Speaking at the conference, deputy Le Van Kham from the Binh Duong Provincial Delegation of National Assembly Deputies stated that the Law on Medical Examination and Treatment was promulgated on November 23, 2009, and has been 13 years now. In the process of implementation, besides the positive results, it also revealed certain limitations compared to the development requirements of the country. Especially since the Covid-19 pandemic appeared and spread, the requirements for medical examination and treatment have undergone great changes. Therefore, it is very urgent to submit to the National Assembly for a comprehensive amendment of the Law on Medical Examination and Treatment. The conference aims to provide information to serve the activities of the National Assembly, the National Assembly Standing Committee, National Assembly deputies and relevant agencies in the process of discussing and giving comments on completing the draft Law on Medical Examination and Treatment (amended). The draft Law on Medical Examination and Treatment (amended) includes 10 chapters and 99 articles, compared with the current law, increasing one chapter and 8 articles. In which, chapter 9 is a completely new chapter on medical examination and treatment in case of natural disasters, catastrophes and emergencies. The draft Law will be submitted to the 15th National Assembly for comments at the 3rd Meeting and approved at the 4th Meeting (October 2022). It is expected that this Law will come into force by July 2023.

At the conference, the delegates agreed that a comprehensive revision of the Law on Medical Examination and Treatment in the current conditions is absolutely necessary to improve the quality of medical examination and treatment for the people. The comments also focused on discussing and clarifying a number of issues such as: Improving practice skills, practice management; improving the quality of service provision of medical examination and treatment institutions; authority to issue practice licenses; the right to be assured of safety while practicing; outpatient examination and treatment; prohibited acts; dealing with death cases; dealing with death cases; practitioner's rights, etc. Deputies said that the regulation on granting a practicing license with a term of 5 years and the regulation on not re-granting a practicing license to people over 50 years old are inappropriate; it is necessary to consider the regulation of not granting practicing certificates to physicians after 2025 because it is related to training specialties of physicians; at the same time, it is necessary to explain the words in the Law clearly and specifically, etc.
