The delegates exchanged and questioned the lessons learned in innovation, perfecting the organizational structure and improving the operational efficiency of the political system; building a team of officials and party members, especially leaders who are qualified, capable and reputable to be on par with their duties as well as lessons on ensuring ideological unity in the Party, high consensus in society, etc.
Promoting the strength of solidarity, strengthening the people's trust
The delegates' presentations at the Thematic session stated that, on January 01, 1997, Binh Duong province was officially established with 4 administrative units, 77 communes, wards and towns. The province's natural area is 2,717 m2, population is 679,000 people. At the same time, the Politburo also decided to establish Binh Duong Party Committee with 09 affiliated Party Committees, 303 Party cells and grassroots Party Committees with more than 9,000 Party members. In the early days of re-establishment, Binh Duong province had a low starting point compared to other provinces and cities in the Southern key economic region, socio-cultural progress has not kept pace with economic development.
Inheriting previous guidelines and policies of Song Be province, and at the same time making adjustments and supplements to suit new conditions, Binh Duong Provincial Party Committee has promoted the tradition of solidarity, dynamism and creativity to gradually stabilize the organizational and executive apparatus, leading officials, party members and people from all classes of people to strive and overcome difficulties and challenges and always looking to the new and future with the determination to build Binh Duong into a dynamically developing industrial province.
After 25 years, many times being adjusted in terms of boundaries, Binh Duong province now has 9 district-level administrative units including 3 cities, 2 towns, 4 districts with 91 commune-level administrative units. In which, Thu Dau Mot city is the economic - political - cultural center of the province, recognized as a grade I urban area in 2017. The current population of the province is over 2.6 million people. Binh Duong Provincial Party Committee has 14 Party Committees, 597 grassroots Party organizations with more than 48,500 party members. Binh Duong is assessed by the Central Government as a province in the group of provinces and cities that have successfully led in the innovation process with the economy maintaining a relatively high annual growth rate, significantly increased competitiveness and scale, continuing to make important contributions in the Southern Key Economic Region as well as the whole country.

According to Mr. Nguyen Hoang Thao - Permanent Deputy Secretary of the Provincial Party Committee, the learned lesson of the province is combining the spirit of solidarity and unity in the entire Party Committee, the government and the people of Binh Duong province with the constant search, dynamism, creativity, dare to think, dare to do, determination to overcome all difficulties to realize the aspiration to rise up. At the same time, inheriting and promoting in the best way the achievements and experiences of the previous generations, forming a synergy to carry out political tasks. This is the basic foundation, the main driving force for rapid development towards sustainability.
Agreeing with this point of view, Assoc. Prof. Dr. Nguyen Quoc Dung - Director of the Academy of Politics Region II, Member of the Central Theoretical Council said that, through the journey of a quarter century, today's achievements of Binh Duong province are the crystallization of enthusiasm, concern and creativity, the process of solidarity and consensus for the common goal of Binh Duong province's political system over many tenures. For Binh Duong, building a clean and strong Party and political system is a key task and is closely linked with the goal of strengthening people's trust in the Party; this is also a driving force for the province's socio-economic development in the coming time.
During the last term, the Party committees and authorities at all levels throughout the Party Committee have focused on implementing many plans, projects, and thematic conclusions on building and rectifying the Party and political system, achieving many important results. The system of organizations of the Party, government, Fatherland Front, socio-political organizations has been gradually renewed; ensure the leadership role of the Party and the State in management, consolidate the great national unity bloc, promote the people's right to mastery; the functions, tasks, and working relationships of each organization are delineated and adjusted more reasonably, basically meeting the requirements and political tasks of the province.

According to Assoc. Prof. Dr. Nguyen Quoc Dung, the population growth rate of Binh Duong in the past 25 years is up to 5.6%/year. Although the population is less than 30% of Ho Chi Minh City and 33% of Hanoi, the accumulated foreign investment capital (FDI) attracted by the end of 2021 is more than 37 billion USD, equal to 75% of Ho Chi Minh City and higher than Hanoi. The number of enterprises registered to operate by the end of 2021 is more than 50,000 enterprises, only lower than Ho Chi Minh City and Hanoi. This is a characteristic that requires a new way of doing things, a new thinking and vision, and high determination and courage in many fields, in which it is necessary to continue to firmly grasp the development situation and make correct forecasts to build resolutions as a basis for the development orientation of Binh Duong in the next ¼ century, properly identify the strengths of the province, orient to the focus, the key and must have a strategic breakthrough if it really wants to take off. In addition to the content, methods, styles and working styles of the Party committees and organizations at all levels, it is also necessary to innovate accordingly to ensure science, democracy, closeness to the people, following the people, and for the people; follow the reality, study hard, talk together with work and do it to the end, definitively, worthy of being the leading force of a province that is the industrial center of the region, the civilized urban area of the country.

According to experts and scientists, the goal of building the Party and building the political system should be closely linked with the reform of the organizational apparatus and the quality improvement of the officials and party members. Currently, the total number of officials under the management of the Provincial Standing Party Committee is 375 people, in terms of professional qualifications: 10 doctors, 151 masters, and 214 people of university level. Before the practical demands and requirements of Binh Duong province's development in the coming time, according to experts and scientists, the province needs to focus on innovating a number of contents to create a drastic change in cadre work. That is to innovate the assessment of officials; renovate the planning, training, fostering and employment of officials; renovate the work of policies, mechanisms and regulations on power control, prevention and control of negativity in cadre work. At the same time, it is necessary to build an institution to ensure the scientificity of all stages in cadre work. Strengthening the governance capacity of the government
Through analyzing the PCI, PAPI and PAR INDEX indicators of Binh Duong from 2005 up to now, Dr. Phan Duy Anh (University of Technology, Vietnam National University Ho Chi Minh City) said that the local governance capacity of the provincial government is quite good and has strong dynamism. Through these indicators, it can be affirmed that administrative reform is a "specialty" of the Binh Duong government.
However, the local governance capacity of Binh Duong still reveals certain limitations, especially the capacity to mobilize people's participation in building political life, infrastructure at the grassroots level and accountability to the people. In order to further improve local governance capacity, Binh Duong needs to pay attention to raising the people's intellectual level and the level of self-awareness of the people's citizenship in the province through education and propaganda. The people's ability to use information technology to comment on legal documents is reflected in their ability to access the electronic press and the desire to update State and local documents through electronic information sites, which play an important role in this process. At the same time, it is necessary to increase the participation level of social organizations in local governance through coordinated action programs; improve reporting and accountability through an open and transparent government information system.
