Approving 09 important draft Resolutions

Speaking at the opening of the meeting, Mr. Pham Van Chanh - Member of Provincial Standing Party Committee, Chairman of the Provincial People's Council said, to ensure progress and efficiency in leadership, direction, administration and implementation of political tasks, socio-economic development, state management in all fields; at this meeting, the Provincial People's Council considers and decides on the contents of public investment, including: Adjusting the Public investment plan for 2022 and the medium-term public investment plan in the 2021 - 2025 period; adjusting the investment policy of the Project of upgrading and expanding road subdivision DX 144, Tuong Binh Hiep ward, Thu Dau Mot city; extending the time for implementation and disbursement of public investment plan with local budget capital from 2021 to 2022; giving opinions on the investment and committing to ensure the balance of capital sources of the local budget participating in the implementation of the Ring Road 3 construction investment project in Ho Chi Minh City, the section through Binh Duong province.

Overview of the 4^th Meeting – the 10^th Provincial People's Council

The meeting also considered and decided on expenditures and levels of expenditure in the field of education and training (stipulating the expenditures and levels of expenditure for examinations and contests in the field of education and training in the province; stipulating the expenditures and levels of expenditure on training and retraining of teachers and administrators of educational institutions to implement new curriculum, new textbooks of general education in Binh Duong province); decided on the price of SARS-CoV-2 testing services that are not covered by the Health Insurance Fund. At the same time, giving opinions on the policy of establishing Tan Uyen city in Binh Duong province.

The Chairman of the Provincial People's Council emphasized that the contents submitted to the meeting were directed, carefully prepared, and of high quality by the Provincial People's Committee; coordinated by the provincial People's Council Committees to verify according to the law. With a spirit of urgency and seriousness, he suggested that the Provincial People's Council deputies uphold the sense of responsibility, focus on research, and contribute many comments to the report as well as the draft Resolutions of good quality so that the meeting can achieve the best results.

Allocating more than 9,600 billion VND to built Ring Road 3

At the meeting, Mr. Mai Ba Truoc - Director of the Department of Planning and Investment presented a Proposal on unifying the investment and commitment to ensure the balance of capital sources of the local budget participating in the implementation of the Ring Road 3 construction investment project in Ho Chi Minh City, the section through Binh Duong province. Accordingly, the Ring Road 3 construction investment project belongs to an important national project, and the investment policy is decided by the National Assembly. The total investment length is about 76.34km, passing through the provinces and cities: Ho Chi Minh, Dong Nai, Long An, Binh Duong. In which, the section through Binh Duong province is about 10.76km long, passing through Di An, Thu Dau Mot and Thuan An cities.

Deputies vote to approve draft Resolutions using information technology application

Regarding investment capital, the Central Budget is 38,740 billion VND (Ho Chi Minh City: 24,010 billion VND; Dong Nai: 1,934 billion VND; Binh Duong: 9,640 billion VND; Long An: 3,156 billion VND); local budget: 36,637 billion VND (Ho Chi Minh City: 24,010 billion VND; Dong Nai: 1,934 billion VND; Binh Duong: 9,640 billion VND; Long An: 1,052 billion VND).

Determining the significance and importance of the project, the Provincial People's Council deputies voted to approve the Resolution to unify the investment policy of the Ring Road 3 construction project and commit to allocating the provincial budget to full 50% of total investment in component projects in Binh Duong province (about 9,640 billion VND, of which period 2021 - 2025: 7,808 billion VND; period 2026-2030: 1,832 billion VND). In case of adjusting the total investment, Binh Duong province commits to allocate capital from the provincial budget for additional capital in accordance with regulations.

