Speaking at the opening of the plenary session, Secretary of the Provincial Party Committee Nguyen Van Loi said, inheriting the very important achievements of Song Be province; during the past 25 years, the Party Committee, authorities and people of Binh Duong have always pondered, strived, persevered, and sought to make a breakthrough. From its difficult reality, Binh Duong has decided to focus on building a modern economic development strategy based on promoting its advantages of geographical location, available resources and creating an attractive environment to attract domestic and foreign investment.
Thanks to that, Binh Duong has transformed, rising to become a developed province with a high rate of industrialization and urbanization in the Southern Key Economic Region. In the past 25 years, the population size has increased nearly 5 times; the scale of the economy increased by 104 times; budget revenue increased 75 times and is one of the few localities that regulate the budget to the Central Government. By the end of 2021, per capita income reached 152 million VND/person/year (nearly 7,000 USD), which was assessed by the Central Government as the locality with the highest per capita income in the country.
The economic structure has been positively transformed; from a province based mainly on agriculture, the proportion of the agricultural sector is only about 3%, industry 67% and services 21%. Binh Duong has made a breakthrough to become a bright spot to attract investment in the country; foreign investment alone, so far has reached over 39 billion USD. The system of socio-economic infrastructure and transport infrastructure is invested more and more synchronously and modernly. The urbanization rate is fast, reaching the rate of over 82%. For the last 4 consecutive years, the Intelligent Community Forum (ICF) has honored Binh Duong Smart Region as one of 21 communities with typical smart city development strategies in the world.
Those achievements are crystallized products from the spirit of solidarity, unity, creativity and innovation; are the result of a whole process of persistent and continuous efforts over many terms of leaders' generations, of the entire political system, enterprises community and people in the province. Especially thanks to the attention, direction and facilitation of the Central Government; timely coordination and support of localities, domestic and foreign scientists and experts.
Overview of the Plenary session
The Secretary emphasized, the Seminar is an opportunity for the Party Committee, authorities and people of Binh Duong province to express their gratitude to the previous generations who have worked hard to build, preserve and constantly cultivate the tradition of solidarity, dynamism, creativity and gratitude of the Song Be - Binh Duong people. This is also an opportunity for domestic and foreign scientists, researchers, experts, scholars, businessmen, managers to have research projects, articles with multi-dimensional perspectives to participate in summarizing the development practice of Binh Duong over the past 25 years; draw valuable lessons and contribute to shaping Binh Duong's development path in the new period.
With very meticulous, serious and methodical preparation, the Secretary believed that the Seminar will achieve very good results and leave a lot of deep impressions; continue to encourage and cheer the Party Committee, authorities and people of Binh Duong to overcome difficulties and challenges, turning "danger" into "opportunity", to continue stabilizing the situation and determined to successfully realize the aspiration to build Binh Duong soon to become a smart, civilized, modern and affectionate city.
The seminar received more than 175 articles and presentations from former leaders, provincial leaders over the period, experts, scientists, researchers, scholars, managers in many fields in the country. Each article is a precious material that has formed the most universal picture, with full colors of the development process of Binh Duong province during the past 25 years; at the same time, outline the orientations and big goals for Binh Duong to continue striving to achieve in the next period.

Prof. Dr. Nguyen Van Hiep - Chairman of Thu Dau Mot University Council presented the presentation: "Binh Duong province – The journey of a quarter century - Viewed from outstanding policies and solutions"; Mr. Pham Ngoc Thuan - General Director of Becamex IDC Corp presented the presentation: "Binh Duong 25 years of constructive government, accompanying enterprises"; Prof. Dr. Nguyen Xuan Yem presented the presentation: "Successful experience of Binh Duong: Lessons from harmonious combination of development and security"; Dr. Tran Du Lich - Member of the Prime Minister's Economic Advisory Group with the presentation: "Binh Duong: Viewed from the dynamics of regional linkages"; Assoc. Prof. Dr. Vu Tuan Hung - Director of the Southern Institute of Social Sciences with the presentation: "Developing civil service resources to meet international integration, digital transformation and implications for Binh Duong province"; Dr. Huynh Ngoc Dang - Chairman of Binh Duong Provincial Association of Historical Sciences with the presentation: "Binh Duong people from ancient people to modern urbanites, subjects of Binh Duong urban culture", etc.
Before that, the delegates had a field visit to the models of economic development, urban development, smart city construction; scientific and technological development; cultural activities, traditional craft villages, scenic spots, etc. in the province. At the same time, participating in 04 sessions of in-depth discussions on building the political system; economic development - urban construction; people - culture - society and national defense - security - foreign affairs.
Along with organizing this Seminar, the Provincial Standing Party Committee is also coordinating with the Central Theoretical Council to summarize "Binh Duong's development model in the country's renovation process and vision to 2050". These will be very important "materials" for Binh Duong to build the Provincial Planning in the 2021 - 2030 period, with a vision to 2050.
