Thereby making this market really the shortest and most effective way to turn S&T into the main productive force of society, helping enterprises create many new goods and services with high scientific content, creating outstanding competitiveness of the economy.

Minister of S&T Huynh Thanh Dat said that over the past time, the building and perfecting of institutions and policies to develop the S&T market have been focused on implementation. Up to now, policies on S&T market development are mainly regulated in 4 Laws, 6 Decrees and 12 Circulars, basically creating a legal environment for transactions, transfer and commercialization of results of scientific research, technology development and innovative start-ups.
The supply for the S&T market is formed from scientific research and technology development activities at research institutes, universities, technology incubator centers, enterprises of all economic sectors, as well as through technology import and technology transfer from abroad. Currently, the national database on S&T has about 22,500 information on technology supply and 365,000 information on intellectual property. The demand source of the S&T market mainly comes from enterprises and production and business establishments.
Since the implementation of the National Project to Support Innovative Startup Ecosystem until 2025 (Project 844), the intermediary organization of the S&T market has formed a number of new models, not only supporting assessment, valuation, technology transfer promotion, but also associated with consulting call for capital for innovative start-ups, capital contribution, enterprise establishment by technology. The country currently has 79 incubators, 29 business promotion organizations, about 138 universities and colleges organizing innovation and startup activities. Many localities have been forming their own innovation centers and start-ups.
However, the S&T market in our country is still in its infancy, just beginning to form and gradually developing. The supply of science and technology goods in the country is still limited. The supply of S&T goods in the country is still limited. There are still many barriers and obstacles such as the lack of a legal corridor for the operation of the S&T market and the lack of synchronization with relevant laws; the S&T market depends mainly on technology supply from developing countries, the technology level is at a low average level; there has not been a close connection between training, research and application with production and business needs, etc.

Speaking at the conference, Prime Minister Pham Minh Chinh emphasized that strongly developing the S&T market is one of the main tasks and solutions to promote the development of science, technology and innovation to create breakthroughs in productivity, quality, efficiency, and increase the competitiveness of the economy in the context of the 4th Industrial Revolution.
The Prime Minister stated 06 key tasks to develop a synchronous, efficient, modern and integrated S&T market in the coming time. Specifically, Ministries, branches, agencies, units and localities focus on reviewing and removing difficulties and bottlenecks in terms of institutions, mechanisms and policies; formulating and integrating the S&T market development plan into the five-year and annual socio-economic development plans. Effectively implementing groups of tasks and solutions set out in the National S&T market development program to 2030 according to Decision No. 1158/QD-TTg dated July 13, 2021. Promoting inter-connectivity, towards synchronizing the S&T market with the markets of goods, services, labor and finance; mobilizing social resources in the development of the S&T market. At the same time, there are policies to encourage enterprises to import core technologies through research institutes and universities to decipher, absorb and master technology, and accelerate the speed of technological innovation of enterprises. Promoting the development of S&T ecosystem and S&T market in a more comprehensive and synchronous manner.
