As reported by the Department of Planning and Investment, in 2021, the province has issued many documents directing drastically, urging agencies and units to perform tasks and solutions to speed up the disbursement of PI capital, striving to achieve the highest results. In particular, during the period of "freezing, locking" for Covid-19 prevention and control, the province promptly guided the investor units to adapt flexibly to implement in the distancing condition. After returning to the new normal, the Provincial People's Committee issued a directive asking the investor units to restart construction and speed up the progress of projects.
The system of socio-economic infrastructure was invested and improved, contributing to solving urgent requirements in socio-economic life, enhancing the quality of people's life, improving the business investment environment. During the year, a number of works have been commenced such as the Administrative center of Bac Tan Uyen district, the bridge over the Dong Nai river, the archive warehouse of the Department of Natural Resources and Environment, the Phu Giao Source School, the My Thanh Secondary School, etc.; completing and putting into use 30 projects with typical works such as: Extended My Phuoc - Tan Van Road, building resettlement areas and making plans to relocate households living in the protection forest of Cau Mountain - Dau Tieng, Tru Van Tho Primary School, etc.
The total disbursement value of the PI plan in 2021 to January 31, 2022 is 8,333 billion 493 million VND, reaching 61.5% of the plan and 78.75% over the same period in 2020. In which, the disbursement value of the plan assigned in 2021 is 7,736 billion 482 million VND, reaching 75.5% of the plan assigned by the Central Government and reaching 62.9% of the plan assigned by the province; the disbursement value of the plan in 2020 to extend the implementation time and disburse to 2021 is 597 billion 09 million VND, reaching 47.8% of the plan.
Overview of the conference
Total PI plan capital in 2021 of key projects and works is 4,435 billion 020 million VND, accounting for 36% of the province's total PI plan capital in 2021, arranged for 48 projects. The disbursement value as of December 31, 2022 is 2,304 billion 133 million VND, reaching 52% of the plan.
The units and localities with high disbursement rate are the Center for investment, exploitation of irrigation and rural clean water (99.8%), Project Management Unit for Agriculture and Rural Development Sector (99.6%), Provincial Labor Confederation (99.3%), Provincial Police (95.7%), Bau Bang district (99.2%), Bac Tan Uyen district (99%), Thu Dau Mot City (97.4%), etc.
At the conference, localities and units presented and discussed a number of difficulties and limitations affecting the implementation and disbursement of PI capital, specifically: Project investment preparation is still not good, leading to some projects having to adjust due to the arising of compensation unit prices, design changes, and items exceeding the total investment. Site clearance and resettlement support are still the main bottlenecks in the disbursement of PI capital, there is no effective solution to remove it.
Speeding up the progress of key projects
Speaking at the conference, Chairman of the Provincial People's Committee Vo Van Minh emphasized that branches and localities need to determine that accelerating the disbursement of PI capital is a key mission of all levels of Party committees, authorities and the entire political system. At the same time, he noted that, in the coming time, it is necessary to implement drastically and synchronously the Directives and directions of the Central Committee, the Provincial Party Committee and the Provincial People's Committee related to the PI; focus on leading and directing disbursement to reach 100% of capital plan for transportation, health care and education projects; promote the progress of smart city projects, traffic monitoring system.
Along with that, continuing to review additional capital sources of the 2022 PI plan for projects that are capable of implementing and additional disbursement, speeding up project implementation, soon completing and putting into use, promoting investment efficiency. For projects in preparation for investment, expeditiously organizing the formulation, appraisal and approval of contractor selection plans; completing investment preparation documents, ensuring quality in the stages of survey, pricing, basic design, etc. to minimize the policy adjustment and project adjustment.
Branches and levels should strengthen their responsibilities in coordinating the appraisal of investment policies and compensation unit prices. Focusing on directing, solving and removing obstacles, ensuring harmony between the interests of the parties in the site clearance.
