Attracting and training high-quality human resources to meet development needs
Delivering the introductory speech of thematic session, Vice Chairman of the Provincial People's Committee Nguyen Van Danh acknowledged and highly appreciated the interest of delegates and experts in the research theme on Binh Duong's people, culture and society when up to 60 presentations were sent to the Seminar. In general, the presentations of the thematic group have deeply analyzed and clarified the human, cultural and social development of Binh Duong province over the 25-year period. Especially, the presentations very accurately assessed that for more than a quarter century of Binh Duong's construction and development, people have always played a central role, in which the quality of human resources is the decisive factor for the success of industrialization and modernization. Along with that, Binh Duong also identifies culture as a solid spiritual foundation of society, creating a new driving force for Binh Duong to develop quickly and sustainably.
The Vice Chairman of the Provincial People's Committee wished that delegates and scientists, with their enthusiasm, affection and responsibility, contribute valuable ideas; propose practical, feasible and diverse solutions to open up Binh Duong to carry out strategic tasks in building people, culture and society to continue to achieve many important achievements in the new development trend.

One of the issues that many delegates are interested in and urgent for the current development trend of the province is training high-quality human resources to meet the new situation and requirements for Binh Duong province's sustainable development. Sharing on this topic, Dr. Nguyen Thi Nhat Hang - Director of the Department of Education and Training (ET) emphasized, in the development journey, with the goal of building Binh Duong into a smart city and innovation region in the future, ET keeps fundamental role contributing to the realization of the set goals. With the responsibility of the ET branch to create a young generation that is both ethical and professional to building an increasingly rich and beautiful homeland, it is both an honor but also a great responsibility. According to Dr. Nguyen Thi Nhat Hang, Binh Duong ET branch needs to effectively organize the implementation of the Project on digital transformation of Binh Duong ET branch in the 2021-2025 period, with a vision to 2030 to exploit and strengthen the management, teaching and education on the basis of digital transformation; improve the efficiency of human resource management through the implementation of application software. At the same time, promoting the mobilization of the whole society to participate in the development of the ET cause, encouraging domestic and foreign enterprises, organizations and individuals to invest in ET in various forms, in line with the branch development planning and the province's socio-economic development strategy in order to create stability and sustainability.

Around this content, MSc.Nguyen Van Quang, working at the Institute for Development Strategy, Ministry of Planning and Investment, assessed that Binh Duong is in the period of golden population structure with abundant human resources, young labor force, in the context of international integration which has brought many opportunities to develop human resources with high quality technical expertise to meet the needs of the market and enterprises. However, the current situation shows that the province's high-quality human resources have many shortcomings that have not really met the requirements of the economy. Promoting the restructuring of labor resources in the direction of developing human resources with technical expertise, linking training quality with labor needs, and strengthening workforce management towards modernity, especially in the context that digital economic development plays an important role in the socio-economic development model of the province.

To effectively implement this content, all levels and branches in the entire political system of the province must take on the role of leading, creating a mechanism and environment to promote digital transformation activities of the entire society. In which, it is necessary to further speed up the construction of a national database system and open knowledge. National data should focus on national databases on agriculture, finance, population-labor, labor-employment information, and land management. Along with that, focusing on promoting the proactive and active role of the province's enterprises in the process of digital access and transformation. Concentrating resources to build the education of the digital economy and digital society; it is necessary to associate the ET development strategy with the human resource development strategy based on the general socio-economic development strategy of the province and the whole country. High-quality human resources are an important factor to help Binh Duong catch up and integrate into the international economy in the new period.
Paying attention to the development of cultural industry
Regarding the topic of culture, at the thematic session, Dr. Nguyen Thi Kim Lien working at the Academy of Politics Region II gave a profound speech on the development of the cultural industry in Binh Duong. The Doctor said, "Strategy for development of cultural industries in Vietnam to 2020, vision to 2030" has defined the structure of the cultural industry including the following main areas: Advertisement; architecture; entertainment software and games; crafts; design; film; publish; fashion; performance art; fine arts, photography and exhibitions; television and radio; cultural tourism. Binh Duong is a province located in the Southern Key Economic Region, with many potentials and advantages to develop the cultural industry.
In fact, Binh Duong has a positive spillover to attract workers from all parts of the country; the workforce working in Binh Duong is increasing and is the area adjacent to Ho Chi Minh City - a dynamic city, so the human resource team in the cultural field is quite diverse, people's demand for enjoying art products is increasing day by day. Binh Duong attracts many large corporations and enterprises from many countries and territories to cooperate and invest, therefore, cultural exchanges between countries take place regularly. This is an opportunity for Binh Duong to develop the cultural industry, especially in the field of performing arts. Besides, Binh Duong also has many heritages, cultural and historical sites ranked, etc.

Dr. Nguyen Thi Kim Lien suggested that in order to develop the cultural industry, Binh Duong should pay attention to propaganda and raise awareness about the role and importance of the cultural industry for socio-economic development. Not only raising the awareness of leading and management agencies, but also of creators, producers and traders of cultural services and the public.
At the same time, it is necessary to focus on building and developing a team of high-quality human resources in this field; first of all, the team of leaders and managers at the Department of Culture, Sports and Tourism, the team doing professional work in the field of culture; have remuneration regimes for some specific fields to attract experts to work. At the same time, it is necessary to spend an appropriate amount to invest in technology and develop the cultural industry. In addition, organizations and individuals are encouraged to invest in building advanced facilities, equipment and technologies in order to create quality cultural products to serve social needs.
