Reporting to the Delegation, Ms. Ngo Ngoc Diep – Permanent Deputy Secretary of the Di An City Party Committee said that the city Party Committee has 50 grassroots Party organizations, of which there are 11 Party Committees (07 Party Committees of wards, 02 Party committees of the armed forces, 02 Party committees of administrative agencies) and 39 grassroots Party cells with a total of 5,660 party members. Regarding the organizational structure of the current quarters, the implementation of the Project issued together with Decision 711-QD/TU of the Provincial Party Committee on the organizational arrangement of the political system is streamlined and effective. The arrangement of part-time officers is suitable for each title in the wards and quarters.
In terms of socio-economic development, in the past 9 months, the ratio of industrial - commercial - service production value respectively reached 83.34% - 58.17% - 72.27% of the plan in 2022; budget revenue reached over 95% of the estimate assigned by the Provincial People's Committee and the Resolution of the City People's Council.
Overview of the meeting
Up to now, the city has disbursed public investment capital reaching over 49% of the year plan. Formulating and implementing a plan for digital transformation of the city in 2022 and a plan for the 2022 - 2025 period with a vision to 2030 in association with the Project of establishing the Intelligent Operation Center IOC; a plan on information technology application in the operation of State agencies, formulation and deployment of the implementation plan of the project on renewing the implementation of the one-stop-shop and inter-agency one-stop-shop mechanisms in handling administrative procedures; digitizing administrative procedures files under the handling competence of agencies, units and localities; developing Digital Government and ensuring information security in the 2022 - 2025 period.

At the meeting, leader representatives of wards and quarters proposed many issues related to the operation of the grassroots political system, especially those who are part-time officers (PTO) in the quarter and those who are directly involved in the work in the quarter. Ms. Do Thi Nhu Thao - Chairwoman of the Red Cross Society of Binh Thang Ward said that the commune-level PTO assumes the same workload and responsibilities as civil servants, but the policy regime is still inadequate. Civil servants are entitled to salaries and allowances, periodically from 2-3 years to be considered for pay rise. Meanwhile, according to the provisions of Decree No. 34 of the Government and Resolution No. 21 in 2019 of Binh Duong Provincial People's Council, PTO is only entitled to allowance of 1.14, support according to training level and increase of support level by term after working for 2-3 years, but can only raise support level once in the entire working process. Social insurance (SI) payments of civil servants are based on salary and PTO is based on allowance of 1.14 so PTO's SI payments are quite low, leading to low retirement benefits. Therefore, it is recommended that the province review the policy regulations for PTO because it is not suitable for the specific characteristics of the work in all localities. The policy regime is not suitable, does not guarantee the life, and does not create fairness between the PTO and the civil servants, which will lead to the PTO not having peace of mind, difficult to stick with the job for a long time.
Besides, many delegates proposed: To increase operating amount for quarter Party cell; consider for the Heads of Associations and mass organizations to pay health insurance; Deputy-Heads of mass organizations are entitled to allowances; not scratch the payroll for wards with a large population and a complicated security and order situation; procure equipment to meet work requirements at the grassroots.

Concluding the meeting, Secretary of the Provincial Party Committee Nguyen Van Loi highly appreciated the efforts of the city's political system, which has achieved many positive results in socio-economic development, ensuring national defense - security from the beginning of the year until now. At the same time, it is required that the Party Committee and city government continue to closely follow the direction of the Central Government and the province to ensure the highest completion of the goals and tasks in 2022.
It is forecasted that in 2023, there will be many difficulties in food security and gas security due to political conflicts in the world, which will affect the economic situation and people's lives, especially the vulnerable. The Secretary emphasized that, in the face of difficulties and challenges, the entire political system must be united and unanimously overcome. Di An City must continue to strive for sustainable development; be dynamic, creative and innovative. Developing culture commensurate with economic development, effectively implementing social security policies, building a clean and strong Party; building government with integrity to serve; promoting the people's mastery. Especially focusing on taking care of the people's life, the pressing difficulties of the people must be considered and resolved by the government. Continuing to promote digital transformation, reform administrative procedures; overcoming limitations and weaknesses.
The Secretary said that the grassroots political system plays a very important role, acting as a bridge between the Party committee and the government and the people, bringing guidelines and resolutions of the Party and policies of the State to the people. The Provincial Standing Party Committee received all the opinions of the delegates, the issues under the the province's jurisdiction will be considered to change to suit the operation of the grassroots political system, the opinions beyond the province's jurisdiction will be proposed to the Central Government for consideration, etc.
