Supervise the implementation of policies and laws related to family, women and children
Decree No. 56/2012/ND-CP dated July 16, 2022 of the Government defines the responsibilities of Ministries, branches and People's Committees at all levels in ensuring that Vietnam WUs at all levels participate in state management. This is an important legal tool in participating in State management and is the basis for the WUs at all levels to better perform the function of representing and protecting the legal and legitimate rights and interests of women of all classes. From that, promoting direct democracy and representative democracy of women.
After 10 years of implementation, 100% of Associations and People's Committees at the same level have issued a Regulation on coordination specifying principles, contents, working regime and responsibilities of each party. At the same time, creating conditions for the WU to perform the function of inspecting and supervising the implementation of policies and laws related to family, women, children and gender equality. Thereby, many proposals and recommendations on policies, regimes and mechanisms in order to protect legitimate rights and interests, promote the role of women in various fields of social life have been recognized and resolved by branches and levels of government.
The Provincial WU presents gifts to children
In addition, the PPC agreed with the policy of the Provincial WU to run the activities of the Binh Duong Women's Talent Promotion Fund. Funds are awarded to female collectives and individuals with outstanding achievements in research, study, labor, creativity, culture, art, physical training and sports, etc. From 2013 to now, the Fund has awarded prizes to 05 collectives and 17 individuals with a total budget of 131 million VND. At the same time, exploiting the project of social resources in waste reduction in Di An city sponsored by the Global Environment Facility (UNDP-GEF SGP), with a total budget of 2 billion 930 million VND.
The WU at the provincial and district levels also appointed leaders to participate in the People's jurors, directly adjudicating criminal cases of violence against women and girls. In addition, 91/91 Chairmen or Vice Chairmen of WUs of communes, wards and towns are members of the Reconciliation Council and the reconciliation group. Thereby, contributing to effective conciliation of cases under its authority, complaints and denunciations affecting the security and order situation in the locality. Ms. Truong Thanh Nga - Chairman of the Provincial WU said that the WU was also facilitated by the People's Committee of the same level to participate in the development and comment on legal documents, programs, schemes, projects, economic, cultural and social fields related to women's rights and interests, children on gender equality.
Every year, the Provincial WU in collaboration with the Department of Labor – War Invalids and Social Affairs organizes "Action month for gender equality and gender-based violence prevention and response"; guides professional training on gender equality and gender-based violence prevention and response for the Committee for the Advancement of Women at district and commune levels. From 2012 up to now, 08 seminars and 57 training classes have been organized with nearly 11,000 attendees.
Coordinate to protect the legal and legitimate rights and interests of women
During the coordination process, the 4 branches have actively improved their capacity to perform tasks related to the protection of women and girls, especially awareness of gender equality, and detection of gender issues. From that, the parties have implemented professional measures to quickly detect, prosecute, investigate and handle cases related to women and girls.
Colonel Trinh Ngoc Quyen - Director of the Provincial Police shared, the Police branch has strengthened inter-branch coordination to well implement friendly investigation measures, promote propaganda, communication, exchange and provision of information and data on child protection and care, prevention of violence and abuse of women and children. Over the past time, the provincial Police have received 389 cases, coordinated to handle denunciations, crime reports and petitions for prosecution and received written responses from coordinating agencies. Cases of violations of the law on the legitimate rights and interests of women and girls mainly related to the subjects of crimes against children, having sex with people full 13 to under 16 years old, lewdness with people under 16 years old, raping people under 16 years old, etc.

The People's Procuracy and the People's Court have invited the WU of the same level to participate in legal proceedings for cases of law violation related to women and children. The reception and handling of news reports and denunciations about crimes and petitions to prosecute crimes against children and women are always concerned by the parties, ensuring compliance with the law. The People's Procuracy has received and handled 512 denunciations and reports on crimes and processed and settled 509 news reports. The Provincial People's Court has settled 243/286 criminal cases involving women and children and 10,404 cases, divorce due to women's unilateral divorce, disputes about common children, disputes about changing the person directly raising children after divorce.
The Justice branch and the Association at all levels have done well in coordinating the dissemination of legal education, legal aid, and free legal advice in the community for women in rural areas and female workers in boarding houses, etc.
In addition, the grassroots WU has promoted the role and responsibilities of the local mediation and legal advisory groups; actively monitored, supervised, regularly exchanged and grasped information from functional agencies, promoted coordination in solving cases related to women and girls. Maintaining the operating model of 381 "Trusted Address" in the community and 80 Women's Clubs with the Law, with 3,143 members; 566 community counseling and mediation groups in the localities. The members participating in the counseling and mediation groups are representative members of units of the Police, People's Courts, People's Procuracy.
To clarify the results of the cooperation programs, the conference listened presentations of some typical units in the emulation movement of 9 districts, towns and cities, especially the protection and care for members and women.

At the conference, the Provincial WU also signed a cooperation agreement with the People's Procuracy, the Police, the People's Court and the Association for Victims of Agent Orange/Dioxin of Binh Duong Province in the protection and care of members, women, young women and children, especially disadvantaged women and children.

On behalf of provincial leaders, Mr. Nguyen Loc Ha highly appreciated the role of women in all areas of social life, constantly improving their position domestically and internationally. He hoped that in the coming time, the Provincial WU and other departments, branches and mass organizations would continue to focus on effectively implementing Decree No. 56/2012/ND-CP and coordination program of activities with authorities, Fatherland Front, departments, branches and mass organizations, creating favorable conditions for WUs at all levels to participate State management agency and inspect, supervise and organize activities that contribute to the protection of legal and legitimate rights and interests of women and children. At the same time, paying attention to the work of training, fostering and creating female cadres; promptly detecting, fostering, selecting and introducing women who meet the conditions and criteria to join the party committees, authorities, and key leaders and managers at all levels. In particular, to implement the digital transformation plan of Binh Duong province for the 2021-2025 period, with a vision to 2030, the Association needs to develop a project "Online meeting rooms and paperless meeting rooms in the system of WUs at all levels" to ensure compliance with the policy promulgation process as prescribed by law.
On this occasion, the PPC awarded 21 collectives and 31 individuals with outstanding achievements in implementing Decree No. 56/2012/ND-CP and the coordination program.
