"1. At the invitation of Party General Secretary of the Communist Party of China (CPC) Central Committee, President of the People's Republic of China Xi Jinping, General Secretary of the Communist Party of Vietnam (CPV) Central Committee Nguyen Phu Trong pays an official visit to the People's Republic of China from October 30 to November 01, 2022.
During the visit, Party General Secretary Nguyen Phu Trong holds talks with Party General Secretary and President of China Xi Jinping; receives the Friendship Medal of the People's Republic of China awarded by Party General Secretary and President of China Xi Jinping on behalf of the Party and Government of China; meets with Premier of the State Council Li Keqiang, Chairman of the National People's Congress Standing Committee Li Zhanshu, and Chairman of the Chinese People's Political Consultative Conference National Committee Wang Yang. At talks and meetings, the two sides inform each other about the situation of each Party and country; exchange ideas in-depth and reach many important common perceptions about the relationship between the two parties, the two countries Vietnam - China and the current international and regional situation.
2. The Chinese side informs the Vietnamese side of the main results of the 20th National Congress of the CPC. The Vietnamese side warmly congratulates the 20th National Congress of the CPC on a great success, highly appreciates the great strategic achievements that the CPC Central Committee, led by Comrade Xi Jinping as its core, has united and led the Chinese people to achieve in the process of persevering and developing socialism, promoting the Chineseization and modernization of Marxism, completing the first 100-year striving goal, successfully building a well-off society comprehensively, winning the battle to get rid of poverty, constantly developing and perfecting the whole process people's democracy, developing the economy and preventing and controlling the pandemic, demonstrating the superiority of the socialist regime, being a vivid practice, valuable experience for developing countries to refer to.
The Vietnamese side wishes and expresses its trust under the wise leadership of the CPC Central Committee led by Comrade Xi Jinping as its core, the CPC, the Government and people of China will definitely continue to expand and enrich the path of Chinese-style modernization, definitely promote the new great work of Party building, fulfill on time the objectives and tasks set forth by the 20th National Congress of the CPC, successfully realize the second 100-year striving goal of building China into a modern, prosperous, democratic, civilized, harmonious and beautiful socialist power.
The Vietnamese side informs the Chinese side of the main results of the 13th National Congress of the CPV. The Chinese side highly appreciates the great and unprecedented achievements that Vietnam has achieved after more than 35 years of conducting the doi moi (reform) process, 10 years of implementing the Platform for National Construction in the transitional period towards socialism (supplemented and developed in 2011). In particular, the work of building and rectifying the Party and political system has achieved many positive results, maintaining socio-political stability; economic growth remains quite high; the COVID-19 pandemic is successfully controlled; people's life in all aspects is constantly improving; the international position is increasingly enhanced, demonstrating the potential and bright future of the cause of building socialism in Vietnam.
The Chinese side wishes and believes that under the correct leadership of the CPV Central Committee headed by General Secretary Nguyen Phu Trong, the Party, State and people of Vietnam will definitely successfully implement the great goals and tasks set out by the 13th National Congress of the CPV, soon turning Vietnam into a socialist-oriented high-income developed country; playing an even more important role in peace, stability and prosperity in the region and the world.
3. The two sides believe that Vietnam and China are both good neighbors, good friends, mountains and rivers connected with a strip, and good comrades, good partners with the same purpose, sharing a common destiny, and working together for the happiness of the people, the rich and strong country and the noble cause of peace and development of mankind.
The two sides look back on the relationship development of two Parties, two countries Vietnam - China. During the period of struggle for independence and national liberation, the Party, State and people of the two countries give each other valuable and pure help. In the period of doi moi, reform and opening-up, the two sides promote exchange of experiences, cooperate for mutual benefits, persevere on the socialist path suitable to each country's situation and achieve historic development achievements. The two sides agree that the traditional friendship of both comrades and brothers, which has been built and cultivated by President Ho Chi Minh, Chairman Mao Zedong and senior leaders, is a valuable asset of the two peoples, which should continue to be well inherited, well protected and well promoted.
