Speaking at the meeting, Prime Minister Pham Minh Chinh acknowledged and highly appreciated the results of Binh Duong's socio-economic development in 2022 with 30/34 targets completed. Regarding orientations in the coming time, the Prime Minister forecast that favorable opportunities, difficulties and challenges will be intertwined, in which difficulties and challenges will continue to affect Vietnam. Therefore, the Prime Minister asked Binh Duong to flexibly develop quickly, comprehensively and sustainably, contributing to the achievement of the goal of improving people's quality of life. The Prime Minister requested that Binh Duong need to overcome the shortage of medicines, medical supplies, biological products, and ensure an adequate supply of petroleum. The planning must be one step ahead, have strategic thinking and vision, and try to complete the plan in June 2023.

In the coming time, Binh Duong needs to focus on developing the digital economy, green economy and circular economy. Promoting production and business, creating jobs for people and enterprises, in order to build Binh Duong as a model development province. The Prime Minister said that Binh Duong has the fastest growing mechanical population in the country, which has created many difficulties for the province such as overloading in health, education, culture, welfare, housing and infrastructure, etc. Binh Duong needs to have a more synchronous and effective development solution. Regarding attracting foreign investment, the Prime Minister rated Binh Duong as second in the country thanks to its good job of creating favorable conditions for investors. Therefore, Binh Duong needs to continue promoting, focusing on improving the quality of human resources, implementing social security policies, improving the quality of education and training; ensure political stability, social security and social order and safety. Regarding public investment, the Prime Minister said that the province's investment preparation work is not good and is still spread. Proposing solutions for Binh Duong to continue to develop quickly and sustainably

At the same time, pointing out the shortcomings and limitations to work with the province to remove bottlenecks, helping Binh Duong continue to develop quickly and sustainably.
According to the Ministry of Labor, War Invalids and Social Affairs, Binh Duong has effectively implemented social security policies, has a lot of experience in the field of labor and employment as well as labor dispute resolution; the vocational training coordination between educational institutions and enterprises has been effectively implemented; the promotion to find new markets in the province is also done quite well. Binh Duong is also a leading locality in the goal of sustainable poverty reduction.
As a locality with a large number of workers outside the province, in the context of enterprises facing difficulties in production and business, the province needs to coordinate with Ministries and branches to synchronously implement solutions to create jobs for workers; review and grasp recruitment needs, to regulate labor from the place of reduction to the place of demand.
Building a harmonious relationship between enterprises and workers; well handling policies on Social Insurance and Unemployment Insurance for workers. Well implementing social security policies on housing and essential social services that will contribute to retaining workers. At the same time, the province should pay more attention to vocational training; Binh Duong needs to build leading educational institutions in the region to train a highly qualified workforce to replace experts at enterprises, including foreign experts; step by step towards mastering technology.
Binh Duong is one of the provinces with fast and dynamic economic development with many industrial parks; the country's leading urbanization rate (82%); this will put a lot of pressure on the environment. Orienting Binh Duong's development in the coming time, the representative of the Ministry of Natural Resources and Environment said that the province needs to strictly manage and control the land fund for exploitation and construction, the land fund for waste disposal, the land fund for settlement, etc. With the trend of green economic development, green growth, green urban, Binh Duong should consider environmental protection as the focus, harmonizing economic and environmental benefits; pay attention to invest in technology for waste and wastewater treatment, have a plan to recycle waste, reduce the amount of waste, strengthen environmental monitoring management, and protect the environment in industrial parks.

According to Minister of Construction Nguyen Thanh Nghi, Binh Duong is a bright spot in the process of industrialization and urbanization, a major industrial center of the country with the proportion of industry and services accounting for 90%; investment infrastructure to ensure development. Binh Duong is also the leading locality in housing development nationwide with 25 housing projects, including 18 social housing projects for workers and 7 projects for enterprises. However, according to the Minister, Binh Duong only meets 70% of the housing plan target; the province has actively set a target of developing 1 million social housing units in the coming time.
The Ministry of Construction proposed Binh Duong to orient economic development in association with planning; speed up the planning of Thu Dau Mot city; make detailed zoning planning; increase investment in urban infrastructure, pay attention to accelerate the development of social housing, housing for workers, etc.

