Reporting on the implementation progress of the Project, Colonel Tran Van Chinh - Deputy Director of the Provincial Police, a member of the Working Group, said that as soon as there was a direction from the Government, the Provincial Police quickly began to advise the Provincial People's Committee to implement the project in the province. In which, they have advised the Provincial People's Committee to issue Decisions on the establishment and consolidation of the Working Group for implementing the Project with 23 members. Mr. Vo Van Minh - Chairman of the Provincial People's Committee is the Head of the Working Group. At the same time, establishing a Help group for the Working Group with 28 members.
On March 15, 2022, the Provincial People's Committee issued Plan no. 1120/KH-UBND to implement the Project. This is an important content that sets out goals, specifies the implementation roadmap and responsibilities of each branch and each unit in the implementation of the Project.

According to Colonel Tran Van Chinh, the Project contributes to the transition from traditional management to application of science and technology, connecting and sharing population database with specialized databases to serve the construction of the E-government. Therefore, it is necessary for the consensus and coordination of all departments, committees, branches and localities for the implementation of the Project in the province to be convenient and effective.
At the meeting, the members of the Working Group discussed and evaluated the conditions on human resources and technology (infrastructure, transmission lines, machinery, equipment, software, security, etc.), essential public services, etc. to meet the implementation of the Project.

Concluding the meeting, Chairman of the Provincial People's Committee Vo Van Minh highly appreciated the initiative of the Provincial Police. At the same time, he emphasized that the two key missions of the Working Group are building a population database, e-identification and e-authentication (the Provincial Police are implementing) and using these data for digital transformation. Departments, branches and localities closely follow these two key missions and specific tasks in Plan no. 1120/KH-UBND to implement immediately in 2022. The Chairman of the Provincial People's Committee agreed to add 30% more public services to the province, along with 25 essential public services under the Project. The Provincial Police, the Department of Information and Communications are requested to coordinate in organizing a teleconference to thoroughly understand and implement the contents of the Project; reviewing, assessing the current situation and purchasing equipment to ensure the correct implementation of the Project.
Plan no. 1120/KH-UBND of the Provincial
People's Committee sets out specific goals for the group of utilities for
handling administrative procedures (AP) and providing online public services; group
of utilities for socio-economic development; group of utilities to serve
digital citizens and complete the ecosystem for connecting, exploiting,
supplementing and enriching population database.
Specifically, completing the
integration and providing services of information authentication on number of ID
card (9 digits) with the citizen ID card on the National Public Service Portal;
100% of the individual's e-identification accounts are created by the National
Public Service Portal, ministerial and provincial levels can implement the authentication
with the e-identity provided by the Ministry of Public Security; completing
population database to ensure "correct, sufficient, clean, live".
100% of eligible AP are provided in the
form of Level 4 Online Public Services and are identified, electronically
authenticated or authenticated, and shared residential data.
Integrating
and developing apps on the basis of e-identification and e-authentication systems for core apps such as:
E-wallet,
non-cash payment, securities, electricity, water, etc. on VNEID app, QR code of
citizen ID card with electronic chip; widely deploying the application of
features of electronic chips on citizen ID cards in the fields of finance,
banking activities and a number of other socio-economic development fields,
etc.
