Announcing the Government's Resolution on the Action plan for implementing the Politburo's Resolution 24-NQ/TW, Minister of Planning and Investment Nguyen Chi Dung said that this is the basis for Ministries, branches and localities in the Region to develop programs and action plans according to their assigned functions and tasks and organize the drastic, synchronous and effective implementation, striving to achieve the highest the set targets.
According to Minister Nguyen Chi Dung, the Action plan represents the orientation and direction of the Government in the spirit of innovation in mindset and vision, promoting dynamism and creativity in directing and administering the development of each locality in the Region.
Science and technology development, innovation and digital transformation become the main driving force for the Region's economic growth. Leading in the development of high-tech industries, digital technology, high-quality and high-class service industries. Promoting intra-regional and inter-regional cooperation and linkage, creating a unified economic space, overcoming bottlenecks, effectively mobilizing and using resources, improving regional competitiveness.

Piloting a number of specific, breakthrough, outstanding, and internationally competitive mechanisms and policies to build Ho Chi Minh City into an international financial center. Maximizing the mobilization of resources for the Region's development, in which focusing on investing in building essential, important, key and pervasive infrastructure, especially in developing the network of expressways, national highways, ring roads, airports, seaports, railways in the Region and connecting with other regions.
In terms of targets, the Action plan identifies 19 specific socio-economic and environmental targets, striving to achieve a number of important targets by 2030, such as: The average growth in the 2021-2030 period reaches about 8-8.5%. The average GRDP per capita is about 380 million VND/year. The proportion of the service sector accounts for 41.7% of the GRDP, the industry and construction sector is 45.3% (only the processing and manufacturing industry 33%). The proportion of the digital economy in GRDP accounts for 30-35%. The rate of trained workers with certificates is about 40-45%.
The Government's Action plan has also set out 35 specific tasks and 29 infrastructure investment projects to help the Southeast region develop breakthroughs, including: Projects to build highways, railways, waterways with regional connectivity, projects to upgrade airports, and projects for information and logistics centers of the Region, etc.
Binh Duong proposes solutions for breakthrough development
Chairman of Binh Duong PPC Vo Van Minh expressed high agreement with the tasks and solutions stated in the Politburo's Resolution No. 24-NQ/TW and the Government's Action plan.
After summarizing 25 years of establishment and development, the economic scale of Binh Duong province by the end of 2021 reached 408,861 billion VND, 104.3 times higher than in 1997, ranking third in the country after Ho Chi Minh City and Hanoi, in which, agriculture increased 14.2 times, services increased 112.2 times, and especially industry increased 140.6 times. The province ranks first in the country in terms of per capita income, the second in the country in attracting foreign direct investment (FDI) after Ho Chi Minh City, and the third in terms of total domestic revenue and in terms of the rate of deduction to the Central budget (64%), this target is also only behind Ho Chi Minh City and Hanoi, etc. This achievement has made Binh Duong one of the first localities to achieve a high average income, with a per capita GRDP of 7,000 USD/person/year.
That development process has helped Binh Duong initially accumulate a relatively synchronous urban and traffic technical infrastructure, which is reflected in the early completion of the main sections of the Ring Road 3 and some sections of the Ring Road 4 passing through the province, directly connecting to the main intra-provincial trunk roads such as My Phuoc - Tan Van - Bau Bang connecting to seaports and international airports.

However, this also puts Binh Duong in front of the challenge to soon confront and overcome the middle income trap. Determining this is not only the problem of labor productivity, economic development, but also the problem of sustainable development, the problem of social equality, inclusive and equitable development, the problem of urbanization, connection, integration and development, Binh Duong province has developed a six-pillar strategy to overcome the middle-income trap by overcoming the six component traps: Overcoming the Disruptive development trap through legacy development; Overcoming the General labor productivity trap through innovation-based development; overcoming the Urbanization trap through integrated development; overcoming the Ecological environment trap through sustainable development; overcoming the Dependency trap through multilateral development; overcoming the Inequality trap through inclusive and equitable development.
These six pillars will always involve the restructuring of the intra-provincial industrial network and the construction of new industrial models, associated with the industrial network of the Region. With the second pillar, Binh Duong determines that it is necessary to continue to upgrade the industrial development model of the province in order to gradually move away from labor-intensive and land-intensive, through the transformation of development model from Industry - Urban - Service to Industry - Urban - Service - Smart - Sustainability and the next stage of International Development of Industry - Urban - Service - Innovation - Science and Technology.
On the other hand, there are inherent bottlenecks that the Southeast region in general and Binh Duong province in particular have encountered in the process of performing the task of linking and developing the region. It can be mentioned that the provinces and cities in the region do not have a specific mechanism and are properly invested for development. Infrastructure is increasingly overloaded and has not kept up with the needs of socio-economic development, especially transport infrastructure, healthcare, high-quality education, specialized specialties, etc. Key transport projects connecting the region invested by the Central government are limited and slow to implement. The shortage of high-quality human resources and payroll is still an unresolved problem in recent years, etc.
In order to make a worthy contribution to the economic development of the Southeast region, Binh Duong province proposed that the Central Government soon complete the regional planning as a basis for investment in completing the regional socio-economic infrastructure, especially the connecting transport infrastructure; have policies for localities to coordinate in training, attracting and supplying labor.
Considering the mechanism to promote and allocate investment resources suitable to the conditions of each locality in the Key economic region, and there should be a specific mechanism for the Region in regulating the budget as well as paying more attention to investment in transport infrastructure, health care, education, and human resource training, etc.
In addition, it is recommended that the Central Government consider and allocate personnel resources appropriately, commensurate with the size and development potential of the province to meet the current development needs of the locality.
Soon amending the laws related to public investment as well as production and business investment activities such as the Law on Public Investment, the Law on Land (compensation value, land origin, etc.), Law on State Budget (decentralization of spending tasks among levels), Law on Construction (decentralization of agencies to appraise feasibility study reports, basic design, etc.) on the principle of ensuring a synchronous and clear legal system to facilitate the speeding up of the process of bringing investment capital into the economy, contributing to promoting the overall growth of the country.

Need new mindset, new breakthroughs to create new values
Orienting tasks and solutions in the coming time, the Prime Minister said that, in 9 words "New mindset, new breakthroughs, new values". New mindset means self-reliance, self-improvement, coming up from one's own hands, brain, sky, and sea, without expectation, dependence, and relying on internal resources is fundamental, strategic and long-term. New mindset is to build an independent, self-reliant but active economy, actively integrating deeply, comprehensively, substantively and effectively. New mindset is turning no into yes, turning difficult into easy, turning impossible into possible.
Besides, internal resources need to be combined with external forces (capital, technology, management, institutions, etc.), national strength combined with the strength of the times, combining the strength of domestic enterprises with foreign ones.
Regarding the "new breakthroughs", the Prime Minister said that it is the way, the method of mobilizing resources. To do that, there must be a breakthrough policy mechanism, which is also a resource. In the process of implementation, localities and enterprises need to clearly state what problems, problems in which laws and decrees to decentralize handling.
In parallel, new breakthroughs in science, innovation, education and training, start-up movements, and increased labor productivity must become a development trend. Development of culture, education and health should be on par with economic and political development. Simplifying administrative procedures, stabilizing policies, supporting people and enterprises to diversify products, diversify markets, and diversify supply chains.
