Binh Duong deploys solutions to stabilize the labor market

​PORTAL - That is one of the contents informed at the press conference providing information on the socio-economic situation in 2022 held by the Provincial People's Committee (PPC) on the morning of December 07 at the Provincial Exhibition and Convention Center. Mr. Nguyen Tam Duong - Chief of PPC Office chaired the press conference.

​Attending were Mr. Le Tuan Anh - Director of Department of Information and Communications; Mr. Le Van Khanh - Deputy Director of Department of Information and Communications, leaders of departments, committees, branches and representatives of press agencies at the Central, inside and outside the province.

Connecting supply and demand, stabilizing labor market

One of the content that was interested by the press at the press conference was the province's solution to support enterprises and stabilize the labor market in the current difficult situation.

In this regard, Ms. Nguyen Thanh Ha - Deputy Director of the Department of Industry and Trade said that adverse developments from the world economic and political situation have caused global inflation to rise, economic growth of many countries to slow down, and the decline in consumption demand of most countries have impacted on production and business activities of enterprises in the province. Many enterprises, especially those in the wood, leather, footwear, and textile industries, etc. have reduced orders, leading to a reduction in production scale.

In order to promptly support enterprises in the current difficult time, the Department of Industry and Trade has strengthened the organization of trade promotion and investment promotion programs to connect enterprises such as the annual goods supply and demand connection program 2022 (BINH DUONG EXPO 2022) through which 70 enterprises and customers have signed cooperation agreements. The Department also advised the PPC to expand and promote a number of new markets with the support of the Vietnam Trade Promotion Agency of the Ministry of Industry and Trade such as India, South America, the Middle East and China, which is expected to help enterprises approach new customers to boost production and remove difficulties for enterprises.

 

Wood industry is heavily affected in terms of export markets and production materials

The reduction of production scale, reduction of working hours, and layoffs of workers have affected the income and life of workers. The press representative wished the Department of Labor, War Invalids and Social Affairs to share solutions to stabilize the labor market in the current situation.

Responding to the press, Mr. Pham Van Tuyen - Deputy Director of the Department of Labor, War Invalids and Social Affairs said that in the past time, the labor market has had many fluctuations due to objective reasons. After the Covid-19 pandemic, there was a labor shortage in the province because workers returned to their hometown to avoid the pandemic. The province had to connect with the Central and Central Highlands provinces to call and attract workers to return to work. However, from about June 2022, due to the general influence of the world situation, orders were cut, leading to a lack of jobs for workers. In which, the wood industry was heavily affected in terms of export markets and raw materials, followed by the leather, footwear and textile industries. These are labor-intensive industries, so workers in these industries are most affected. According to statistics, in Binh Duong, there are about 37,000 workers suspending labor contracts and over 250,000 workers reducing working hours.

In the immediate future, the Labor, War Invalids and Social Affairs branch will coordinate with other branches and localities to focus on stabilizing the lives of workers; regulating labor from enterprises that are cutting labor to enterprises with recruitment needs. He believed that when the world market stabilizes and enterprises resume production and business, the labor market will gradually change positively. The Department will also continue to connect with localities to call and attract enterprises to return to work.

Progress of projects to solve traffic jams

At the press conference, the press was also interested in the progress of traffic works, especially overpasses and tunnels at the An Phu 6-way intersection (Thuan An city) to solve traffic jams on the My Phuoc - Tan Van road, DT.743. Mr. Nguyen Thanh Thuan - Deputy Director of the Department of Transport said that the An Phu 6-way intersection is a traffic hotspot of the province due to the volume of vehicles involved in transporting goods on 2 main axes DT.743 and My Phuoc - Tan Van are very large. The province has approved the project to improve public transport infrastructure (BRT project), according to which, at the intersection of DT.743 and My Phuoc - Tan Van road, an overpass will be built on My Phuoc - Tan Van road with a scale of 04 lanes, 18.25m wide, 284.9m long, expected to be implemented in the 2022-2025 period.

