Binh Duong: Accompanying and supporting enterprises to develop

​PORTAL - On the afternoon of September 05, at the Administrative Center of Binh Duong province, the Central Steering Committee's delegation to survey the implementation of Resolution No. 09-NQ/TW of the Politburo on building and promoting the role of Vietnamese entrepreneurs in the period of accelerating industrialization, modernization and international integration (referred to as Resolution No. 09) led by Mr. Pham Tan Cong - Chairman of the Vietnam Chamber of Commerce and Industry (VCCI), Deputy Head of the Standing Committee of the Steering Committee, had a meeting with Binh Duong Provincial People's Committee (PPC).

​Receiving and working with the Delegation were Mr. Nguyen Van Loc - Member of Provincial Standing Party Committee, Head of Commission for Mass Mobilization of Provincial Party Committee, Chairman of the Provincial Committee of the Vietnam Fatherland Front; Mr. Nguyen Van Danh - Vice Chairman of the PPC.

Building an equal production and business environment for enterprises

Over the past time, Binh Duong has implemented Resolution No. 09 seriously, comprehensively, synchronously, positively affecting the perception of officials, party members, entrepreneurs and enterprise community; creating favorable conditions for entrepreneurs and enterprises to develop equally and in accordance with the law.

The economic scale of the province in recent years has continuously increased. In 2020, the province's Gross Regional Domestic Product (GRDP) at current prices reached 389,605 billion VND, an increase of 6.2 times compared to 2011 (equivalent to an increase of 326,729 billion VND). The average growth rate of GRDP in the 2010 - 2015 period reached 8.3%/year, in the 2016 - 2020 period reached 9.1%/year. In which, the contribution of non-state enterprises remained stable and accounted for an average of 41% in GRDP.

Compared to 2011, the number of non-state enterprises in the province by the end of 2020 increased by 5.1 times, correspondingly increasing from 11,469 to 58,290 enterprises compared to 2011,  the average growth rate in the 2011-2020 period reached 19.7%/year, the highest in the regions.

Total registered capital of non-state enterprises reached 162,061 billion VND (2011) increased to 681,777 billion VND (2020), 4.2 times higher, the average growth rate reached 17.3%/year.

The number of workers in non-state enterprises in 2011 was 285,805 people, by 2020, 427,848 people, an increase of 1.5 times, the average growth rate reached 4.6%/year.

Binh Duong takes industrial development as a guideline in action, a foundation for promoting the province's internal resources, and then focuses on building infrastructure of industrial parks (IPs) in the direction of industrialization and modernization.

Overview of the meeting

By the end of 2020, the whole province had 29 IPs (an increase of 01 compared to 2011) with a total planned area of 12,721 hectares (an increase of 9,670 hectares), accounting for 9% in number and 13% in area of IPs nationwide. The IPs have completed construction with synchronous and modern investment infrastructure, contributing to changing the face of the province, creating favorable conditions for the promotion of investment attraction in the IPs. The difference of Binh Duong is that it does not use budget capital to invest in infrastructure development in IPs. Currently, there are 19 non-state enterprises participating in the construction and trading of IP infrastructure. Regarding industrial clusters (ICs), by the end of 2020, the province had 12 ICs, with a total area of 790 hectares.

At the meeting, the departments and branches answered specifically the questions posed by the members of the Delegation: The leadership and direction of the province in the implementation of Resolution No. 09; the role of enterprises and Trade associations participating in economic development; policies to create a favorable business environment for enterprises; helping enterprises expand their scale to improve their competitiveness; training program for the entrepreneur community; policies to promote the development of Trade associations and and enterprises, etc.

Speaking at the meeting, Mr. Pham Tan Cong assessed that, with a favorable business environment, Binh Duong has become one of the largest economic and production centers in the country. In addition, the awareness and responsibilities of the Party committees and authorities at all levels in the implementation of Resolution no. 09 are very specific and clear, bringing tangible results through creating favorable conditions for enterprises to develop, dialogue between the government and enterprises, improving the business investment environment, reforming administrative procedures, etc. On the basis of surveys, evaluations and recommendations of localities and enterprises, the Delegation will advise the Politburo to review and summarize Resolution No. 09 and promulgate a new Resolution to continue building and promoting the role of the entrepreneur team in the new situation.

Proposing solutions to help enterprises continue to grow and thrive

Meeting and discussing with enterprises and Trade associations about difficulties and problems and suggestions and recommendations, so that on that basis, the delegation will propose to the Central Committee to continue to have companion solutions to support enterprises for production and business recovery, Ms. Phan Le Diem Trang - Chairman of Binh Duong Textile and Apparel Association said that the supply chain of raw materials in the textile industry has very high import prices. While it is difficult for small and medium-sized enterprises to produce auxiliary materials for the textile industry due to strict regulations on environment, fire prevention and fighting, investment costs are too large. The Provincial Textile and Apparel Association recommended a regional linkage mechanism to reduce costs for enterprises. Ms. Trang said that for vocational training, in addition to professional training, it is necessary to include in the curriculum more training on behavior and sense of responsibility at work for workers.

From practice, it is shown that the business environment always presents new difficulties and challenges; in order to survive and develop firmly, a representative of Binh Duong Leather and Footwear Association said that enterprises must unite and support to overcome the negative impacts after the Covid-19 pandemic.  The shortage of labor, along with increasing cost pressure related to workers, to solve this problem in the long run, enterprises need to increase the application of science and technology in production.

In addition, enterprises need to improve their knowledge of the law related to the industry, take advantage of the trade agreements that Vietnam has signed to promote growth. Regional cooperation increases strength for mutual development. Along with that, building business ethics and culture is an extremely important factor in creating a brand and a place for enterprises in the market. The last factor is an equal environment between domestic and foreign enterprises, large enterprises and small and medium-sized enterprises, state enterprises and private enterprises.

According to Mr. Tran Dinh Trong - Chairman of Binh Duong Electromechanical Association, it is necessary to promote the role of foreign direct investment (FDI) enterprises in the formation and development of supply chains. Currently, the supply market and linkage of domestic enterprises and FDI enterprises are not close. If this linkage chain is built, Vietnamese enterprises will constantly grow. In particular, the Central government needs to create a legal corridor for Binh Duong province to continue to innovate and make breakthroughs in creating favorable conditions for mechanisms and policies for the enterprise community to develop instead of taking cautious steps after current events, etc.

In addition, enterprises also reflected and proposed a number of specific issues related to each field such as: There should be a trade promotion center in the Southern region to attract international customers; VCCI needs a legal consulting department on trade and sales cooperation, a hotline to answer and handle complaints from enterprises; policy institutions must be deployed quickly to support enterprises; State policies put down need to have a roadmap and specific implementation mechanism, etc.

The delegation has noted the opinions of the enterprise community and will synthesize recommendations for the Central Government to continue to have solutions to remove difficulties and take care of the development of enterprises.
