Prime Minister Pham Minh Chinh: Binh Duong needs to speed up progress to put the 1,500-bed hospital into use in 2023

​PORTAL - On the morning of December 03, after surveying key traffic projects in Binh Duong province, Prime Minister Pham Minh Chinh visited and surveyed the 1,500-bed General Hospital project (Dinh Hoa ward, Thu Dau Mot city).

​Reporting to the Prime Minister, Chairman of the Provincial People's Committee (PPC) Vo Van Minh said that the hospital project has a scale of 1,500 beds with an investment of nearly 2,300 billion VND from the local budget. The project started in 2014 but has not been completed so far, the construction time has been 1.5 times longer than expected. The main reason is that the project is divided into several bidding packages, lack of general contractor, poor investment preparation, so many problems arise when implementing, etc. In addition, the recruitment and attraction of medical staff and doctors working at public health facilities faced difficulties, leading to insufficient recruitment of medical staff and doctors for the Hospital.

Through the province's report, the Prime Minister requested the province to invest in project packages with focus and key point; focus on completing completely component projects; must have a general construction contractor and select the right contractor; synchronously deploy construction, installation, equipment and human resource preparation, operation mechanism, etc.

The Prime Minister suggested a number of contents to soon have medical equipment for the project such as: Reviewing equipment from other hospitals to arrange use for the project; at the same time, the preparation of human resources, the operation mechanism, the hospital takeover framework must be implemented synchronously, etc.

The survey is aimed at grasping practical difficulties in order to promote the project's early completion and learn lessons for other projects across the country, the Prime Minister said. The difficulties and problems of the localities recorded through the actual survey are the basis for the Central Government to develop and issue decrees and circulars on centralized bidding and procurement, contributing to solving difficulties for projects. The province needs to prepare all the conditions and documents to proceed as soon as the decrees and circulars are issued.

The Prime Minister requested that from now until the end of the year, Binh Duong province must speed up the construction and installation progress and try to put the hospital into operation in 2023 in the spirit of putting people's health and life first and foremost, and preventing corruption, waste and negativity.