Looking to the future, the two Parties and two countries need to persevere in the forward direction, promote the unceasing development of socialism, and demonstrate the advantages and bright future of the socialist institution.
The two sides emphasize, steadfastly following the leadership of the Communist Party, steadfastly following the socialist path in accordance with the characteristics of each country's situation, need to strengthen solidarity, cooperation, exchange and mutual learning, and deepen awareness of the ruling rule of the Communist Party, the law of building socialism and the law of human society's development; persevere, apply and creatively develop Marxism-Leninism, promote the the cause of building the Party and building socialism of each Party to constantly develop, and make joint efforts for the cause of peace and progress of mankind.
4. The two sides assess that the world situation is going through historical, profound and unpredictable changes, entering a new period of upheaval. The two Parties and two countries need to persevere in realizing their goals, ideals and missions for the people's happiness and for human progress; persistently recognize and develop bilateral relations at a strategic height and long-term vision; uphold the motto of "friendly neighborliness, comprehensive cooperation, long-term stability, and forward-looking view" and the spirit of "good neighbors, good friends, good comrades, good partners", promote the Vietnam - China comprehensive strategic cooperative partnership for long-term, healthy and stable development in the new era.
To do that, the two sides need to strengthen strategic exchanges, political trust, persevere in equality, respect each other, and firmly grasp the right direction of the Vietnam-China relationship; deepen cooperation for mutual benefits, promote the harmony of interests between the two countries, contributing to bringing happiness and improving people's quality of life; promote the tradition of friendship, strengthen exchanges between the two peoples, especially connecting and meeting, increasing understanding and bonding between young generations; properly handle related disagreements on the basis of mutual understanding and respect, preserve the situation of Vietnam-China relations and peace and stability in the region, create a good external environment for the development of the two countries; strengthen coordination on international issues, join hands to respond to regional and global challenges, actively contribute to maintaining peace and promoting mutual development in the region and the world.
5. The two sides believe the fact that two Parties' top leaders maintain regular exchanges, orient and guide the Vietnam-China relationship play an important strategic role in the development of the relationship between the two Parties and the two countries.
The two sides agree to continue to maintain and strengthen the fine tradition of high-level exchanges between the two Parties and two countries through forms such as mutual visits, sending special envoys, telephone hotlines, exchange of emails, annual meetings and contacts at multilateral forums, timely exchange of ideas on issues important in the relationship between the two countries as well as the international and regional situation; orient and direct the strategic height for the stable and healthy development of the Vietnam - China comprehensive strategic cooperative partnership in the new era.
6. The two sides believe that the CPV and the CPC assume the leadership mission in the cause of building socialism in each country, promoting the role of political orientation for Vietnam - China relations. In the new situation, the two Parties need to consolidate their traditional cooperation advantages, encourage agencies, organizations and localities of the two Parties and the two countries to deepen exchanges and cooperation, contributing to the protection of the Party, the socialist regime in each country, and keeping the Vietnam-China relations strong and far forward.
The two sides agree to promote well the overall directing and coordinating role of the high-level meeting mechanism of the two Parties and the coordinating and promoting role of the two Parties' foreign affairs agencies, continue to well implement the "Cooperation plan in the 2021 - 2025 period between the CPV and the CPC", "Plan for cooperation in personnel training in the 2021 - 2025 period between the CPV and the CPC", well organize theoretical seminars between the two Parties, strengthen exchanges and cooperation between the respective agencies of the two Parties at the Central level and local Party organizations, especially border provinces/regions, continue to exchange and learn from each other on theories and experiences of Party building, country management, corruption and negativity prevention and control; actively encourage friendly exchanges and cooperation between the Government, the National Assembly of Vietnam and the Government and the National People's Congress of China, and between the Central Committee of Vietnam Fatherland Front and the Chinese People's Political Consultative Conference.