Besides the strength of economic development, Binh Duong is also rich in science and technology potential, Mr. Huynh Thanh Dat - Minister of Science and Technology (ST) said that the province has built an innovative startup ecosystem that effectively connects with provinces and cities across the country. The Ministry highly appreciates the model of the Center for Community Initiatives and Startup Support of the province. From this model, many enterprises have gone into successful production and business, an incubation place for enterprises. The Minister suggested the province improve the model from provincial to regional level, linking regions. The province needs to continue to invest in ST to create a driving force for socio-economic development; study and develop ST projects suitable to local realities for effective implementation; pay attention to investment in innovation.
Proposing specific mechanisms for sustainable development
At the meeting, Mr. Vo Van Minh - Chairman of the PPC reported to the Prime Minister on Binh Duong's socio-economic development situation in 2022. Specifically, Gross Regional Domestic Product (GRDP) is estimated to increase by 8.01%; GRDP per capita is 170 million VND; economic structure: industry - service - agriculture - product tax minus product subsidies with the corresponding proportion of 67.52% - 21.98% - 2.93% - 7.57%. Index of industrial production (IIP) increased by 8.9%; total retail sales of consumer goods and services increased by 16.8%. Budget revenue is estimated at 61,940 billion VND, reaching 103% of the estimate; budget expenditure is estimated at 18,500 billion VND. Total import and export turnover reached nearly 61.5 billion USD (in which, export turnover reached 35.7 billion USD, up 9%), trade surplus reached 10 billion USD. Total social investment capital reached 154,473 billion VND, up 12.9%.

Attracting foreign investment is 3.1 billion USD and nearly 100 thousand billion VND of registered capital; accumulated up to now, attracting nearly 40 billion USD, ranking 2nd in the country (after Ho Chi Minh City) and 627 trillion VND in registered capital (equivalent to 25 billion USD). Regarding public investment, by November 30, 2022, the total disbursement value was 4,719 billion VND, reaching 45.8% of the provincial plan (the same period reached 41.1% of the plan) and reaching 46.5% of the Prime Minister's plan assigned by the Prime Minister; striving to January 30, 2023, disbursement rate will reach over 90% of the plan. The province has established a Steering Committee, a Working Group to urge and direct the implementation of key projects and periodically hold meetings to promptly solve urgent and pressing issues. However, at present, there are still some problems in the land price appraisal to carry out the compensation for site clearance; the implementation and disbursement progress of some key projects is still slow.
During the year, the province also pays attention to taking care of and ensuring social security, supporting those affected by the pandemic and creating jobs for workers. The province has approved the support expenditure under Resolution No. 68/NQ-CP dated July 01, 2021 for 1,486,697 cases, with an amount of more than 2,925 billion VND. The province has completed 100% of the disbursement of the housing rental support package for nearly 1.6 million workers, with a total budget of about 973 billion 765 million VND. Up to now, 100% of communes in the province have been recognized as meeting new-style rural standards; 03/06 district-level units have been recognized the new-style rural standards and are submitting documents for the remaining 03 districts (Phu Giao, Bau Bang, Bac Tan Uyen) to recognize the district as meeting the new-style rural standards, progressing to completing the new-style rural area at the provincial level. By the end of 2022, 29 out of 41 communes will meet the advanced new-style rural standards. In 2023, striving to achieve 100% of communes meeting the advanced new-style rural standards and 100% of district-level units recognized as meeting new-style rural standards. Regarding the National Target Program on Sustainable Poverty Reduction, the province has 4,093 poor households, accounting for 1.23% of the total 332,224 households and the number of near-poor households is 2,960 households, accounting for 0.89% of the total number of 332,224 households.
Binh Duong proposed to the Prime Minister a number of mechanisms to invest in implementing key traffic works such as Ring Road No.4, Ho Chi Minh City - Thu Dau Mot - Chon Thanh expressway, pre-feasibility study of Bau Bang - Thi Vai - Cai Mep railway, adjusting the planning of An Binh and Di An stations. Approving for Binh Duong PPC to organize the formulation, appraisal and approval of the local adjustment of Thu Dau Mot city's construction master plan; guiding and creating favorable conditions in the process of finalizing documents for local adjustment and overall adjustment of Thu Dau Mot City Master Plan.
