Reporting to the Delegation on the results of implementing Resolution No. 53-NQ/TW, Mr. Vo Van Minh said that Binh Duong Provincial Party Committee determined that the implementation of the Resolution is not only important for the province and the Southern key economic region, but also has long-term strategic significance for the country's overall development. On that basis, the province has integrated into the system of socio-economic development master plans, documents of the Provincial Party Congress over the tenures, 5-year and annual socio-economic development plans, etc.

Binh Duong is a province with the fastest rate of economic development and urbanization in the country and is increasingly asserting its position in the Southern key economic region. The socio-economic indicators of the province have all met and exceeded the tasks set out in Resolution 53-NQ/TW. Over the past years, the economic scale of the province has continuously increased. In 2020, the province's GRDP increased by 26.1 times compared to 2005, the growth rate of gross product in the period 2005 - 2009 reached 13.93%/year, in the 2010 - 2015 period reached 8.3%/year, in the 2016-2020 period, reached 9.1%/year. In 1997, Binh Duong accounted for 1.25% of the country's GDP, 4.6% in 2015 and 4.9% in 2020.
The province's per capita income in 2020 was 7.02 million VND/person, the highest in the country, 5.77 times higher than in 2006 (1.21 million VND/person), an average increase of 13.3%/year . The province's gross regional domestic product per capita (GRDP/person) in 2020 reached 151 million VND/person, 11.2 times higher than 2005 (13.5 million VND/person), an average increase of 17.5%/year; higher than the average level of the Southeast region and 2.5 times higher than the national average.
Binh Duong has changed its economic structure markedly with industry accounting for 63.54% in 2005 increasing to 66.59%, reducing the proportion of agriculture from 8.37% to 3.17% and services from 28.08% to 22.32%.
However, Mr. Vo Van Minh acknowledged, although the economy grew faster than the national average, the competitiveness was not high and the growth was not sustainable. The infrastructure is invested quite large and synchronously, but it is increasingly overloaded and has not kept up with the socio-economic development needs of the region, especially transport infrastructure, health care, high-quality education, specialized expertise, etc. inter-provincially, inter-regionally limits the inter-regional development cohesion, reducing the ability to promote the internal resources of the region.
At the meeting, Binh Duong proposed that the Central Government supplement and support local resources such as the policy on the allocation of recurrent expenditures; leave an increase in revenue from export and import, income from house and land treatment or creating space to mobilize more or regulate social resources such as policy on loan balance, fees and charges, etc. in order to create conditions for localities to have more resources to invest in socio-economic infrastructure. In particular, there should be mechanisms and policies to promote decentralization, create initiative, shorten time, and increase local responsibility in the fields of land and planning. The province also proposed to allocate capital for key traffic projects of the region passing through the locality such as Ring Road 3, Ring Road 4, Ho Chi Minh City - Thu Dau Mot - Chon Thanh Expressway and projects to ensure social security in the province.

Speaking at the meeting, Minister Nguyen Chi Dung acknowledged Binh Duong's recommendations. According to the Minister, the Southern key economic region, including Binh Duong, needs to have a "special mechanism" and increase more investment capital to upgrade and expand the infrastructure system in terms of traffic, environmental resources, education, health care, housing for social security, water supply and drainage works, etc. The Minister said that in the coming time, Binh Duong needs to make good use of two important resources, namely innovation and high-quality human resources for development. It is expected that in September 2022, the Ministry of Planning and Investment will complete the formulation of the direction for the next phase and submit it to the Government for approval to develop development orientations for localities.

Secretary of Binh Duong Provincial Party Committee Nguyen Van Loi emphasized that in order to achieve the miracle of GDP growth of 104 times in more than 20 years of construction and development, in addition to the efforts of the Party Committee and the government, the contribution of enterprises is extremely important. He acknowledged and absorbed the opinions of the Delegation and wished that the Ministry of Planning and Investment would continue to support the province in carrying out its socio-economic development tasks, so that Binh Duong continues to be one of the pioneer localities in sustainable development in the Southeast region, the Southern key economic region and the whole country.