The two sides agree to promote well the role of the Steering Committee for Vietnam-China bilateral cooperation, the master plan, and promote exchanges and cooperation in fields such as diplomacy, defense, security, and law enforcement. Well implementing the Agreement on enhancing cooperation between the two Ministries of Foreign Affairs in the new situation, maintaining regular contact between the two Ministries' Leaders and exchange between their respective Departments/Authorities/Agencies.
Defense cooperation is one of the pillars of bilateral relations. Continuing to strengthen high-level contacts between the militaries of the two countries; implementing exchanges and cooperation such as Border defense friendship exchanges, Defense strategic dialogue, joint patrol in the Gulf of Tonkin between the navies, hotlines between the two Ministries of Defense; deepening border guard cooperation, promoting joint land border patrol between border guards of the two countries.
Strengthening high-level exchanges between law enforcement agencies of the two countries, deepening cooperation on political security and law enforcement in various fields; closely coordinating in multilateral security issues. Making good use of the role of mechanisms such as the Ministerial Conference on Crime Prevention and Control and the Deputy Ministerial Strategic Security Dialogue, promoting cooperation in the fields of fighting terrorism, "peaceful evolution", "colour revolution", drug crime, cybercrime, cross-border gambling, human trafficking and high-tech crime, immigration management and tracing wanted criminals, etc. Promoting the negotiation and signing of Vietnam-China agreement on the transfer of sentenced persons, Vietnam-China agreement on cooperation in crime prevention and control, Plan to organize a peak of illegal immigration prevention and control between the Vietnamese Ministry of Public Security and the Chinese National Immigration Administration.
The two sides agree to continue to consolidate and strengthen the legal and judicial cooperation between the two countries in order to create a legal basis to strengthen comprehensive cooperation in all fields between Vietnam and China. Deepening maritime law enforcement cooperation between the Coast Guards of the two countries, properly handling unexpected incidents at sea, and jointly maintaining security and stability at sea.
7. The two sides emphasize that the two countries Vietnam and China adhere to the socialist path with the basic goal of bringing prosperity and happiness to the people; need to promote their advantages of close geographical proximity and complement each other in industries, strengthen substantive and more effective cooperation in various fields, to better meet the interests of the two peoples.
(1) The two sides agree to actively promote the connection between the two countries' development strategies, accelerate exchanges and sign a cooperation plan between the two governments on promoting connectivity between the "Two Corridors, One Belt" Framework and the "Belt and Road" Initiative, implement cooperation in production capacity, cooperation in infrastructure construction and traffic connection, soon complete the assessment of the Lao Cai - Hanoi - Hai Phong standard gauge railway planning.
(2) The two sides consider that e-commerce is an important field in bilateral economic and trade cooperation, continue to perform well the "Memorandum of Understanding (MoU) on enhancing e-commerce cooperation between Vietnam's Ministry of Industry and Trade and China's Ministry of Commerce", promote the role of the Cooperation Working Group on e-commerce, strengthen policy exchange and share experiences on cross-border e-commerce development, promote cooperation between enterprises in logistics, research and promote cooperation between banks, organize the national switching of the two countries on electronic payments, improve the capacity of micro, small, and medium-sized enterprises to expand new trade and investment channels through e-commerce. China will continue to expand the consumption of special and high-quality products of Vietnam through consumer promotion activities by e-commerce.
(3) The two sides agree to apply practical measures to reduce the trade imbalance between the two countries and promote more import and export of high-quality agricultural products and food from both countries. The Chinese side will actively promote the process of opening the market for sweet potatoes, citrus fruits, bird's nests and some agricultural and aquatic products of Vietnam. The Vietnamese side will actively promote the process of opening the market for China's milk.
