07 district-level localities have issued implementation plans
Deploying the surveillance camera system to serve traffic management, security and order and handle administrative violations, the Provincial Police has advised the PPC to establish a Steering Committee and a Working Group; consulted relevant agencies and units to submit to the PPC for promulgation the implementation plan of the investment project to install "Cameras for fire surveillance, security and traffic safety surveillance" in the province.
Up to now, there are 07 district-level localities (Thu Dau Mot City, Thuan An City, Di An City, Ben Cat Town, Dau Tieng District, Tan Uyen Town, Bau Bang District) have issued the implementation plans in the area.

Particularly for the provincial level, 03 project packages are deployed. Specifically, piloting the installation of a Camera System to serve traffic and order management on National Highway 13. The Department of Information and Communications has coordinated with the Provincial Police, other departments, branches, Ben Cat town People's Committee and relevant units to conduct a field survey along National Highway 13 in Ben Cat town and agreed to select 3 points at complex traffic intersections in the town for pilot implementation. It is expected to invest in a system of 28 cameras for traffic surveillance and traffic light violation surveillance at 03 intersections of National Highway 13 in Ben Cat town.
The province also invests in a traffic surveillance and management system on the My Phuoc - Tan Van road, including 40 cameras, including: 28 surveillance cameras for traffic, security and order at 07 intersections, 08 cameras measuring traffic flow at 04 intersections on the road; 02 surveillance cameras for traffic light violations; 02 surveillance cameras for speed violations at 02 slopes, Go My and DT.741. Expected time to start putting into operation is from the second quarter of 2023.

In addition, the camera system for fire surveillance, security and traffic safety surveillance will be deployed at 205 points with 421 cameras. The project is being submitted for approval of investment policy (the Department of Planning and Investment organizes the appraisal). After being approved by the PPC, the Provincial Police will carry out procedures to submit the feasibility study report, detailed design approval, and contractor selection. Expected time to start putting into operation is in the fourth quarter of 2023.
Regarding the pilot implementation of Binh Duong Provincial Intelligent Operation Centre (IOC), the Department of Information and Communications has coordinated with the implementing unit to conduct a survey at the Provincial Police, the Department of Transport and the Police of districts, towns and cities to implement the integration of camera data on the IOC and maintain regular connections to test and share data with agencies and units in need. At the same time, coordinating to research solutions to advise the PPC on technical and technological orientation to ensure the synchronous system implementation in the coming time.
Accelerate the progress of projects
In the coming time, departments, committees, branches and localities will continue to accelerate the implementation of projects to ensure the system is put into operation in 2023. In which, priority is given to the project: "Camera for fire surveillance, security and traffic safety surveillance" of the Provincial Police.

The Department of Information and Communications is finalizing the operating regulations of the IOC, including content on connecting, integrating, sharing camera data for the provincial IOC to ensure safety and security, integrate cameras according to different standards and proposing some criteria for parameters to have convenient connectivity for future expansion; implementing integration into the app 1022 to monitor the work of reporting the scene, to support the dispatch of ambulances. Organizing surveys and coordinating with telecommunications enterprises to develop plans and solutions on transmission infrastructure for system deployment.
At the meeting, representatives of departments, committees, branches and localities reported the progress of implementation, estimated completion time and suggestions to complete the projects.

Emphasizing that these are important and priority projects and included in the Resolution of the Provincial Party Committee for the 2020-2025 tenure, Chairman of the PPC Vo Van Minh asked departments, branches and localities to drastically implement, discuss and agree on the implementation method and time to put into operation. First of all, departments and branches agree on a basic standard framework, and orient on technical expertise to guide localities to implement.
The Chairman of the PPC noted that the implementation progress of the districts: Bau Bang, Bac Tan Uyen, Phu Giao and Dau Tieng is still slow, and the system must be put into operation by June 2023 at the latest. The remaining localities will be put into operation in May 2023. As for the projects of the Provincial Police, the latest is in June 2023 to put into operation, etc.