To solve the traffic jam on this intersection, the PPC has directed the relevant departments and branches to coordinate in building a project to create a landscape and prevent traffic jams on My Phuoc - Tan Van road, DT.743, DT.746, DT.747. Accordingly, at An Phu 6-way intersection, an underpass will be built on DT.743 road (intersection of December 22 and Bui Thi Xuan streets) with a scale of 4 lanes 660m long; an overpass will be built on December 22 and Bui Thi Xuan streets passing DT.743 with 02 lanes. In the immediate future, the Department of Transport has coordinated with functional branches to separate traffic flows in this area to reduce traffic jams, especially during rush hour.

To a question about the progress of the Bac Tan Uyen - Phu Giao - Bau Bang road project, Mr. Thuan said, the road has a length of 47.8 km passing through 3 districts with 4 sub-projects. In which, the road project from Tan Thanh to Tam Lap bridge is expected to be completed in February 2023; the road project from Tam Lap 3-way intersection to Bau Bang with 40% of  implementation progress, expected to be completed in October 2024; the road project from Tam Lap bridge to Dong Phu (Binh Phuoc province) with 60% of the implementation volume, expected to be completed in April 2024; and the road project from Tan Long to Lai Uyen with 60% of the implementation volume, expected to be completed in November 2023, etc.

In addition, representatives of the press agencies also asked questions about the handling of residential projects in violation; progress of granting citizen identification, installation of surveillance camera system for security, order and traffic safety; investment in equipment for schools; the management of spas, beauty salons, etc. Representatives of the Provincial Police, Department of Natural Resources and Environment, Planning and Investment, Education and Training, Health, etc. answered questions from the press at the press conference.

Concluding the press conference, Mr. Nguyen Tam Duong emphasized that in 2022, despite many difficulties and unpredictable challenges, with the proactive, drastic and timely spirit of the Party Committee, authorities, enterprises and people, the province's socio-economic situation has recovered and achieved many positive results in all fields. However, in the last months of the year, the province was also affected by the global economic situation, enterprises in the province had difficulties in ordering orders, and workers had their working hours cut. The province determined that actively supporting enterprises to stabilize production is the fundamental solution to stabilize the jobs and lives of workers. Recognizing the contributions of the press over the past time, he hoped that the press agencies would continue to coordinate and support the province in propaganda, contributing to the realization of socio-economic development goals and targets.

According to the PPC’s report, Binh Duong has achieved and exceeded 30/34 targets of the socio-economic development plan in 2022.

Gross regional domestic product (GRDP) is estimated to increase by 8.01%; GRDP per capita is 166 million VND; economic structure: industry - services - agriculture - product tax minus product subsidies with the respective proportions of 67.1% - 22.8% - 2.7% - 7.4%.

The index of industrial production (IIP) is estimated to increase by 8.9% over the previous year. Focusing on implementing land procedures, planning and infrastructure construction of industrial parks.

Total retail sales of goods and services is estimated at 269,440 billion VND, up 16.8% over the previous year. Total social development investment is estimated at 154,473 billion VND, up 12.9% compared to 2021. By November 30, 2022, the total disbursement value is 4,719 billion VND, reaching 45.8% of the 2022 plan assigned by the Provincial People's Council.

Domestic investment has attracted 96,722 billion VND of business registration capital; cumulatively, the province has 59,484 domestic enterprises with a total capital of 627,000 billion dong. Attracting foreign investment reached 3 billion 078 million USD; cumulatively, the province has 4,082 foreign-invested projects with a total capital of 39.7 billion USD.

However, import and export turnover has not reached the plan. Export turnover reached 35.7 billion USD, up 9% compared to 2021 (planned to increase 14.5%); import turnover reached 25.8 billion USD, up 1% (planned to increase 17%).

Social security and welfare work are concerned; regimes and policies for people with meritorious services, policy beneficiaries, social objects, the poor and laborers during the holidays and Tet have been carefully implemented.

Regarding the situation of infectious diseases, in 2022, the Covid-19 pandemic increased sharply in March with 79,036 cases and gradually decreased until June. By August, the number of cases continued to increase again but did not increase sharply.

As of December 06, 2022, the province has injected 7,518,512 doses of Covid-19 vaccine, of which, 1st dose: 2,851,326 doses, 2nd dose: 2,481,025 doses, 3rd dose: 1,795,535 doses and 4th dose: 390,626 doses.

The whole province recorded 14,323 cases of dengue fever, an increase of 104.6% over the same period in 2021; with 21 deaths.