The two sides says that ensuring pandemic prevention and control is ensuring the clearance of goods, agree to promote the role of the Joint mechanism to solve congestion at border gates and cooperate in pandemic prevention and control, maintain smooth trade activities at border gates with the premise of ensuring pandemic prevention and control, in order to ensure the supply chain of goods and facilitate customs clearance; continue to strengthen cooperation in the fight against drugs and illegal trade in endangered animals, implement the joint regional program "Operation Mekong Dragon", ensuring the safe, healthy, balanced and favorable development of bilateral trade.
The Chinese side supports Vietnam's trade promotion offices in Chongqing and Hangzhou to play an active role in economic-trade cooperation between the two countries. China unanimously supports Vietnam to set up other trade promotion offices in China; welcomes Vietnam to participate in the 5th China International Import Expo.
(4) The Vietnamese side is willing to create favorable conditions for enterprises of the two countries to strengthen investment and economic - trade cooperation. China encourages qualified Chinese enterprises to invest in Vietnam on the principles of market and trade.
(5) The two sides is willing to well implement the "MoU on strengthening cooperation to ensure supply chain between Vietnam's Ministry of Industry and Trade and China's Ministry of Commerce", promote safety and stability of production chains and supply chains between the two countries.
(6) In order to promote import and export of goods and increase trade turnover between the two countries, the two sides agree to promote and create favorable conditions for cooperation in the fields of air, road and rail transport; soon exchange and negotiate amendments to the Vietnam - China border railway agreement signed in 1992; support railway enterprises of the two countries to strengthen cooperation in increasing the volume of transit goods of Vietnam through China.
(7) The two sides will continue to promote the role of the Vietnam-China Joint Committee on Agriculture and the Vietnam-China Joint Committee for Fishery in the Gulf of Tonkin, strengthen substantive cooperation in fields such as cultivation, processing of agricultural products, integrated disease control of pests, cooperation in stocking and protection of aquatic resources in the Gulf of Tonkin, deepen investment cooperation in agriculture. The two sides agree to promote early negotiation and signing of a new Agreement on Fishery Cooperation in the Gulf of Tonkin; reach consensus on an Agreement on Search and Rescue at sea, Agreement on setting up a hotline on unexpected incidents of fishing activities in Vietnam - China sea and agree to soon sign it.
Strengthening cooperation in sharing meteorological and hydrological data on the Hong (Red) River - Yuan River, Ky Cung - Zuojiang River, Mekong - Lancang River and international rivers to ensure capacity building for drought and flood prevention. Promoting cooperation in the use and protection of water resources in a reasonable balance in the Mekong-Lancang cooperation mechanism, jointly raising the level of safe, effective and sustainable use of water resources.
(8) The two sides will continue to promote negotiations, towards the signing of the Vietnam - China medical cooperation agreement, cooperate in sharing information and experiences on biomedical and pharmaceutical products for COVID-19 prevention and control, well implement the cooperation project on prevention and control of cross-border infectious diseases in the Mekong-Lancang river region.
(9) The two sides are willing to bring into play the role of the Vietnam-China Land Border Joint Committee and the Vietnam-China Cooperation Committee for Management of Land Border Gates, and continue to well implement legal documents on the Vietnam - China land border; strengthen security and order management in border areas, ensure uniformity in pandemic prevention and control and facilitate customs clearance in border areas; continue to promote the opening of border gates/border ways, promote the construction of cross-border infrastructure, in which, focus on discussing and agreeing on the plan to connect the railway section between Lao Cai station (Vietnam) - Hekou North Station (China); maintain good order and promote development in border areas. The two sides agree to promote the implementation of the Agreement on cooperation in protection and exploitation of tourism resources of Ban Gioc Waterfall (Vietnam) - Detian Waterfall (China), make efforts to promote early pilot operation for tourists of the two countries, thereby building a model model of cross-border tourism and green tourism.
(10) The two sides agree to actively explore exchanges and cooperation in fields such as green development, response to climate change, digital economy, etc.; create more growth points for Vietnam - China cooperation.
(11) The two sides agree to continue promoting the role of Vietnam-China Joint Committee on Science and Technology Cooperation; actively promote scientific and technological cooperation, joint research and technology demonstration; promote exchanges of delegations at all levels in order to deepen cooperation in the above fields.