Approving the policy of establishing Tan Uyen city

Regarding the policy of establishing Tan Uyen city in Binh Duong province, Ms. Nguyen Thi Thanh Mai - Head of the Legal Affairs Committee of the Provincial People's Council said that the project has been prepared seriously, fully and in accordance with the procedures prescribed by law. The project was consulted by the people who are voters in the commune-level administrative units directly affected by the establishment of the administrative unit with a high approval rate, 86,734 voters approved - reaching 99.14% (compared to the total number of voters) and 99.88% (compared to the number of voters polled). After collecting opinions from voters, the construction agency completed the Project and sent it to the People's Councils in the relevant administrative units for comments.

The establishment of Tan Uyen city in accordance with the relevant planning has been decided or approved by the competent authorities under the Decision no. 893/QD-TTg dated June 11, 2014 of the Prime Minister approving the adjustment of the master planning for socio-economic development of Binh Duong province up to 2020, supplementing the planning to 2025; Decision no. 1886/QD-UBND dated July 13, 2012 of the Provincial People's Committee approving the general construction planning project of Nam Tan Uyen urban area to 2030, with a vision to 2050; Decision no. 269/QD-UBND dated February 09, 2017 of the Provincial People's Committee approving the master planning for socio-economic development of Tan Uyen town up to 2025 and the policy of establishing Tan Uyen city by the Ministry of Home Affairs.

In 2018, Tan Uyen town was recognized as a grade III urban area. Up to now, Tan Uyen town has strived to achieve many achievements in fields such as: The economy is shifting towards industrialization and modernization, with increasingly modern and synchronous infrastructure; security - national defense is maintained, the people's material and spiritual life is increasingly improved. The establishment of Tan Uyen city on the basis of maintaining the current urban status of the town, without increasing administrative units, the organization of the apparatus and staff of political significance, in line with the aspirations of the people, will contribute to improving the position and creating opportunities for Tan Uyen town to promote its potential to achieve many achievements in various fields.

Comparing the criteria for establishing a provincial city specified in Article 5, Resolution 1211/2016/NQ-UBTVQH13 dated May 25, 2016 of the National Assembly Standing Committee, Tan Uyen town meets 05/05 standards in terms of population size, natural area, and number of affiliated administrative units, urban classification, structure and level of socio-economic development.

From the provisions of the law and the actual situation, realizing that the establishment of Tan Uyen city is appropriate and necessary, the Provincial People's Council deputies voted to approve the policy of establishing Tan Uyen city in Binh Duong province. Resolution of the Provincial People's Council will be sent to the Ministry of Home Affairs to summarize and report to the Government and competent authorities for decision.

Tan Uyen Town achieves 05/05 criteria for city establishment according to Resolution 1211/2016/NQ-UBTVQH13 dated May 25, 2016 of the National Assembly Standing Committee

The meeting also approved 03 prices for SARS-CoV-2 testing services in Binh Duong province. Specifically, the price of SARS-COV-2 rapid test service for individual sample is not more than 78,000 VND/time; testing for SARS-COV-2 by automatic or semi-automatic immunoassay machine for individual sample is not more than 178,900 VND/test and by PCR technique is not more than 501,800 VND/time/test.

Speaking at the closing ceremony, Chairman of the Provincial People's Council Pham Van Chanh suggested that immediately after the meeting, the Provincial People's Committee directed branches and levels to urgently implement the approved Resolutions of the Provincial People's Council. Branches and levels must continue to innovate, proactively adapt, act more decisively and effectively according to the Government's 2022 operating theme "Solidarity, discipline, proactive adaptation, safety, efficiency, recovery, and development"; thereby, determined to successfully implement the Resolution on the 2022 socio-economic development plan of the Provincial People's Council. The People's Council Standing Committee, People's Council Committees, People's Council deputies, Office of the National Assembly Deputies' Delegation and Provincial People's Council in an appropriate form, announce the results of the meeting, and disseminate the contents of the Resolutions just passed by the Provincial People's Council to voters and people in the province and strengthen monitoring activities to ensure that the resolution is strictly and effectively implemented. The Fatherland Front Committee and socio-political organizations supervise and mobilize all classes of people to actively implement the Resolutions of the Provincial People's Council.
