improve people's lives.
Performing the function of deciding important local issues, at the meeting, the Provincial People's Council will discuss, consider and approve Resolutions in the following areas: Deciding on the decentralization of revenue sources and expenditure tasks between budgets at all levels of local governments in the period of budget stability in the 2023 - 2025 period; budget estimates, public investment plan in 2023; Housing development program in Binh Duong province in the 2021 - 2030 period; approving the payroll of civil servants, people working in public non-business units and Associations with specific characteristics in 2023, etc.

In addition, the Provincial People's Council will consider promulgating a number of specific regimes and policies such as: Policy to support voluntary social insurance premiums, health insurance premiums for a number of subjects; tuition support for the school year 2022-2023; supporting enterprises to improve productivity and quality of products and goods; supporting the price of clean water for rural living; supporting volunteers to guide and support people and enterprises in carrying out administrative procedures and providing online public services; supporting officers of the Red Cross Society, the Provincial Standing Militia Company and the Commune Military Command in Binh Duong province, etc.

In order to ensure the Meeting successfully completed the proposed contents and programs with the highest quality and results, Ms. Nguyen Truong Nhat Phuong suggested that the provincial People's Council deputies raise their sense of responsibility before voters and people; promote the spirit of democracy, wisdom, responsibility, discipline and solidarity; especially focus on discussing key contents, affecting people's lives, creating motivation for socio-economic development and ensuring national defense and security of the province.
Speaking at the Meeting, Secretary of the Provincial Party Committee Nguyen Van Loi assessed that in 2022, in the context that the economy is just beginning to recover from the severe effects of the Covid -19 pandemic; the situation in the world and in the country has many difficulties and challenges affecting the development process of the province. But with the leadership and direction of the Party committees at all levels, the direction and administration of the government; the consensus of the enterprise community and all classes of people in the province; Binh Duong province has overcome difficulties and challenges, both to develop socio-economic, and to ensure the stability of national defense and security. As a result, 30/34 socio-economic development indicators achieved and exceeded the set plan, including very important and respectable bright spots, creating momentum for continued innovation, breakthrough and development in 2023.

Besides the positive results, the year 2022 also reveals limitations and shortcomings. There are limitations that have existed for a long time, there are weaknesses that appear in the process of direction and administration, and especially the implementation stage is still a weak stage, which must be drastically overcome in the coming time. The Secretary suggested the Provincial People's Council to focus on discussing, giving opinions and plans while seriously overcoming weaknesses and shortcomings, and determined to make positive changes in the coming time.
The Secretary of the Provincial Party Committee emphasized that 2023 is very important to successfully implement the Resolution of the 11th Provincial Party Congress, 2020 – 2025 tenure, the expectation for the development in 2023 is great. Although it is forecasted that in the coming time, the world economy in particular and the international situation in general will still have many complicated and unpredictable developments. But the set goal is that the province must continue to develop quickly, comprehensively, sustainably and focus in depth on all fields. In particular, it is necessary to set development targets to return to normal as before the Covid-19 pandemic, even to develop higher targets than the set targets to compensate for the years affected by the pandemic.
To achieve the above goal, the Secretary proposed the Provincial People's Council to closely coordinate and accompany the PPC to focus on implementing a number of contents: Continuing to focus on solving bottlenecks in the direction, administration, coordination, avoiding extrusion of the State apparatus at the local level, especially the heads of all levels and branches. The province's investment environment has been open, must be made more open, must pay special attention to solving difficulties, really accompany enterprises, workers, voters and people, striving to overcome difficulties and challenges to continue promoting production development.
Along with that is to increase budget revenue in a reasonable way. Increasing public investment for key works and projects. Taking public investment to lead investment, serving sustainable development. In 2023, the budget revenue target is over 74,000 billion VND, an increase of nearly 20% compared to 2022. Public investment spending is over 18,000 billion VND, nearly double that of 2022. "These are difficult targets, but must do no matter how hard they are because there is still fiscal space, with drastic direction and unanimous determination, it will certainly be achieved," the Secretary said.
The Secretary of the Provincial Party Committee also suggested, focusing on discussing solutions to continue reforming administrative procedures, building e-Government, implementing the Government's Project 06, implementing the project of security and traffic surveillance cameras; building a complete IOC system to manage the smart city and improve the quality of social governance. At the same time, maintaining stability of national defense - security, absolutely not to be passive or surprised in any situation, especially worker security, economic security, rural security. This is a prerequisite to ensure the development and peaceful life of the people.
The Provincial People's Council must regularly and promptly concretize the guidelines of the Central Committee and the Provincial Party Committee with specific policies suitable to local conditions, creating stronger changes in all fields. In the immediate future, in 2023, focusing on promulgating policies on training and attracting high-quality human resources; encouraging digital transformation, digital economy and digital society; encouraging enterprises to restructure towards green industry, circular industry, industry 4.0 and the start-up and innovation movement; the policy of moving enterprises from the Southern localities to the Northern localities; policies on social housing; policies to improve the quality of the political system at grassroots, etc.