(12) The two sides agree to continue to focus on closely following the common perception of the Senior Leaders and the Global Development Initiative, actively research and have more cooperation projects to promote the economy and benefit the people's lives.
8. The two sides agree to strengthen friendly exchanges between the two peoples, strengthen the education on the Vietnam-China friendship to the people, and improve mutual understanding between the two peoples, especially the young generation.
The two sides agree to well implement the Vietnam-China cultural and tourism cooperation plan, on the basis of conformity with the pandemic prevention and control policies of the two countries, promote the exchange of delegations at all levels in culture and tourism, promote the recovery and healthy development of the tourism industry, and strengthen cooperation in the cultural industry. The Chinese side welcomes and supports Vietnam's establishment of a cultural center in China; the Vietnamese side actively supports the Chinese Cultural Center's activities in Hanoi.
The two sides agree to well implement the Vietnam-China education cooperation agreement; encourage sending students to study in each country. The Chinese side attaches great importance to the return of Vietnamese students to China to study, and welcomes Vietnamese students who wish to return to school can return to school on the basis of performing well in pandemic prevention and control; announces, in the next 5 years, to provide Vietnam with no less than 1,000 Chinese Government scholarships and no less than 1,000 scholarships for Chinese language teachers; help Vietnam cultivate high-quality talents and Chinese language teachers.
The two sides continue to well organize friendship and cultural exchange activities such as the Vietnam-China youth friendship meeting, Vietnam-China People's Forum, Border people's festival, etc., encourage localities of the two countries, especially bordering provinces (regions) to exchange friendship and cooperate for mutual benefits. The two sides are willing to increase exchanges of press, media and reporters of the two countries to visit each other, strengthen the Vietnam-China friendship, and create a good social foundation and public opinion atmosphere for the development of bilateral relations.
9. The two sides deeply exchange sincere and frank opinions on the issues at sea; believe that properly controlling disagreements, maintaining peace and stability in the East Sea is extremely important; agree to properly handle issues at sea, making positive contributions to long-term peace and security in the region.
The two sides agree to continue to adhere to the important common understanding reached between the leaders of the two Parties and two countries and the "Agreement on basic principles guiding the settlement of sea-related issues between the Socialist Republic of Vietnam and People's Republic of China", effectively use the border negotiation mechanism at the Government level of Vietnam - China, persevere through consultation, friendly negotiations, actively discuss about temporary and transitional solutions that do not affect the stance and policies of each party; look for a basic long-term solution that both sides can accept.
The two sides agree to actively promote discussions on cooperation for joint development at sea and discuss demarcation of the sea outside the mouth of the Gulf of Tonkin, promote the two above matters to soon achieve substantive progress. The two sides are willing to continue actively implementing cooperation in less sensitive areas at sea; actively discuss on deepening and expanding cooperation at sea in the Gulf of Tonkin on the basis of meeting the practical interests of both sides.
The two sides agree to continue promoting the comprehensive and effective implementation of the "Declaration on the Conduct of Parties in the East Sea" (DOC), on the basis of consultation and agreement, to soon achieve an effective "Code of Conduct in the East Sea" (COC), with substantive content, in accordance with international law, including the United Nations Convention on the Law of the Sea 1982 (UNCLOS 1982); well control disagreements at sea, take no action to complicate the situation and expand disputes, maintain peace and stability in the East Sea and promote cooperation at sea.
10. The Vietnamese side reaffirms its adherence to the "One China" policy, support the peaceful development of cross-strait relations and the great cause of China's unification, firmly opposes the act of dividing "Taiwan independence" in any form and consistently supports the principle of non-interference in other countries' internal affairs. Vietnam does not develop any state-level relations with Taiwan. The Chinese side highly appreciates the stance of the Vietnamese side.
