According to the Department of Culture, Sports and Tourism, in the draft Plan for developing goals by 2025, the province's system of cultural and sports institutions is invested and built synchronously in terms of facilities, bearing the stature of a grade-I urban province. By 2030, the system of cultural and sports institutions in the province will meet the criteria prescribed by the Ministry of Culture, Sports and Tourism.
Specifically, by 2025, the province will invest in constructing a number of cultural works such as: Nguyen Sinh Sac Memorial Site; renovating and restoring Doc Chua Archaeological National Monument; building the Central monument, stele house, restoration items and works, statues and reliefs of the Long Nguyen War Zone relic site; investing in art display at the National relic memorial site of War zone D.
At the same time, investing in building new digital library and Provincial Arts-Cultural Center; upgrading the activities of the Provincial Museum in the direction of "Smart Museum", building the Provincial Children's Cultural Palace. Continuing to invest in items at the Sports Training and Competition Center and facilities for national and international competitions. Investing in building a number of modern cultural and art works such as the Provincial multi-purpose performing arts center.
100% of districts, towns and cities have Culture - Sports Centers, and plan on land fund to build institutions such as: Squares, monuments, green parks, etc. and other cultural works suitable to the actual situation of the locality. Investing in building 22 more Community Learning, Culture and Sports Centers in communes, wards and towns.
Orientation to 2030, the province continues to renovate, restore and promote historical-cultural sites and scenic spots; invest in building Workers' Cultural Centers in areas with a large number of workers; 100% of communes, wards and towns are invested in the construction of Community Learning, Culture and Sports Centers. Building a number of cultural works of national and international standards in the form of socialization investment such as: Theater with scale from 2,000 to 2,500 seats, Cinema cluster with scale from 500 - 1,000 seats, with 2 to 6 screening rooms, specialized museum, Exhibition & fair center, etc.

Commenting on the draft Plan, representatives of leaders of departments, branches and localities pointed out a number of limitations in the investment in building grassroots cultural institutions in the province over the past time. Accordingly, the cultural works are not commensurate with the speed of economic development and urbanization of the province; the Community Learning, Culture and Sports Centers have not been synchronously invested in facilities, operating funds, and operating apparatus. The mechanism and policy to socialize cultural and sports activities is still inadequate, so it has not been effectively promoted.
To overcome these limitations, localities need to plan land fund for investment in building cultural institutions; continue to carry out socialization, mobilize resources from organizations and individuals to build a system of grassroots cultural and sports institutions; residential projects must arrange community living spaces. In particular, there must be a mechanism to ensure the management and operation of cultural institutions after construction investment.
Concluding the meeting, Mr. Nguyen Loc Ha requested that the Department of Culture, Sports and Tourism continue to supplement and perfect the draft Plan for the Provincial People's Committee to approve and submit to the Provincial Standing Party Committee for comments. In which, it is necessary to clarify the number of provincial cultural works in the next 5 years; have guidelines and mechanisms to ensure the organization and operation of cultural institutions; pilot cooperative association to enhance socialization. At the same time, strengthening investment implementation according to the schedule of cultural works according to the province's medium-term public investment plan; paying attention to the arrangement of land fund to build cultural institutions in industrial parks, clusters, residential areas, urban areas, etc.
