From the beginning of 2022, the Government's Decree no. 123/2021/ND-CP amending and supplementing a number of articles on regulations on sanctioning of administrative violations in the field of maritime; road and railway traffic; civil aviation officially comes into force. In particular, it is worth noting that a number of road traffic violations have heavier penalties than current regulations, such as: Picking up and dropping off passengers on the highway, not having a driver's license, not wearing a helmet when riding a motorcycle or motorbike, etc. Specifically, increasing the fines for administrative violations in the field of road, previously only 40,000,000 VND, now it has been increased to 75,000,000 VND.
According to Senior Colonel Pham Quang Truong - Deputy Head of the Traffic Police Division, Provincial Police Department, Decree 123 has great significance in educating, propagating and preventing violations of traffic order and safety.
Most traffic accidents occur due to the subjective error of road users. The heavy increase in fines for acts that directly pose a risk to traffic accidents is a necessary solution to increase deterrence, contribute to preventing the recurrence of similar violations, and help people pay more attention to obeying the rules when participating in traffic.

Many opinions believe that not only should it stop at sanctioning administrative violations, but also need to strengthen criminal handling with dangerous acts such as speeding, reckless overtaking, drinking alcohol, beer, using drugs when participating in traffic. Only in this way can we completely prevent traffic accidents and limit threats to human life and health.
Mr. Dao Van Manh – a container truck driver said that currently, the traffic on the road is very crowded. The increase in fines for traffic order violations also contributes to raising people's awareness of law observance, thereby avoiding catastrophic traffic accidents.
In order to ensure the strictness of the law, along with increasing the fines, over the past time, the traffic police force in the province has increased patrolling, controlling and handling violations on a regular and continuous basis. Promptly detecting and preventing dangerous acts on the road, while ensuring justice and fairness of the law; without omitting violations.
Senior Colonel Pham Quang Truong - Deputy Head of the Traffic Police Division, Provincial Police Department said, from January 01, 2022 to February 15, 2022, the traffic police force in the province organized 536 patrol and control shifts, with more than 2,400 turns of officers and soldiers participating, and fined more than 1,700 violating vehicles with an amount of more than 6.5 billion VND. Each officer and soldier always upholds the spirit of respecting the law, does not compromise with violations, builds people's trust, and eliminates the situation of "disobedience to the law", acting in defiance of regulations.
Even though the heavy increase in fines has been promoting its effectiveness in ensuring traffic safety, it also has certain limitations, making it difficult to cover all the diverse realities of traffic activities. To build a safe traffic environment, the most important thing is the self-consciousness of the people. Therefore, each citizen needs to form a sense of self-discipline, creating a foundation for building a civilized and safe traffic culture, contributing to the protection of life and property for themselves and those around them.
