Prime Minister Pham Minh Chinh surveys key traffic works in Binh Duong province

​PORTAL - On the morning of December 03, Prime Minister Pham Minh Chinh went to survey the progress of a number of key traffic works in Binh Duong province.

​Accompanying the delegation were leaders of Ministries, Central committees and branches. On the side of Binh Duong province, there were Mr. Nguyen Van Loi - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial Delegation of the National Assembly Deputies; Mr. Vo Van Minh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee (PPC) and leaders of departments, committees, branches and Becamex IDC Corp.

The Prime Minister went to survey the Ho Chi Minh City - Thu Dau Mot - Chon Thanh expressway project at Khanh Van Bridge (Tan Uyen Town). The project has the start point at Go Dua intersection located on Ring Road No.2 of Ho Chi Minh City, the end point intersecting with National Highway 14 at Chon Thanh, the total length of the whole route is nearly 69km. The project is divided into two phases, the first phase has a total investment of about 9,000 billion VND, the section through Binh Duong is about 500 billion VND, the section through Binh Phuoc is about 500 billion VND, and the section through Ho Chi Minh City is about 2,600 billion VND invested with local budgets.

Phase 2 total investment is 13,500 billion VND. Phase 1 is expected to be deployed from 2023-2025, parallel with the implementation of phase 1, calling for investors to deploy phase 2 in the PPP form, expected to be completed in 2026. The project has been assigned by the Prime Minister to the People's Committee of Binh Duong province as the competent agency to implement the project. When completed, the project will connect to create a driving force for development in Ho Chi Minh City, Binh Duong and Binh Phuoc provinces.

Next, the Prime Minister went to survey the Railway project in the focal area of Ho Chi Minh City at the intersection of My Phuoc - Tan Van and Ring Road No.4 (Di An City). This project is being coordinated by Binh Duong province with the Ministry of Transport to set up a pre-feasibility study project for the Bau Bang - Thi Vai - Cai Mep road, including 3 phases: Bau Bang - An Binh, Di An - Phuoc Tan, Bien Hoa and Phuoc Tan - Cai Mep under the Bien Hoa - Vung Tau railway project. The project will connect Binh Phuoc province and Central Highlands provinces.

Right after that, the Prime Minister surveyed the progress of the Ring Road No.3 project in Ho Chi Minh City.

The project was approved by the National Assembly on investment policy in Resolution No. 57/2022/QH15 dated June 16, 2022. The Government has issued Resolution No. 105/NQ-CP dated August 15, 2022 implementing Resolution 57/2022/QH15; which clearly defines the implementation progress of the work contents (thereby striving to hand over 70% of the ground area of construction and installation bidding packages starting before June 30, 2023 and basically hand over the remaining area before December 31, 2023; complete on June 30, 2026).

The project of the Ring Road No.3 section through Binh Duong is 26.06km long. Currently, the province is preparing to invest in phase 1 with a total investment of 19,280 billion VND, including a construction project with a total investment of 5,752 billion VND and a site clearance project with a total investment of 13,528 billion VND. According to the province's report, it is expected to start the project according to the general plan (June 30, 2023).

The Prime Minister surveyed the Ho Chi Minh road and Bau Bang Industrial Park. According to the report, the Ho Chi Minh road, section Chon Thanh - Duc Hoa passing through Binh Duong province is 31.65 km long, scale of 6-lane highway, the start point is at the intersection with National Highway 13, the end point is adjacent to the Saigon River. Currently, the Ministry of Transport has approved the investment policy of the project, which is expected to start in 2023 and complete in 2025.

Currently, the project is preparing a feasibility study report, expected to approve the feasibility study report in the first quarter of 2023 and start the project in the fourth quarter of 2023, complete in 2025.

The Bac Tan Uyen - Phu Giao - Bau Bang road project has a total length of 43.7km with a scale of 6 lanes, a total investment of 5,303 billion VND. This is the road that ensures connecting the East Binh Duong area with the main axes of Ring Road No.4, Ho Chi Minh City - Thu Dau Mot - Chon Thanh expressway, Bau Bang - Dong Phu (Binh Phuoc province) expressway.

The Prime Minister also surveyed and listened to reports on the Ring Road No.4 in Ho Chi Minh City section through Binh Duong province.

The Prime Minister has assigned localities as competent agencies to implement projects of Ring Road No.4 through each province, in which Binh Duong PPC implements the section of Thu Bien bridge - Saigon River (including Thu Bien bridge and excluding the bridge over the Saigon river), about 49 km in length. According to the province's report, 22.64 km has been invested at present; 25.66 km has not been invested yet, the province will set up a project to implement 2 phases.

The connecting traffic roads being deployed are expected to create a driving force to promote the development of Binh Duong and the whole region

After surveying the roads, the Prime Minister assessed that these are key roads not only of Binh Duong but also connecting the Southern key economic region, opening up new development space for the whole region. The Prime Minister asked the province to urgently complete investment procedures in accordance with regulations as soon as possible. In which, completing procedures of the Ho Chi Minh City - Thu Dau Mot - Chon Thanh expressway project to start construction in April 2023. The process of implementing projects needs to make reasonable calculations, ensuring the harmony of interests between the State, people and enterprises. In particular, it is necessary to invest in building resettlement areas, arrange suitable resettlement for people to quickly stabilize their lives after the State recovers land; thereby peace of mind, consensus in site clearance.

Also this morning, the Prime Minister surveyed the factory of Paihong Vietnam Company in the expanded Bau Bang Industrial Park (Bau Bang District). Here, the Prime Minister visited the life and encouraged construction workers at the construction site.
