At the meeting, the Becamex IDC representative approved an overview of the IOC. The IOC system will be connected with other database and application systems within the province and outside to collect and aggregate data to serve the direction, administration, and decision-making support and be operated continuously without interruption 24/7; and promote the ability to quickly respond to issues of Ministries, branches and localities.
The IOC functions and services include: Analyzing data on socio-economic indicators; monitoring public administration; monitoring and administering the fields of health, education, tourism, urban management, etc.; monitoring and managing the environment (land, forest, water, air, etc.); interacting and communicating in service of citizens; monitoring security and safety of information and information on the Internet; providing emergency response and support; monitoring, operating security, order and traffic safety.

The implementation roadmap consists of 3 phases. Phase 1: Deploying IOC and building a connection platform. Phase 2: Unifying existing data, building display indicators. Phase 3: Units develop focused component projects for each specific field. Currently, the province is embarking on the implementation of phase 2.
The representative of the Department of Information and Communications presented the draft Plan for pilot implementation of the Binh Duong Intelligent Operation Center. The objective is to help provincial leaders monitor and administer; support command, decision-making; manage overall service quality in a number of specific fields. The roadmap includes 7 steps of implementation: Renovating and supplementing facilities, hardware, installing core software, deploying server infrastructure, surveying databases and integrating modules and functions into IOC, developing HR projects for IOC, testing the functionality and evaluating the information security of the system, running test, and evaluating feasibility.
It is expected that 14 fields will be selected as pilot: Socio-economic indicators; public administration; information on the Internet environment; tourist information; Covid information; information security and safety; interaction and communication in service of citizens; planning information publicity; environmental quality monitoring; industrial park monitoring; resource monitoring; medical field information; education field information; security, order and traffic (via camera system).

Speaking at the conclusion of the meeting, Mr. Le Tuan Anh - Director of the Department of Information and Communications said that the pilot implementation of the Intelligent Operation Center will synthesize and integrate shared data for the administration of the province, and at the same time share data with the people to a certain extent. Data from departments and branches are important to create good data to bring to the IOC, so it is necessary to unify common data. He expected the branches to coordinate well in surveying and unifying complete data for data integration, etc.
