Experts propose strategic direction for planning Binh Duong province in the 2021-2030 period, with a vision to 2050

​PORTAL - On March 09, at the Provincial Convention and Exhibition Center, the Provincial People's Committee cooperated with Becamex IDC to organize a scientific seminar on strategic orientation for planning Binh Duong province in the 2021-2030 period, with a vision to 2050.

​Attending were Mr. Mai Hung Dung - Member of the Provincial Standing Party Committee, Permanent Vice Chairman of Provincial People's Committee; Mr. Nguyen Van Hung - Chairman of the Board of Directors of Becamex IDC; leaders of provincial departments, committees and branches.

Building a smart and innovative development ecosystem

At the seminar, the research team of Dr. Huynh The Du presented the Consulting project on construction planning of Binh Duong province in the 2021-2030 period, with a vision to 2050.

According to the research team, in order for Binh Duong to achieve the strategic goal of phased integrated planning which is to maintain the growth rate; become an area with high per capita income; make Binh Duong become a globally competitive locality in terms of attracting, developing and keeping scientific talents, it is necessary to transform the industrial and service ecosystem in space. Identifying specific goals to create new energy sources and new technologies, organizing new spaces, new business models, etc. Building new spatial planning features: Strategic planning, increasing cooperation opportunities, integrating values, reducing constraints according to land use functions, reducing uncertainty.

For challenges and strategic ideas for transportation and urban development in Binh Duong, the research team proposed Smart Logistics and Smart Mobility models. Specifically, developing multimodal freight transport, developing logistics center, inland container depot IDC. Renovating river routes such as Saigon river, Dong Nai river, investing in freight railway connecting with Cat Lai, Cai Mep - Thi Vai ports.

Regarding public transport, the research team said that, currently, Binh Duong has a limited network of routes, especially in the Northern region, service quality has not yet met passenger requirements. Therefore, in the future, it is necessary to choose a method of using means of reducing greenhouse gas emissions and occupying less space.

According to Assoc. Prof. Dr. Tran Dinh Thien, Binh Duong does not stop at the service industry complex but converts to smart city development. The foundation of the planning is the cultural development value from the past so far in which there are "mutations" in development. Binh Duong's ecosystem must be a smart and innovative regional development ecosystem on the basis of digital technology; at the same time, the regional connectivity ecosystem creates strength for Binh Duong to gather resources. This poses a challenge for the province to have human resources to accomplish the above goal.

According to Dr. Tran Du Lich, the development of Binh Duong must be placed in the relationship of the Southern key economic quadrilateral (Ho Chi Minh City, Binh Duong, Dong Nai, Ba Ria - Vung Tau), if Binh Duong has an appropriate mechanism, it will be the driving force for development for the entire region. The planning must solve the following problems: Plan for allocation of productive forces; speeding up the regional connection routes such as Ring Road 3, Ring Road 4; building a common labor market for the entire region; providing a common solution to environmental problems.

Transforming the urban model

Proposing a logical framework and integrated strategic content for planning Binh Duong province, the research team of the Vietnam Institute for Urban and Rural Planning has provided the logical framework steps including: studying and approaching the project; understanding the status quo-database-identifying development resources; allocating development space, dynamic spatial structures; organizing territorial space, etc. At the same time, proposing to develop large spatial structures according to the dynamics of the region's East wing, which is the Cai Mep-Binh Phuoc railway. Transforming technology and urban service infrastructure into services for the masses; infrastructure to develop a smart city into a multimodal city. Digitizing space to manage development according to technology, etc.

According to Assoc. Prof. Dr. Nguyen Hong Thuc - Institute for Settlements Studies, Vietnam National University, Hanoi, Binh Duong needs to reorganize functional areas and land. Setting up historical, cultural and human space as the foundation for development. At the same time, developing in-depth the existing industrial-urban-service ecosystem to take advantage of regional connectivity opportunities. Transforming urban model (new city-smart city- multimodal service city). Implementing comprehensive digital transformation on the management model for the development of the province's territory.

Speaking at the seminar, Mr. Nguyen Van Hung - Chairman of the Board of Directors, Becamex IDC thanked experts, scientists, research teams and highly appreciated the comments for the planning of Binh Duong. The provincial planning consulting units have carefully studied Binh Duong, closely followed the provincial planning tasks and assessed the breakthrough goals in the future very deeply, meeting the requirements of the provincial leaders. In the past time, Binh Duong has taken advantage of its geographical position to create a driving force for industrial development. The province has developed infrastructure, urban areas, services, and attracted human resources, built a smart city, an innovation ecosystem that is always dynamic and creative. Binh Duong needs to overcome the middle-income trap and maintain its growth rate, so it is necessary for consulting units to make planning that is realistic and synchronous. Becamex IDC and other departments, committees and branches will accompany the consulting units to make good planning for Binh Duong, creating a foundation for Binh Duong to have spectacular breakthroughs in development.​