11. The two sides say that the situation in the world and in the region is evolving rapidly, complicatedly, unpredictably, and tensions in hot spots are increasing, traditional and non-traditional security challenges are intertwined, multilateralism, economic globalization, peace and development of the world are facing many difficulties and great challenges. The international community needs to work together to make efforts for peace, cooperation and development, adding stability and positive energy to the world.
The two sides emphasize that development is the guarantee of security, the key to solving difficult problems and realizing happiness for the people. The Vietnamese side supports and is willing to join the Global Development Initiative, according to the appropriate content and manner, and make efforts together with other sides to contribute to the implementation of the United Nations 2030 Agenda for Sustainable Development. The two sides agree to strengthen cooperation in international and regional frameworks such as the World Trade Organization (WTO), the Asia-Pacific Economic Cooperation (APEC), China-ASEAN and Mekong-Lancang; well implement the Regional Comprehensive Economic Partnership (RCEP); promote regional economic links, promote countries to develop together. The Vietnamese side supports China's application to join the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) and its contributions to promoting economic and trade cooperation in the Asia-Pacific region.
The two sides emphasize that security is the premise of development. Vietnam positively recognizes China's Global Security Initiative on the basis of the goals and principles of the United Nations Charter. Vietnam is willing to work with China and related partners to jointly maintain long-term peace and security in the world.
The two sides agree to strengthen cooperation within the United Nations framework, maintain close exchanges and coordination on international and regional issues of mutual concern. Persevering in implementing and upholding multilateralism, jointly protecting international justice and justice, and abiding by the United Nations Charter and international law.
The two sides advocate that countries implement exchanges and cooperation in human rights issues on the basis of equality and mutual respect, promote dialogue and international cooperation in the field of human rights, without politicizing human rights issues.
12. During the visit, the two sides sign a Cooperation agreement between the Commission for External Relations of the CPV Central Committee and the International Liaison Commission of the CPC Central Committee; a MoU on cooperation between the Commission for Internal Affairs of the CPV Central Committee and the Central Political and Legal Affairs Commission of the CPC Central Committee; a MoU on friendship cooperation for the 2022-2027 period between the Vietnam Union of Friendship Organizations and the Chinese People's Association for Friendship with Foreign Countries; a MoU on cooperation between the Vietnamese and Chinese Ministries of Justice; a MoU on cooperation in the field of ecology and environment between Vietnam's Ministry of Natural Resources and Environment and China's Ministry of Ecology and Environment; a MoU between Vietnam's Ministry of Industry and Trade (MoIT) and China's Ministry of Commerce on strengthening cooperation to ensure the Vietnam-China supply chain; a plan on cultural and tourism cooperation between Vietnam's Ministry of Culture, Sports, and Tourism and China's Ministry of Culture and Tourism for the 2023-2027 period; a MoU between the General Department of Vietnam Customs, Ministry of Finance of Vietnam, and General Administration of Customs of China (GACC) on building priority areas for collaboration; a MoU between MoIT of Vietnam and GACC on food safety in Vietnam-China bilateral trade; a Protocol on phytosanitary requirements for fresh bananas exported from Vietnam to China between Vietnam's Ministry of Agriculture and Rural Development and GACC; a MoU on cooperation between Hanoi, the capital of Vietnam, and Beijing, the capital of China; a MoU between the Vietnam's MoIT and the People's Government of China's Yunnan province on enhancing cooperation in economy and trade; a MoU on enhancing exchanges and cooperation in State-owned assets and State-owned enterprises between Vietnam's Commission for the Management of State Capital at Enterprises and China's State-owned Assets Supervision and Administration Commission.
13. The two sides agree that Party General Secretary Nguyen Phu Trong's official visit to China is a great success, actively contributing to promoting the solidarity and traditional friendship between Vietnam and China, enhancing and deepening the Vietnam - China comprehensive strategic cooperative partnership in the new era, promoting peace, stability and prosperous development of the region and the world. The two Parties and peoples of the two countries are very pleased with these achievements.
